In Germany, win three Direct Mandates, 5% threshold doesn’t apply. CSU only competes in Bavaria, but is a sister party of the CSU, their high vote share in Bavaria is only 6-7% nationally, those district seats become vital. Although with the maximum increased size of the 598 seat Bundestag now 630, any overhangs means some district winners won’t get seated, determined by vote totals, but those that don’t make the cut, but they will be first to fill their party’s vacancies, as only time a special election is held for a district seat is if it had been held by someone elected as an Independent, but that hasn’t happened since the early days of the Federal Republic.

    Although I like MMP, used to only see it work for medium to large delegations in the House, under a state’s choice scheme with RCV as a bare minimum. Didn’t see MMP for the whole House, at 435 seats. 870 it would. Use the German overhang system for Texas and California gerrymanders, and a couple Republicans in Texas, and a couple Democrats in California won’t be seated.

    New Zealand also has a separate Māori Electoral roll to determine how many Māori Districts. The major parties (Labor, National) do compete for those seats, although there has been a DEI-like debate going on for awhile, and under MMP, they do seem obsolete. NZ uses a Closed List, a party can put Māori members high on the list, and get elected.

    Best representation of the Maori in New Zealand is the National Anthem written in both Maori and English, with Māori first That and the All Blacks Haka, intersting that pre-Apartheid South Africa had their own answer to the Haka, but the Apartheid regime made the Springboks drop the Zulu War Dance.
