I don’t think your 17% figure is correct, but even if it is, OF COURSE STATE SPENDING IS GOING UP BECAUSE THE STATE POPULATION IS GROWING. There’s something else you don’t understand about the budget, Mac. Washington, unique among states, counts local school funding as part of the state budget. Here, as elsewhere, K-12 schools are largely funded by property taxes. However, everywhere else, the school taxes are collected by local jurisdictions and never show up in state budget figures. In Washington, property taxes for schools go through the Office of Superintendent of Public Instruction and are part of the state budget — about 45% of the budget, to be exact. Consequently, when Washington’s state budget is compared to other state budgets, the figures are very misleading. To get an apples-to-apples comparison, you have to subtract the school funding. The STATE budget — i.e., the portion that funds state government — is not nearly as large as it appears to be. That portion of the budget is not growing dramatically. The growth in school funding reflects the fact Washington has strong job growth, people are moving to this state, and school enrollments are growing rapidly.

Basically, because of supply and demand. Specifically, for the following reasons:
1. World demand has caught up with the world’s production capacity; the producer countries are unable to pump more oil to meet demand, so the price has to rise until demand falls to a level that is in balance with the available supply.
2. Military operations in Iraq and Afghanistan are consuming large quantities of fuel.
3. In addition, the Iraq war has taken Iraq’s oil production off-line.
4. The popularity of gas guzzling SUVs in the U.S. market, combined with Bush’s lax CAFE policies, have increased U.S. demand.
5. Outsourcing of jobs have transferred wealth from the U.S. to India and China, which those countries are using to buy oil.
6. Bush’s massive deficit spending has resulting in sale of IOUs and payment of interest to other countries, primarily China, which is using the taxpayer dollars we send to them to buy oil and construction materials.
7. U.S. gulf oil production still has not fully recovered from Katrina.
8. This is the time of year when refineries experience downtime as they switch from winter heating fuels to summer driving fuels, and perform routine maintenance.
9. In some parts of the country, there is a shortage of the ethanol being used as a substitute for MTBE, which is being phased out because it pollutes drinking water supplies and poses a substantial health risk.

State tax revenues are increasing because of economic growth and increased economic activity in the state. Consequently, no increase in tax rates, or addition of new taxes, is necessary to grow state revenue. As far as repaying the Federal Government, if you want to bitch about that, why don’t you complain to the Republican White House and the Republican congress about all the unfunded mandates they’ve dumped on state government? We’re talking a LOT more than 78 million dollars there. For example, the Republicans repeatedly voted against funding for homeland security, but passed laws requiring states to implement homeland security measures that consumed state and local tax dollars that had to be made up, in some locales, by laying off cops and teachers. You should be real ashamed of that, if you’re a Republican. The Democrats consistently voted for homeland security funding; the Republicans consistently opposed it. This has ramifications for our national security, as well. If terrorists ever carry out a nuclear attack against the U.S., they will almost certainly get the weapon into our country in a cargo container aboard a ship — there is no other feasible way for them to carry out such an attack. When Bush took office, fewer than 1/2 of 1% of cargo containers were being inspected. Nearly five years after 9/11, that figure is not appreciably higher. Democrats want 100% inspection of cargo containers, but Republicans have consistently refused to pay for enhanced port safety. Instead, they tried to sell port operations to a company controlled by an Arab government! It’s downright embarrassing to be a Republican nowadays, and no Republican with any sense would admit being a Republican.

You also assume that highways, once built, never have to be maintained. Not true. In northern Rocky Mountain states like Montana and the Dakotas, the interstates are continually being rebuilt because the winter weather destroys the pavement and roadbeds. Bridges don’t last forever; for example, the Ship Canal Bridge and other I-5 structures in Seattle are aging and will need to be replaced. And, of course, as the country’s population — which has doubled since the original interstate highway system was built in the 1950s — continues to grow, we need more highway lanes and more new highways to handle the increased traffic, especially in urban areas where highway construction is extremely expensive. And let’s not forget the reason why the interstate system was built in the first place: National defense. Based on the country’s experience during World War 2, by the 1950s a system of high-speed interstate highways was thought to be necessary to move troops, military equipment, and supplies in case of war.

