Sam Reed: all 39 counties have dual registrations

Oh man… if this is the sharpest arrow in David Irons’ quiver, it’s gonna be an awfully boring election season.

Now that he and King County Executive Ron Sims have both come out on the same side of the two most contentious issues of the day, the Southwest proposal and I-912 (both candidates oppose them), Irons is reduced to following the lead of his paranoid delusional webmaster, Stefan Sharkansky, and his OCD-like focus on last year’s contested election for governor. Yesterday, both appeared as part of a press conference staged by Republicans on the KC Council, in which they held true to their party’s McCarthyite tradition, by waving before reporters lists of alleged illegal voters, without actually handing over any evidence to reporters or authorities.

The Republicans claim that they have discovered duplicate registrations for over 2000 voters, the bulk of them being women who are registered under both their maiden and married names.

“It’s a sad day,” Irons said. “We’ve lost the trust of the people.”

Yes Dave, it certainly is, and you certainly have. But then, that’s the whole point isn’t it? You’re totally willing to undermine the public’s faith in government if you think that might get you into office.

Of course there are duplicate registrations. There are always going to be duplicate registrations, in every county and in every election, as Secretary of State Sam Reed pointed out in an interview on KIRO radio today:

This problem of dual registrations is one that all 39 counties have. I had when I was county auditor.

The elections office gets no automatic notice when somebody changes their name or address, and for the most part it’s up to voters to change their registration correctly. Elections departments periodically run database queries looking for such errors (KCRE corrected over 9,000 duplicate registrations earlier this year) but there will always be some duplicate registrations on the rolls. The GOP’s attempt to imply that duplicate registrations are the result of negligence on the part of Dean Logan or his staff, is dishonest, mean-spirited and manipulative. This is a well known issue, and as Reed points out, one which will be partially addressed by the statewide voter registration database that has long been scheduled to go online in January of 2006.

I think that it’s very important that we have a clean voter registration rolls and obviously if they do have information that there are dual registrations I do think that it’s important that they challenge them. That’s part of Washington State law. Now I’m not up in King County so I’m not part of the politics going on with the election right now and everything but certainly it’s a legitimate issue and one we’re working on. We’re going to have a statewide voter registration system in the Secretary of State’s Office beginning next year and we hope to be able to help the counties a lot to clean up their records and to try to void as many duplicate registrations as I say occur everywhere.

Everything about yesterday’s press conference reeked of a candidate so bereft of issues, ideas and qualifications, that his only desperate hope is to tear down the other side, at any cost. How else can you explain an effort to criminalize several thousand women who married and took their husband’s last name, or to level an accusation so paper thin that the Republican Secretary of State dismisses it with an audio shrug?

But perhaps the most embarrassing detail for Irons and his GOP comrades is that they seemed unembarrassed to stand there side by side with WA state’s most famous conspiracy theorist, our friend Stefan of (un)Sound Politics, whose tireless efforts to find patterns of fraud in KC’s voter databases borders on numerology, and whose aluminum-hat-analyses have earned him every last drop of incredulity he enjoys. Stefan actually had the temerity to stand before the assembled media throng and claim he was one of them, ignoring the fact that real journalists cover press conferences… they don’t conduct them.

This is what Irons and his fellow Republicans are reduced to… a bogus press conference on an over-blown none issue, with expert, objective analysis from the state’s best known partisan blogger… a man whose idea of reasoned debate is to compare Ron Sims to the brutal African dictator Robert Mugabe. At least I’ve always admitted I’m a propagandist, but Stefan doesn’t even have the honor to do that. And Irons clearly doesn’t have the sense to disassociate himself from a man who could be the inspiration for one of Aesop’s best known fables.

Are there thousands of duplicate registrations in KC and the state’s other 38 counties? No doubt. But after months of investigation and litigation election officials and GOP attorneys could only document a handful of double voters out of 3 million ballots cast.

“It’s a sad day that we’re here again talking about election flaws from this election and past elections,” Irons said.

It certainly is, Dave. But then again, apparently you have nothing else to talk to voters about.

    Ok, so there is dual registrations. I understand why this can happen. Now is there any occurance of people actually voting twice? Well, I’m sure there is but it has to be so few in far between to actually mention it. It’s seem like a pretty pathetic excuse to rally the troops, but as I know most people they will blindly follow what there party tells them. Unfortunatly, I find very few people that question what they are told (in the fact that they don’t bother to find out what they are told is true, or was misrepresented).

    The lengths that Goldy and the rest of the HA “team” keep going to defend the incompetence of the elections leaders and staff, as well as the loophole-ridden system in general is almost eerie. It is getting very difficult to dismiss any of the so-called conspiricy theories about organized or “wink-wink” fraud.

