This November local voters will be asked to spend $17.8 billion for roads and transit, and it’s gonna be close. But should that this measure require the same 60% super-majority required of school levies, it wouldn’t stand a chance. The Legislature passed a constitutional amendment last session to impose the same “simple majority” requirement on school levies as required of other levies, and this November you’ll have the opportunity to approve it at the polls… by of course, a simple majority. Kelly Munn of People for Our Public Schools joins us for the hour.
8PM: Will WA voters finally get their “top two” primary?
Washington voters lost their cherished open primary after a legal challenge from both parties, only to see the favored replacement, a “top-two” primary, also tossed out by the courts. Monday the U.S. Supreme Court hears and appeal, and some legal experts predict the top-two might be reinstated. As an East Coast transplant I’ve never personally understood what the big deal is about declaring a party affiliation in order to vote in a party primary, so I’ll have Sec. of State Sam Reed on for the first half hour to explain it to me and take your calls.

Why should a political party get to dictate how I can vote?
If political parties want to hold their own primaries with their own members on their own dime that’s fine. But, if those parties want to open up voting to the general public and have us pay for it, it should be completely open.
As far as I’m concerned political parties have outlived their usefulness. We’d be better off with a non-partisan state government.

Instead, caucuses, where citizens meet, discuss issues and the merits/demerits of candidates, and collectively make decisions is far more effective at producing thoughtful, representative-of-a-party’s-POV, than primaries.

If you want to participate in a party’s nominating process, then you ought to participate in and be part of the life of the party: go to meetings, financially support the party of your choice, participate in party events like campaigns, etc.
In other words: GET INVOLVED! What happens when you don’t?

To those who contend that they’re “voting” for someone when they participate in a primary, my response is to ask, “For what office; if the individual for whom you vote wins, what elected public office will that individual then hold?” Most of the time the person can’t understand the question, which is sad and results in things like:

Aside from judicial contests, which are non-partisan, individuals on the ballot in primary elections aren’t actually running for election to an office; they’re looking to be NOMINATED as the candidate of a political party to then run for office.
Let the political party’s control their own nominating process, which also entails having them PAY FOR the use of publicly owned facilities, equipment, and public employees who facilitate the parties in this process. When the party’s don’t control or can’t control the process, you end up with awful embarrassments such as:

I almost feel sorry for my brethren and sistren in the Democratic Party who find themselves saddled with an abomination born of the primary system:

Competing, sharply divergent political parties are a good thing, a healthy thing, a very American thing! Mixing it up in the marketplace of ideas with different POV’s on issues and the nature of government’s role in our lives, opposing candidates vying for votes, a vigorous electoral contest testing the mettle, mind, morality, and moods of candidates seeing who has the temperment to serve…these are WONDERFUL things, things to be celebrated, not cursed!
When we don’t have strong party organizations and discipline, we end up with:

You want more citizen input in the process? Dump primaries and rely more on caucuses. It will get people out of their homes, engaged in their community (won’t even need a ST ride!), involved with their neighbors, knowledgable on the issues and candidates, and better able to eventually make choices on election day (I HATE absentee ballots, too, but that’s for another day, another rant).
When you have an uninformed, slothful electorate, you end up with egg on your ballot such as:

I’ve always viewed primaries as a process in which you select the candidates from each party that will compete in the general election. Can’t say a “top two” primary makes much sense. If you’re going to do that, then we should move to a form of run off voting and eliminate the primary altogether. Other countries have no problem holding elections over two weekends. Somehow we’ve developed an inability to do likewise.

I’m all for the caucus system. Or for letting parties hold primaries that are for their members only. But, when the Pierce County auditors office sends me a ballot in the mail the parties shouldn’t be able to tell me I can’t vote for whom ever I want on it.
Maybe the parties should have more control over who gets their name on the ballot with a (D) or (R) next to it, but once that ballot is in my hands it should be up to me, not the parities, who I vote for.

It’s not up to Richard Pope to tell the Democratic Party that he is their candidate. It should be up to the Democratic Party to decide who their candidate will be.
It is conceivable that the Democratic Pary may decide not to field a candidate in a race. Questions of winnability, devoting resources to more important races, etc., factor into a decision.
Some have said parties should field candidates in all races, yet that ignores the political reality of certain districts that are overwhelmingly populated by members of one party or the other.
Still and bottom, bottom line…It should the the Democratic Party’s decision, not Richard Pope’s, as to who their standard bearer is in an election. That decision is made by grassroots party members first in caucuses, then, in some areas, district caucuses, then county conventions where delegates elected at caucuses come together to decide what candidate will run with the party’s blessing, endorsement, and, hopefully, support.
Decisions of the Democratic Party should be made by Democratic Pary activists, not one lone and very embarrassing wolf who conveniently dons the Democratic mantle for his own momentary amusement and edification.

That’s the wrong question. The relevant question is, “Should each of the plethora of jurisdictions with taxing authority be able to impose taxes without coordinating with each other or considering the total burden imposed by all taxing jurisdictions on individual taxpayers?”
This, in a nutshell, is the problem: Each family has a budget with only so much money to spend, and if we spend more on X then we have to spend less on Y, but the array of governments (federal, state, municipal, school districts, port districts, LIDs, SIDs, etc.) tax us without regard to our ability to afford the cumulative taxation, each thinking only of its own spending wants.
I submit that until this problem is gotten under control, questions such as whether school levies should require a 50% or 60% majority will remain nuances, and people like Tim Eyman will thrive. And, quite likely, popular programs like schools, parks, and libraries will continue to be manipulated by tax-hungry politicians who cut these programs first to coerce us to pay taxes for the things THEY want, and quite possibly, school levies will continue to fall victim to the practical politics of a screwed-up taxing system.
Because, you see, when taxpayers are pushed to the wall by high taxes to support extravagant spending on things like sports stadiums and gold-plated freeways, they will vote to limit the only taxes they CAN control: School taxes. It ain’t fair, but it’s the real world.
The fact is, we shouldn’t even be discussing school levies at all, because there shouldn’t be any school levies on the ballot, ever. Schools should be fully funded by the legislature. But for that to happen, we need fundamental reform of our state tax system.
The problem with our state tax system, of course, is that those in the lowest 20% income bracket pay 17% of their income to state and local taxes, while those in the highest 20% income bracket pay only 4%. Making it easier to impose higher school taxes on those in the lowest 20% bracket may look good on paper, but it’s not a long-term solution for either school funding or tax fairness.
I submit the wrong proposition is on the ballot. Instead of referendum making it easier to pass school levies, the legislature should have given us a constitutional amendment allowing a state income tax.

However, I wouldn’t put it past you to demand that I give the $28 back to DSHS, now that I have a pension income I worked 30 years for.