Mac, instead of complaining about paying $3 a gallon for gas, you should be thinking about what will happen if consumers can’t buy gas at any price. Petroleum won’t last forever, you know. At the current consumption rate, assuming NO GROWTH in consumption, the world’s known reserves will be exhausted in less than 30 years. The majority of the world’s oil supplies come from unstable regions where supply interruptions are an ever-present possibility. Don’t kid yourself that the U.S. can drill its way out of this problem; the U.S. consumes 25% of the world’s oil but has only 3% of the world’s oil reserves. On-shore domestic production has been declining for 30 years now; the largest offshore find in the Gulf of Mexico is Thunder Horse, a 1 billion barrel oil field. U.S. consumers go through 1 billion barrels every 7 weeks! So you’re talking about less than a 2-month supply in the largest oilfield yet found in the U.S. portion of the Gulf of Mexico. If we drill in ANWR, that oil would not come to market for at least 10 years, and when it did, it would mostly replace declining Prudhoe production rather than provide new supplies. The fact is, we can no longer take for granted that oil producers will be able to supply enough oil to meet demand. We probably will live in an oil-short world from now on. National Geographic and others began raising the alarm over two years ago that the era of cheap oil is over and the world can no longer supply enough oil to meet demand.

Given the costs of owning and operating those things, there can’t be very many people who drive them hardly at all! At maybe 5 to 10 mpg, so they’re using somewhere around 300 to 600 gallons of fuel — a lot less than they would be burning if they were commuting to work in a 20 mpg car every day!

1. Washington State was a bit of an afterthought in the U.S. highway system. In the 1930’s the bridges over the Columbia almost weren’t built – they were then considered the “bridges to nowhere”. Even in the 1950’s Seattle was considered the “end of the country” – no need to build interstate highways north of Seattle, and I-90 westbound didn’t even need to connect to I-5! Only Boeing/Everett and Senators Jackson and Magnuson provided the push for I-405 and I-5 north of Seattle to be constructed, but it was expected only to handle a small volume of traffic.
2. Instead of the primarily local traffic I-405 and I-5 North of Seattle experienced, the following economic events caused and explosion of economic and population growth in Washington State: Boeing/Everett (about 1968), trade with China (starting about 1978), the multiplication of trade with other Asian nations (1970’s onward), Microsoft (1980’~1990s) and other high-tech firms on the east side (1990’s), NAFTA causing large increases in traffic along I-5 to the Canadian border (1990’s). Highways in Washington State are handling many times the amount of cars and trucks they were originally designed to handle.
3. The highways system was designed to last 50 years, assuming a modest rate of growth. We have been replacing the top asphault layer every few years as routine maintenance, but the underlaying roadbed of all interstate highways are overdue for reconstruction. This would be true if traffic loads had been along predicted growth patters, but the load they have been carrying is many times greater than that. We are currently living on borrowed time – the longer we wait, the more expensive and inconvenient the repairs will be.

78 million is a whole lot of routine medical care, unfortunately, I doubt that the illegal aliens received very much “care” for the millions. The biggest majority of it probably went to HMO’s and insurance companies. We are only talking about routine care here, not emergency. Emergency care is authorized by Federal law.
As for the highway system being complete, I got that from the newspaper! I have driven I-5 and I have been stuck on that “parking lot” leading to and from Seattle for hours. As a result, I don’t visit Seattle unless it is absolutely necessary.
It should be against the law for lawmakers to spend more than the revenue received in any given year.
I got supply and demand and understand the concept very well. Our “oil” problem has been created by lawmakers for the last 40 years in both parties.
The outsourcing in America began before NAFTA, CAFTA and whatever else is in the works. It began many years ago with tax breaks for businesses on money made and kept in foreign countries. The same tax break also applies to individuals who make money in foreign countries………

Roger when I was young and dumb everyone moving to the city (Chicago) for work and to raise their families. That lasted for some time until their family structures started breaking down and those who could have fix that problem lost their vision. That problem still exists today and everyone is still migrating to the suburbs while the cities still fail. That problem does not happen in Europe because they leave their Socialist countries and move to this country for a better life. The trick is to make the cities healthy for its citizens and reveres the process to bring everyone back into the cities. To do that will require a culture change for your friends running city hall. That will be the greatest challenge getting these folks (Socialist Democrats) to make the necessary changes and swallow their pride with dignity. No punt intended but they have run this state for many years and have yet to present a new vision.

