    There is nonsuch place. Chicago has a Magnificent Mile neighborhood. It is one of the safest in the city. There are two shopping centers that could be said to be there. One is ironically part of the complex that houses the Four Seasons and anchored by Bloomingdale’s (Macy’s).

    The other, Water Tower Place, famously home of the American Girl Doll shop beauty salon and cafe is privately owned and no official occupancy rates are available but the interweb suggests 26% vacancy down from 33% in 2020-21.

    Much ink has been spilled on the decline of the American Mall. Been to Northgate lately?

    And what are troops going to do to save a dying mall culture. Mass purchase a Raquel doll with Pickle Ball accessories and eat a shit ton of Red Mango Froyo? Make visitors eat two Auntie Anne’s at gunpoint?

    I enjoyed watch shopping on the Magnificent Mile. Would love a classic Breguet with a sweep second hand but the soft gold casing would not fare well against the metal bars in the stall doors and walls of our barn.

    The Magnificent Mile is, indeed, a very safe place. I’d have a six-figure newly purchased watch shipped home to me instead of wearing it out the door just to be safe, but there are no druggies in the doorways like there are in Seattle.

    That having been said, it’s important to understand that the safety of the Magnificent Mile is because it’s a Special Security Area:

    WHAT ARE SPECIAL SERVICE AREAS (SSA)?
    Special Service Areas (SSAs) are locally controlled, locally funded taxing districts designed to offer services to business districts. They are governed by local taxpayers, and the funds generated are used for programs that address customer attraction, public safety, and public way enhancements, and economic development.

    Specifically, it’s SSA # 76:

    ARTICLE I
    SPECIAL SERVICE AREA ESTABLISHMENT
    Section 1.0 SPECIAL SERVICE AREA An ordinance passed by City Council on December 15, 2021 (the
    “Ordinance”) established an area within the City of Chicago known and designated as Special Service Area #76
    (“SSA #76” and the “Area”).
    Section 2.0 LOCATION The Ordinance defined the boundaries of the area established as SSA #76.
    Section 3.0 SERVICES The Ordinance authorized certain special services for SSA #76 (the “Special Services”).
    Section 4.0 LEVY The Ordinance authorized an annual levy of a certain services tax (the “Services Tax”) upon
    the taxable property in SSA #76 beginning in 2022 through and including 2025. The Ordinance imposed an
    annual rate cap on the Services Tax of 0.050% of the equalized assessed value of taxable property within the
    Area.
    Section 5.0 BYLAWS The Ordinance established the North Michigan Avenue Special Service Area Commission
    (the “Commission”) and authorized the Commission to establish bylaws for its procedural operation.

    The entities within the SSA zone agreed to tax themselves, with the monies going to provide security services for them, and only for them.

    Sorry, South Side. Nobody’s stopping you from funding your own SSA.

    Been to Northgate lately?

    Thornton Place. That replaced the ugliest parking lot I’ve ever seen. Cars parked there only during the heyday of Holiday season which of course is hardly a whisper of its former self. They day lighted Thornton Creek. Put apartments, assisted living, condos, a pub, other small restaurants and a big ass multiplex in its place. Huge improvement.

    I swear. At least half a billion dollars is being invested in what was the mall proper. Probably well over a billion when it’s all done.

    From a declining shopping mall (one of the first its kind) into transit adjacent development, packed with apartment living, long term stay, offices, recreation (the skating rink open to the public, and even outdoor field hockey) and the Kraken training facility. The Northgate light rail station was an all too massive change in itself.

    The only shopping left it seems at the moment will be a Trader Joes and a Nordstrom Rack. The Kraken Pub an anchor restaurant of sorts. I’m sure there’ll be other eateries and other convenient services for all the new apartment/condo dwellers.

    The Northgate Apartments across Northgate Way are slated for demolition. More mixed use on the way.

    There better be another supermarket in the mix. The QFC down the street is overcrowded with refugees from the food desert created by the now closed Fred Meyer on Lake City Way. The parking lot there is full at 2:00 pm in the middle of the week. Nuts.

    @35 The 2004 election was decided in the ballot curing process. State law allows voters whose ballots lack a matching signature to “cure” their ballots within a certain amount of time after the election by submitting a signature card. The Democrats mobilized roughly 6,000 people statewide and obtained roughly 1,100 signature cards, which yielded a little over 700 valid votes for Gregoire. The Republicans were late at organizing a ballot curing operation, and lacked the Democrats’ manpower, so they collected only 200-plus signatures yielding valid votes for Rossi. Gregoire won by 129 votes (this was changed to 133 votes by forum-shopped Chelan County Superior Court Judge Bridges in the election contest lawsuit brought by Republicans). So why didn’t Rossi’s 200-plus cured ballots overcome Gregoire’s 133-vote margin? Because Rossi’s lawyers made a legal tactical decision to not submit them. They were arguing to the state Supreme Court that Gregoire’s cured ballots shouldn’t be counted, a case they lost, and thought their argument would be stronger if they didn’t ask election officials to count Rossi’s cured ballots. The Gregoire campaign had nothing to do with this tactical and legal mistake, it was entirely the fault of the lawyers the GOP paid roughly $2 million to represent them in the post-election legal challenges. There was no ballot box stuffing, there were no illegally “found” ballots, only a batch of 40 or so inadvertently misplaced legitimate ballots in King County that wouldn’t have changed the result one way or the other. Rossi lost because his own side decided the cured ballots, included his own, were illegitimate and Washington’s courts disagreed. He did have more valid votes than Gregoire but it was Republicans who set aside over 200 of them — what would have been a winning margin.

