Because Public Utility rates cannot be below cost, this will give the city council an excuse to raise rates. Could have been avoided if they had fish passage from the start.

    Both the government and those challenging the Affordable Care Act want the justices to decide the cases this year, so the justices appointed attorney Robert Long to argue that AIA prohibits consideration of the constitutional issues right now.

    Here is an excerpt of Schneider’s analysis of the arguments made and the justices’ line of questioning:

    (Long’s) essential argument was this: the AIA “imposes a pay first, litigate later rule,” which applies here because the penalty for violating the individual mandate is a tax. Long pointed out several times that the so-called penalty is to be ‘assessed and collected in the same manner as a tax.”

I thought they would sacrifice Gorge Dam to restore some natural flow, as it’s a diversion dam that moves the river into a tunnel through the powerhouse and out back to the natural channel. When a healthy 25-year-old black male who went to the police about threatening white men goes for a walk in Mississippi and turns up as dismembered remains scattered through woods, you don’t wait for a forensic anthropologist’s report to begin a murder investigation. You start collecting evidence and interviewing people immediately. If it later turns out not to be a murder, fine, but you don’t wait for the trail to grow cold to begin your investigation. In any case, an anthropological opinion is only one input of the investigation, not a conclusory adjudication.

    Need a further example? Let’s say you go missing from the house, then after a period of time a foul stench emanates from the barn, and when someone checks they find your bones and what’s left of your rotting flesh scattered all over the horse stall, partially covered by manure. That doesn’t make the horse a killer, but it does make him a suspect, although the medical examiner and forensic anthropologist shouldn’t summarily rule out accident or suicide-by-horse.