    The current honor system is a lofty, feel-good method to have for all of our Government programs, yet human nature does seem to take over. And when any election comes in close, and “every” vote counts, it would sure be nice to have some confidence that the election errors did not exceed the margin of victory.

    Thanks Goldy, for keeping the defense of incompetence at the forefront. I hope that we will eventually have real reform that ensures every vote counts as long as it is legal.

    More in quantity is because there are more people in king county. There was not more in proportion, which is what every mathemetitian has been saying all along. Thats why stevens analysis’s keep falling down, he keeps saying that there is a problem in king county when the numbers all show that there is no difference between king and every other county in washington.

    Any claim that there are X number of errors in a given county is only a valid complaint if you show how many errors there are in all other counties in the state.

    As a former liberal suburban Republican, I feel sorry for the county council republicans and the pains they take to raise issues for their dog-of-a-candidate, David Irons. It seems like their goal has been to trash the county government enough so that the people won’t have a slice of trust. People don’t trust government much anyway, so it drives the numbers lower.     The real problem is that these dual registered voters can AND DID vote more than once. They broke the law, and they affected the outcome of the election. King County Elections managed to stonewall long enough to get away with it, and it took SS a while to uncover it all. But it’s certainty that Gregoire should not be in office. BTW, it’s also a certainty now that she’ll be a lame duck after we shove 912 up her ass.

    What they have evidence of is that we don’t have a system for purging registrations under maiden names when women get married and re-register under their married names. This is a common occurrence not only in King County, but across the state, and almost certainly throughout the entire country. But of all the women who are on the voter rolls twice — under the maiden and married names — the GOP was hard pressed to find even a couple who voted twice. I’ll bet Sharansky, an idiot who can’t even spell his own name right, can’t name a single one.

    Maybe the fact they can’t even perform one-step mathematical equations explains why:

    1) They incurred $2,000,000 of legal expenses to get 4 votes subtracted from their own candidate’s total, and
    2) They still owe their lawyers $650,000.

    Actually, I can’t think of any reason why they should PAY the $650,000! Vance & Co. sure as hell didn’t get their money’s worth from Davis, Wright and Tremaine. Usually you spend money for value-added, but in this case Vance spent money for votes-subtracted. Hard to tell who’s dumber, Vance or his lawyers.

    Back to subject. First, I do not know anything more than the Orbusmax.com round-up of news stories.

    As Shark has shown on his blog, these registrations become used. Not everybody knows to be honorable when they get two (or more) opportunities to vote. That is why Monday either the KC GOP is a bunch of… cavern trash or flag-waving patriots taking these multiple registrations off the rolls through in most cases no accident of the registered voters who could very well be 99.99% GOP for all you or I know.

    What do Ron Sims and Dean Logan have to say in their defense?

    Election officials and Sims quickly said yesterday that at least one name on the GOP’s duplicate-voters list appeared to be a mistake — and they questioned the Republicans’ motives in making a media splash.

    Elections Office spokeswoman Bobbie Egan said a woman singled out by the Republican Party as having voted twice in the 2004 general election and again in the 2005 primary actually appears to be two women with the same name but different birthdates.

    The only person the GOP so far alleges to have voted twice under different registrations both last November and in this September’s primary is Patricia A Levesque.

    Here are the two original voter registration forms, as released by King County Elections. The first was filed in 2002, the second in 2004. Other records show that the address on the first registration was changed in 2003 to 94 Bay St, the address that was given on the 2004 registration. Note that the signatures are all but identical and the birthdates are only one day apart: one is 10/15/1940, the other 10/16/1940. The handwriting on the two forms is different, suggesting that one might have been filled out by someone other than the voter who could have easily made a mistake in transcribing the birthdate. 94 Bay St. is a building of studio apartments.

    Would any sane person believe that there are two different people named Patricia A Levesque, whose birthdates are one day apart and who have identical signatures and share a studio apartment? Of course not. But Ron Sims and his spokeswoman believe it!

    This was dishonest and unpatriotic.

The problem with the judge’s analysis is that most of the precincts that had large amounts of questionable ballots in repub counties were in districts that were overwhelmingly democratic. A good example would be a district that included a large public university or college. You have to bring it down to the local level when using proportional deduction. If you are honest you will find what numerous studies over the last couple decades have already discovered… democrats are the overwhelming cause of voter fraud. Nuff said.

    Absolutely wrong, Rufus. Obviously, you don’t understand the “proportional deduction” method. By that method, one “reduces” fractional votes from each candidates total based on the proportion of D v. R v. O votes in the precinct.

    If what you said was true, proportional deduction would have suggested a Rossi win (or cut into Gregoire’s lead). Instead, it made things worse for Rossi*.

    Sheesh … were you even around here during the election contest? You don’t seem to really grap what went on!