What a crock of troll hot air! When were you “young and dumb,” two years ago? Are you 30 yet??? Let me explain a little history for you. My grandpa and grandma were the post-Victorian generation, i.e., the generation that fought The Great War. In those days, people stayed married even if they hated each other, because they had no choice! It was economic necessity. The majority of American families still lived on small farms, in poverty by today’s standards, and every able-bodied hand was needed to keep the wolf away. They had big families because they didn’t have birth control, and they needed them because rarely did all of the children survive long enough to get killed in a war. (E.g., four of my papa’s six siblings made it to adulthood.) People of that generation didn’t concern themselves with such esoteric concepts as love or being happy. They WORKED until they dropped dead! And when there were frictions — as there always are whenever two humans gather at the same place — their parents and aunts and uncles sat them down and said, “Okay, we’re gonna sit here until this problem is solved.” Nobody got divorced because (1) they couldn’t afford to, (2) of social pressures, and (3) there was no expectation in those days of being happy.
So what happened to the social fabric of American life? Two things. One, we became more prosperous, and divorce is now an economically feasible option. Two, we became more mobile, and in addition, the jobs moved off the farms to the cities, so now the grandparents and parents and extended family were far away and no longer in a position to intervene in marital disputes.
This has nothing to do with morality or religion or any of that high-falutin’ stuff. It’s a simple function of human nature that people won’t continue to be desperately unhappy nor continue living in a conflict situation if they have a choice to leave. Affluence and mobility gave them that option, and they exercised it. People don’t have to stay in unhappy relationships anymore, so they don’t. It’s that simple.

I don’t think your 17% figure is correct, but even if it is, OF COURSE STATE SPENDING IS GOING UP BECAUSE THE STATE POPULATION IS GROWING. There’s something else you don’t understand about the budget, Mac. Washington, unique among states, counts local school funding as part of the state budget. Here, as elsewhere, K-12 schools are largely funded by property taxes. However, everywhere else, the school taxes are collected by local jurisdictions and never show up in state budget figures. In Washington, property taxes for schools go through the Office of Superintendent of Public Instruction and are part of the state budget — about 45% of the budget, to be exact. Consequently, when Washington’s state budget is compared to other state budgets, the figures are very misleading. To get an apples-to-apples comparison, you have to subtract the school funding. The STATE budget — i.e., the portion that funds state government — is not nearly as large as it appears to be. That portion of the budget is not growing dramatically. The growth in school funding reflects the fact Washington has strong job growth, people are moving to this state, and school enrollments are growing rapidly.

Basically, because of supply and demand. Specifically, for the following reasons:
1. World demand has caught up with the world’s production capacity; the producer countries are unable to pump more oil to meet demand, so the price has to rise until demand falls to a level that is in balance with the available supply.
2. Military operations in Iraq and Afghanistan are consuming large quantities of fuel.
3. In addition, the Iraq war has taken Iraq’s oil production off-line.
4. The popularity of gas guzzling SUVs in the U.S. market, combined with Bush’s lax CAFE policies, have increased U.S. demand.
5. Outsourcing of jobs have transferred wealth from the U.S. to India and China, which those countries are using to buy oil.
6. Bush’s massive deficit spending has resulting in sale of IOUs and payment of interest to other countries, primarily China, which is using the taxpayer dollars we send to them to buy oil and construction materials.
7. U.S. gulf oil production still has not fully recovered from Katrina.
8. This is the time of year when refineries experience downtime as they switch from winter heating fuels to summer driving fuels, and perform routine maintenance.
9. In some parts of the country, there is a shortage of the ethanol being used as a substitute for MTBE, which is being phased out because it pollutes drinking water supplies and poses a substantial health risk.

State tax revenues are increasing because of economic growth and increased economic activity in the state. Consequently, no increase in tax rates, or addition of new taxes, is necessary to grow state revenue. As far as repaying the Federal Government, if you want to bitch about that, why don’t you complain to the Republican White House and the Republican congress about all the unfunded mandates they’ve dumped on state government? We’re talking a LOT more than 78 million dollars there. For example, the Republicans repeatedly voted against funding for homeland security, but passed laws requiring states to implement homeland security measures that consumed state and local tax dollars that had to be made up, in some locales, by laying off cops and teachers. You should be real ashamed of that, if you’re a Republican. The Democrats consistently voted for homeland security funding; the Republicans consistently opposed it. This has ramifications for our national security, as well. If terrorists ever carry out a nuclear attack against the U.S., they will almost certainly get the weapon into our country in a cargo container aboard a ship — there is no other feasible way for them to carry out such an attack. When Bush took office, fewer than 1/2 of 1% of cargo containers were being inspected. Nearly five years after 9/11, that figure is not appreciably higher. Democrats want 100% inspection of cargo containers, but Republicans have consistently refused to pay for enhanced port safety. Instead, they tried to sell port operations to a company controlled by an Arab government! It’s downright embarrassing to be a Republican nowadays, and no Republican with any sense would admit being a Republican.

