Calling is probably the best, not least because there might be some verify that you aren’t a robot things. Do what you’re comfortable with.
If you are calling, you can say whatever before you actually call. Many organizations will have a script, but even if they don’t, you can write it down before calling. You will probably talk to an answering machine, especially if you call outside of business hours.
Only contact the people who represent you, sorry.
Generally, it should go something like:
Hi, my name is [name] from [location in the district you are actually from],
I’m calling about [issue or specific bill]. I am urging you to [support/oppose] it because [1 or 2 reasons, maybe a short personal story or connection to the issue].

The judge also reminded the government attorneys that individuals unlawfully detained by ICE are “people.” The government attorney’s now-famous “this job sucks” comment comes at page 31 of this transcript. By reading this transcript, you will learn that literally hundreds of habeas petitions weren’t complied with, and the government attorneys representing ICE in federal court couldn’t find out where people who shouldn’t have been arrested in the first place were.
This transcript depicts a situation of near-total chaos. Attorneys who represented ICE in immigration courts volunteered to help out with the federal court caseload. They were given no orientation, training, support — not even access to the DOJ system. They got no cooperation from anyone. To get ICE officials to respond to information requests, this attorney had to threaten to resign, quit, walk out, and leave them to fend for themselves before a federal judge who was already holding ICE in contempt of court for noncompliance with dozens of court orders.
This is an agency that needs to be abolished, or at least stripped of authority to detain anyone until they get their shit together.
Needless to say, if you — a U.S. citizen — are driving on city streets, obeying traffic laws, and minding your own business, not protesting or following ICE or anything, but find yourself intermingled with unmarked ICE vehicles, and road-raging ICE assholes attack you, drag you out of your car, and haul you off to detention, you’re going to rot behind bars while ICE loses track of your whereabouts, can’t tell the court where you are, and ignores a dozen court orders for your release. That’s the system portrayed by this transcript. And you have no recourse because of immunity.
ICE’s existence is inimical to our constitutional rights and incompatible with a free society. In a free society, this agency shouldn’t exist.
I don’t want to say that at some point our citizens and legal residents may have to resort to self-defense to protect their lives and freedom, because that might be twisted by an unscrupulous poster into appearing to condone violence, and I’m against all violence, but for years the GOP’s principal argument for removing all controls and limits on civilians possessing military-grade firearms has been that someday The People might have to rise up against a tyrannical government, and certainly what we’re seeing from ICE right now is tyranny. So all I want to say is that if innocent people start defending themselves from attacks by ICE tyrants, that was the Republicans’ idea not mine. And they’ll probably also be the ones doing it; they have the guns.

I have my own plan for redistricting Washington. We have 10 House seats, so let’s draw 10 horizontal stripes across the state, with 10% of the state’s population in each stripe. Each district would begin on the Pacific Coast and terminate at the Idaho border. Those with more population would be narrower than those with less population. In every district the majority of the population would reside in Western Washington, because that’s where 78% of the state’s population resides. Seems fair to me. We don’t need any GOP districts. The GOP isn’t a legitimate political party; it’s a violent white supremacist organization actively engaging in domestic terrorism.