    * Reference: Mark Handcock’s testmony during the trial. He used precinct level information on party voting and sex. By that analysis, Gregoire gained votes over Rossi. When the analysis was not adjusted by sex, Gregoire’s lead over Rossi was unchanged.

    You shouldn’t knock Stefan so much. He is doing the research — i.e. actually looking at the ballot envelopes — that the state GOP should have done intensively for all the King County ballots. And he is showing reckless or intentional decisions by K.C. Elections folks to count provisional ballots from people they knew were not registered, or to count provisional ballots from people they knew had already voted absentee. I told the state GOP they should have done this back in December 2004.     I had the pleasure of seeing both David Irons and Ron Simms debate at a candidates’ forum last night up here on Beacon Hill. I’ll say that the substance of the debate was a bit lacking on both sides. Simms and Irons said things about Metro’s new hybrid buses that pretty much directly contradicted each other, but due to the format of the debate, the issue was left unresolved.

    Simms did a bit of what I would consider to be politicking in saying that what his office did re: the SWA proposal at Boeing Field was merely due diligence and that the county executives’ office is required to consider all airport plans in their jurisdiction or face FAA decertification of the airport. (you’re not just saying this because you’re in a forum where the public support for an airport expansion is exactly zero?)

    Let me get to the important part though:

    MY FUCKING GOD IS DAVID IRONS A BAD PUBLIC SPEAKER!

    He looked stiff. He could not make eye contact with his audience. He has a voice that suits a print journalist, but without the composition and organizational skills.

    I’m sympathetic, really. Being in South Seattle can’t be comfortable for David. He’s going to lose this area by the sort of numbers normally associated with the local high school football team going up against the Washington Redskins.

    Frankly, with the presentation he gave, he deserves to lose by those sort of numbers.

    I’ll bet the two remarks he made that alluded to voting fraud in King County go over really well at meetings of the Republican faithful. In this forum, they made him and the GOP look like poor losers.

    He harped on the CAO both through a question posed by the forum’s host, and through two “citizen’s questions” (who knew urban Seattleites cared so much about the CAO?).

    I don’t own a 20 acre farm in Duvall that can now no longer be made into subdivisions. If I did, I’d probably care a lot about this issue. The fact that he spent so much time talking about this indicates he has his constituency, and we are so clearly not it.

    David did, in fairness, get a little love by saying that he had found funding for some extra parking at a Park and Ride in Issaquah. David does not reflexively hate public transit. Good.

    Irons had a public forum where he could have debated Simms about roads, about public transit, about government accountability or a bunch of other things that matter to everybody. No, he isn’t going to win South Seattle this year. But a good showing and I would have said “Hey, Irons is not all bad. He’s worth listening to.” Instead, he wasted the majority of his time with partisan jabs that alientated a room full of Democrats and incessant harping over rural property rights.

    He puts the barbs in the old saw about “if God wanted us to vote, he would have given us candidates”.

    The numbers in that hypothetical situation would be similar to King’s, I am certain. In fact, you could go look up Dallas or Phoenix or Kansas City and I bet you’d find not much difference.

    The numbers of errors in King are a factor of its large population. As a percentage of the total population, it has been well-documented here and elsewhere that there are other counties in our state, many of them dominated by Republicans, that have more of a vote counting problem than King.

    During last year’s horror show known as the aftermath of the governor’s race, it was painfully clear that some long-overdue election reforms would finally be enacted in our state – or so we had hoped.

    Voters throughout Washington were flabbergasted with the mistakes that surfaced during the recount process in the gubernatorial contest between Dino Rossi and Christine Gregoire. Not just Republicans but many Democrats were upset with the numerous blunders committed by King County’s election department. Distrust in our elections system reached an all-time high. In meetings around the state, voters in both parties wanted photo ID and proof of citizenship as requirements.

    With the bitterness over the governor’s election still in the air, the Legislature convened last session with Republicans and Democrats alike sponsoring hordes of election reform bills. While some of the proposals that were passed into law actually provide meaningful reform, there is one glaring omission – a flat-out requirement that voters provide photo ID when they go to the polls.

    Instead of requiring voters to bring photo ID, which would be the best way to make sure a voter is who he or she claims to be, majority Democrats in the Legislature allowed voters to bring less-reliable forms of ID, such as a utility bill or bank statement.

    The Carter-Baker Commission on Federal Election Reform recently issued a report. Among its 87 recommendations: States should require voters to present a “REAL ID” card and provide non-drivers with a free photo ID card for voting. States might balk at the cost of providing free voting ID cards, but it’s a small price to pay to ensure fair elections and ballot integrity. Washington voters learned that the hard way last fall.

