But right now, Representative Scott is proposing a payroll tax to compensate for the immediate problems.
But it’s not just budget stuff. Also:
- There is a bill to ban police officers from hiding their face.
- There are the garbage initiatives that aren’t going to pass but might suck some of the oxygen from discussions, and will likely go to the voters.
- Making AI chatbots identify themselves as such.

I posted an analysis with respect to this statute the same day as the shooting.
The very same statute that grants Murderer Ross a presumptive self defense claim for the first shot, criminalizes shots 2 and 3.
Nobody disputes that the vehicle was moving away from Ross as he fired those shots. He can attempt to assert the same defense for the subsequent shots. But it becomes a matter for a jury to decide in light of the evidence and the statute, which statute specifically criminalizes using deadly force to stop a vehicle fleeing operated by a presumed felon.
Subd. 2.Use of deadly force. (a) Notwithstanding the provisions of section 609.06 or 609.065, the use of deadly force by a peace officer in the line of duty is justified only if an objectively reasonable officer would believe, based on the totality of the circumstances known to the officer at the time and without the benefit of hindsight, that such force is necessary:
(2) to effect the arrest or capture, or prevent the escape, of a person whom the peace officer knows or has reasonable grounds to believe has committed or attempted to commit a felony and the officer reasonably believes that the person will cause death or great bodily harm to another person under the threat criteria in clause (1), items (i) to (iii), unless immediately apprehended.
Ross’s own cellphone video shows clearly that from the officer’s perspective and viewpoint Ms. Good was not driving aggressively, and only proceeded forward after she had turned her wheels completely away from him. And multiple other video records show that the vehicle was clear of Ross and moving away from his as he fired the second two shots.
The (subd 1 of) the statute declares the legislative intent that if from the perspective of a reasonable officer in the same situation (subd 2 of) unless the officer reasonably believes that the person will cause death or great bodily harm to another person under the threat criteria in clause (1), items (i) to (iii), unless immediately apprehended, then those second and third shots are not justified under the statute defining justified uses of deadly force. Ross may be charged under the statute for the subsequent shots.
