  7. Makes sense to either have an entire long distance fleet of either single or bi level cars, but not both. What’s forcing Amtrak’s hand is the FRA adhering to a strict interpretation of the ADA requiring full access, and the current Superliner design, in service when the ADA passed, is grandfathered in. Out west, the bi-level has been an efficient design going back to the Santa Fe, actually shortened the consist of the El Capitan, that during the off season would be combined with the all Pullman Super Chief(in an era when train crews worked in shifts based on miles not hours, saved a lot of money on crews when traffic was slow) The Hi-level but the vestibule, restrooms, and baggage compartments on the lower level, makingbupstairs maximizing number of seats.

    The drawback to a single level Empire Builder will be the Spokane Shuffle. Eastbound 8 from Seattle currently overtakes Eastbound 28 from Portland and then backs up so the two trains couple at their Coach stations, The platform might have to be extended. Might be making the Empire Builder as long as VIA Rail’s Toronto-Vancouver service. VIA is looking to re-equip that train, as roughly 200 cars bought by Canadian Pacific in the 50s keeps the service going, with most long hauls running 2-3 days a week. Seen many suggest, bring back dome cars, and they would tolerate single level coaches.