    Real election reform won’t occur until photo ID and proof of citizenship are required for voters. If the Legislature won’t do this, we run the risk of individuals or organizations launching initiatives that require photo ID at the polls and requiring proof of citizenship. We know what the people want. We should provide the leadership to deliver.

    Sen. Pam Roach, R-Auburn, is ranking Republican on the Senate Government Operations and Elections Committee.

    The wabbits of this world do not want any real voting reform. With all of the knee-jerk defense of the current system it really makes one wonder if there isn’t a more organized system of fraud intact on the left. The old canards about disenfranchisement, voter ID requirements, etc. are getting old and ineffective. When the left has to pay people to ride buses to the polls it is clear those voters could care less about voting.

    The real irritant tonight came when I suggested that the HA “team” and associated lefties have exactly the same goals for Iraq and the war on terror as our enemies.     Keith Earvin points out the obvious. Do dual registrations happen? Yes. But when many voters take advantage of them to vote twice, that is the issue. And there sure were a lot of double voters in November 2004. Were there enough obvious problems that Logan and team failed to investigate in the 2004 election, that Logan was fully aware of prior to certification? There are a lot of moderate Seattle Democrats who are seeing a lot of news about Logan’s mistakes and will be asking themselves this question. This is a real problem for Ron Sims.     Hate to tell ya this, but the federal HAVA law REQUIRES states to allow provisional ballots. Of course, you Repugs are against anything that HELPS people vote!!

How does an ID card show whether a felon’s voting rights have been restored — when the felon doesn’t know, his parole officer doesn’t know, the county auditor and SoS don’t know, even a battery of lawyers and judges might have a hard time figuring out, given Washington’s confusing civil rights restoration laws? Until ex-felons’ voting status is simplified through legislative reform ID won’t mean a goddam thing. The American Correctional Association supports automatic restoration upon release from custody. The WSRP says nobody should be allowed to vote until all their fines and restitutions are paid — even though fines and restitution are doled out by judges disparately (perhaps discriminately) and sometimes in amounts that no ex-felon could ever repay. But that’s another issue — one for the legislature to deal with.

    How does an ID keep spouses (or anyone else) from voting on behalf of a dead person? Was a single one of these votes cast at a polling place? I don’t think so. BTW in every case where the candidate receiving a dead vote is known, the vote was for Rossi — so this problem seems to be confined to cheating Republicans. Glad to see your concern about Republicans who commit vote fraud, but you need to think this problem through some more, before going off half-cocked. Your “solution” doesn’t work, in fact it’s irrelevant to the problem. The statewide database will help prevent dead voting by unscrupulous Republicans in the future, although it probably won’t totally eliminate the problem of GOP voting fraud in our state.

Before you step in it, let me warn you, the WSRP published their number of ALLEGED double votes and it was as I recall in low double digits — around 28 or something like that — out of more than 3 million votes cast.     Upon being made aware of this, the Sims Administration should have stopped this. A simple countywide database would have solved this problem.

They could then pass this information to the County Prosecutor who would then challenge the registrations. Upon challenge, notice would be sent to the person(s) to attend a formal hearing.

    If our Founding Fathers were alive today they would be targeted by the FBI, and the Bush administration, simply because they protested against King George. This, my friends, is inexcusable. We must not allow such an attack on our civil liberties. I am not opposed to targeting “real terrorists”, but under the Patriot Act, and now the republican blank check given to the FBI, makes anyone who speaks out subject to personal invasion, and perhaps even a trip to a Guantanamo Bay prison cell. There, you could face incarceration for years, and even end up before a secret military tribunal where you would even be denied actual representation. There is nothing to stop the Bush Regime from targeting any and all people who do not agree with the direction that our country is headed. “If you are not with us, you are against us” is a line typically made by dictators of totalitarian regimes, not from a president of the United States of America. It is obvious from recent GOP political ads, and now the Bush Regime’s decision to use the FBI to target US citizens, that Bush does not want any debate or protests against his regime. Does anyone remember when Bush constantly said he “trusted the people, not the government” during the 2000 election? It is obvious from his actions that Bush wants the government to control people, and strip people of their civil rights. Bush doesn’t “trust the people”, far from it.

    Shades of the Nixon administration. President Nixon used all of our governmental institutions to target almost a thousand United States citizens. Nixon even used the IRS to harass certain people that the paranoid Nixon thought were “subversives”. On the Nixon enemies list were such notorious “terrorists” as Paul Newman, John Lennon, Bill Cosby, Joe Namath, Gregory Peck, and Edward Kennedy. If they were alive today, other “terrorists” like Benjamin Franklin, George Washington, and Thomas Jefferson would be targeted by the Bush Regime, and the FBI, since they were considered very staunch opponents of the British oppression. Our Founding Fathers definitely violated the “If you are not with us, you are against us” mandate by President Bush.
