Monday Open Thread…

It seems really bad to single out one law firm in an executive order. Being a Seattle person I have known plenty of Perkins Coie folks. They certainly don’t deserve this. This feels like a bill of attainder for the crime of investigating the President.

And also, many of the things they investigated about President Trump turned out to be true. Like, they wouldn’t deserve this if they were batting .000, but they have found many terrible things President Trump did with Russia.

Typically they borrow against it, using the stock as collateral, to finance their other business ventures and lifestyles. So, as you legitimately ask, what if the market value of Elon’s TSLA shares falls below the outstanding loans and his bankers call in his loans? Then he’s in Chapter 11, the banks take control of Tesla and SpaceX, and his kids shop for clothes at Goodwill. (They probably already do anyway, except when he uses them in photo-ops.)

    I don’t know how leveraged he is. Probably a lot. Leverage can make someone very rich, but also snatch away that wealth. Easy come, easy go.     Running a government is not like running a business. That’s why universities have separate Schools of Business and Schools of Public Administration, with different curricula, and awarding different degrees (MBA and MPA).

    Both Musk and Trump attended business schools, and neither of them knows fuck about running a government. In business, if a company sells more widgets it hires more workers and ramps up production; when sales decline, it lays off workers and cuts back production.

    Government doesn’t work this way at all. Managers are tasked with providing a service to the public. It might be policing, or managing a park. They’re given a predetermined budget, based on how much a legislative body decides to spend on providing the service, and the manager is then expected to spend all of the money to provide as much service as possible.

    Let’s say you’re a police chief. You decide how many squad cars and officers you want. You submit your budget request to the city council, and they pass a budget that doesn’t include the new squad cars you requested, so you keep using the old ones. (Maybe next year?) You also didn’t get all the officers you wanted, so you decide how you’re going to prioritize traffic control, patrolling, and responding to 911 calls with the officers you have.

    If you run a park, you request X number of rangers and Y number of janitors, but you’ll probably have to make do with less, because public funding is always tight. So you decide which trails the rangers will patrol and maybe don’t clean the restrooms as often or close certain restrooms. In any case, you spend your entire budget, hiring as many rangers and janitors as you can, and then provide the best level of service possible with the personnel and resources allocated to you.

    Let’s say new politicians are elected and decide parks to cut the parks budget to increase the police budget. Word comes down from the parks department to cut your park’s staffing by 30%. It’s up to you, the park manager, to decide whether to let go rangers, janitors, or both. What doesn’t happen is some outsider with a business degree doesn’t come in and tell you to fire all your probationary employees to achieve the 30% staff reduction. Maybe one of your janitors just transferred to another park and the other one retired, so both your janitors are probationary hires; and now, thanks to the MBA who doesn’t know fuck about running a park and maybe even never visited one and has no idea what park personnel do, you have no janitors. What are you supposed to do, close all the restrooms and let visitors shit in the bushes? This is not how you manage a park. You give the park manager 70% of his budget and let him figure out how to provide a reduced level of service.

    That’s not how anyone runs a widget factory, either. Nobody, including Elon Musk, runs a factory this way. The CEO tells his managers to reduce headcount, and the shop supervisors decide who to let go. If they keep the guy who cleans the restrooms and sweeps the floors and let go one of the machinists, you don’t interfere because they understand their personnel needs to keep the shop functioning better than you do. Even Elon Musk understands that, or his factories wouldn’t be producing any cars.

    The reason bird to human transmission is very concerning is because each bird-human transmission event is an opportunity for the virus to mutate in a way that allows human to human transmission.

    Allowing infected facilities to continue to produce and ship is a scientifically proven way to increase infection. Infected facilities are facilities that are proven to lack effective biosecurity. If an infected facility is allowed to continue to operate it will by definition be incapable of containing the virus. Wild birds and other animals will carry the virus to other nearby cafo facilities and other bio pools including dairy, other poultry, feed lots, etc. These are facilities that up to now have not been required to acheive enhanced biosecurity. It’s doubtful that many of these kinds of facilities are capable of being rendered secure.

    So pretty soon we can look forward to cow to human transmissions, cat to human transmissions, turkey to human transmissions, and pig to human transmissions, each new vector increasing the odds that the virus mutates.

    If any of this feels vaguely similar to how Republicans and Fat Hitler fucked up in late 2019 and early 2020, that’s because it is. A million Americans dies that time. But given how fascists have succeeded in turning public health into a partisan issue, it’s sure to be a lot worse this time.