    It’s also worth noting that in the 2008 rematch between Gregoire and Rossi, Gregoire decisively defeated Rossi by a margin of 53% to 47% and over 194,000 votes.

    There were two recounts in 2004. Initially, Rossi led by 261 votes, which triggered an automatic machine recount under state law. After that recount, Rossi led by 41 votes. There is no law-mandated hand recount in Washington, but candidates can request one if they front the costs, which is refunded if the hand recount changes the results. The Democrats put up $730,00 for the hand recount.

    Recounts typically pick up ballots the previous count missed for various reasons. This ballots are legitimate, but may have been rejected by the optical scanner machine because of tears, stains, or stray marks. Usually both candidates end up with a higher vote total after a recount. That was the case after each of the 2004 recounts.

    Parenthetically, the hand recount was conducted in the same building where King County detectives questioned Green River Killer Gary Ridgway. I didn’t see that room; it was in the basement. The recount room was on the ground floor, and the Republican and Democratic lounges were on the second floor. The building is on East Marginal Way and overlooks Boeing Field. At one point during the hand recount, Vice President Cheney’s plane (Air Force Two) was parked on the opposite (I-5) aid of the field.

    The counters were selected from lists submitted by the parties and were paid $12 an hour. Most were just ordinary folks looking to make a few extra bucks. The hand counting procedure worked as follows. A Democratic-designated counter and a Republican-designated counter sat at a table and were given a box containing a precinct’s ballots. Observers watched from behind rope lines. Counters and observers weren’t allowed to talk to each other, and no cellphones were allowed in the counting room. Each counter individually counted and tallied all of the precinct’s ballots. Their totals had to match exactly; if they didn’t, the ballots were given to another counting team.

    This process was repeated at least three times for every King County precinct, and some precincts were counted seven times, by different counting teams. The counters could, at their discretion, question ballots and set them aside; these ballots weren’t counted at that time, and instead were sent to the county canvassing board for determination, which decided whether to disqualify or count them. It was a simple process but eliminated counting mistakes, and I feel comfortable saying the hand tally in King County wasn’t off by a single vote. I forget how many ballots were sent to the canvassing board but I believe it was over a thousand.

    Most of Washington’s other counties finished their hand recounts in a day or two. King County, with its larger voting population, needed about two weeks. I was standing next to Dean Logan and half a dozen other people when the totals were posted on a chalkboard, and because King County was the last county to report these were the final results, except for the King County canvassing board. At that point, statewide, Gregoire was ahead by 8 votes. At the canvassing board, Gregoire netted 121 more votes than Rossi, bringing her margin to 129, which included the cured ballots.

    The Republicans then brought an election contest lawsuit, as provided by Washington election statutes, in Chelan County, a Republican stronghold. The judge there, Judge Bridges, ended up disqualifying 4 votes for Rossi and otherwise upheld the county election offices’ totals, which expanded Gregoire’s margin from 129 to 133.

    Afterward, Republican partisans liked to claim that “Rossi won twice.” He didn’t. There is only one election result in any given election, and that is the final certified result. Preliminary results simply don’t count, either legally or in any vernacular sense. That was entirely a semantical invention that had no basis in law or election practice. It was propaganda, nothing more.

    I can also categorically state that neither Chris Vance, the GOP party chair at the time, nor John Carlson, the rightwing talk show host who put out a lot of propaganda and disinformation about the 2004 election, ever set foot in either building and never observed one minute of either recount, so they had no firsthand knowledge of what occurred in the recounts (spoiler alert: observing the counting was about as exciting as watching paint dry). (The first recount was in a difference building, on 1st Avenue South near the West Seattle Bridge).

    I know a lot about how elections work, among things having been a precinct worker, an observer, and receiving training as a voting rights attorney. I was there for both recounts, dawn to nighttime, every day. I’m not sure what our friend @34 thinks he remembers, but I’m guessing he wasn’t there and is only remembering the GOP sour-grapes lies and propaganda about that election. There was no funny business, it was above-board and kosher, and Gregoire legitimately won that election, although Rossi would have won if his lawyers hadn’t discarded over 200 countable ballots because they didn’t think cured ballots should be counted, a point on which the Washington Supreme Court disagreed with them.

    I agree. If there are only a few ballots left to count or cure, Wilson’s lead is too large to overcome with a recount, which wouldn’t shift the result by more than a few dozen votes.
