Probably not. Federal officers not only have qualified immunity, they have blanket sovereign immunity. See, for example, the Japanese-Americans interned in World War 2, who despite being deprived of their liberty, homes, businesses, and property, couldn’t sue and had no recourse except the token compensation authorized by Congress some 40 years later.
If a federal officer, while on duty and operating a government vehicle, runs a red light and t-bones you, then you can file a claim under the Federal Tort Claims Act (FTCA). In essence, Congress has waived sovereign immunity for negligent acts of federal employees. You cannot pursue a claim under the FTCA for deliberate acts of federal officers and agents, nor can you sue them, because the federal government via Congress has not agreed to be sued for such acts.
This goes a long way to explain why ICE and CPB agents act like people who are immune from lawsuits.
