That is not entirely accurate. Most closed loop systems with chillers also have a secondary condenser water loop that rejects heat from the chiller through an open cooling tower. The condenser water loop has a make-up water feed to constantly supply it with water to make up for what is lost at the cooling tower.

If you don’t remember unlike any other US Territory Samoans are considered American Nationals not Citizens. Somoa sends a non voting member to the house via election. Samoa has regular elections but they do not vote for President.
All that is required of a Samoan to gain citizenship is take residence in the US and file a form and boom goes the dynamite.
So this woman went to vote in her now home in Alaska, there is nothing on the ballot to check other than US Citizen and with the help of a poll worker (allegedly) who probably didn’t know about the special status of Samoa voted for state and local offices. Not federal so no federal case to be made.