Bullshit — don’t you ever drive on I-5 or I-405? In case you haven’t noticed, lanes are being added — there’s a lot of federal highway construction right here in the Seattle area. You also assume that highways, once built, never have to be maintained. Not true. In northern Rocky Mountain states like Montana and the Dakotas, the interstates are continually being rebuilt because the winter weather destroys the pavement and roadbeds. Bridges don’t last forever; for example, the Ship Canal Bridge and other I-5 structures in Seattle are aging and will need to be replaced. And, of course, as the country’s population — which has doubled since the original interstate highway system was built in the 1950s — continues to grow, we need more highway lanes and more new highways to handle the increased traffic, especially in urban areas where highway construction is extremely expensive. And let’s not forget the reason why the interstate system was built in the first place: National defense. Based on the country’s experience during World War 2, by the 1950s a system of high-speed interstate highways was thought to be necessary to move troops, military equipment, and supplies in case of war.

Mac, instead of complaining about paying $3 a gallon for gas, you should be thinking about what will happen if consumers can’t buy gas at any price. Petroleum won’t last forever, you know. At the current consumption rate, assuming NO GROWTH in consumption, the world’s known reserves will be exhausted in less than 30 years. The majority of the world’s oil supplies come from unstable regions where supply interruptions are an ever-present possibility. Don’t kid yourself that the U.S. can drill its way out of this problem; the U.S. consumes 25% of the world’s oil but has only 3% of the world’s oil reserves. On-shore domestic production has been declining for 30 years now; the largest offshore find in the Gulf of Mexico is Thunder Horse, a 1 billion barrel oil field. U.S. consumers go through 1 billion barrels every 7 weeks! So you’re talking about less than a 2-month supply in the largest oilfield yet found in the U.S. portion of the Gulf of Mexico. If we drill in ANWR, that oil would not come to market for at least 10 years, and when it did, it would mostly replace declining Prudhoe production rather than provide new supplies. The fact is, we can no longer take for granted that oil producers will be able to supply enough oil to meet demand. We probably will live in an oil-short world from now on. National Geographic and others began raising the alarm over two years ago that the era of cheap oil is over and the world can no longer supply enough oil to meet demand.

I have a suggestion for Mr. Cynical — move to northern California. That way, when he needs to go into town, he can kick his motorhome into neutral and roll downhill all the way, using no gas. Actually, Mr. Cynical is a conservationist. His motorhome only gets 5 mpg, but he only drives it once a year — to Hayden Lake and back. That’s less than 150 gallons of gas all year! The rest of the time, his motorhome is up on blocks at the trailer park in Roy, and he walks to the outhouse, tavern, parole office, and everywhere else he has to go.
I’m a conservationist, too! I have a gas guzzling old pickup that I use for hauling away yard waste once a year. It only gets about 10 mpg, but I only drive it 10 miles a year, so my gas guzzler consumes only 1 gallon per year.
There’s nothing wrong with RVs, SUVs, or other gas guzzlers if you don’t drive them very much. Given the costs of owning and operating those things, there can’t be very many people who drive them hardly at all! For example, take the “snowbirds” who drive to Arizona for the winter, and back to Seattle in spring. That’s what, about 3,000 miles? At maybe 5 to 10 mpg, so they’re using somewhere around 300 to 600 gallons of fuel — a lot less than they would be burning if they were commuting to work in a 20 mpg car every day!
Frankly, from a public interest standpoint, I’d rather Mr. Cynical be in Idaho than in the BIAW building.

To expand upon Roger Rabbit’s accurate exposure of this complete falsehood, let me add some other points:
1. Washington State was a bit of an afterthought in the U.S. highway system. In the 1930’s the bridges over the Columbia almost weren’t built – they were then considered the “bridges to nowhere”. Even in the 1950’s Seattle was considered the “end of the country” – no need to build interstate highways north of Seattle, and I-90 westbound didn’t even need to connect to I-5! Only Boeing/Everett and Senators Jackson and Magnuson provided the push for I-405 and I-5 north of Seattle to be constructed, but it was expected only to handle a small volume of traffic.
2. Instead of the primarily local traffic I-405 and I-5 North of Seattle experienced, the following economic events caused and explosion of economic and population growth in Washington State: Boeing/Everett (about 1968), trade with China (starting about 1978), the multiplication of trade with other Asian nations (1970’s onward), Microsoft (1980’~1990s) and other high-tech firms on the east side (1990’s), NAFTA causing large increases in traffic along I-5 to the Canadian border (1990’s). Highways in Washington State are handling many times the amount of cars and trucks they were originally designed to handle.
3. The highways system was designed to last 50 years, assuming a modest rate of growth. We have been replacing the top asphault layer every few years as routine maintenance, but the underlaying roadbed of all interstate highways are overdue for reconstruction. This would be true if traffic loads had been along predicted growth patters, but the load they have been carrying is many times greater than that. We are currently living on borrowed time – the longer we wait, the more expensive and inconvenient the repairs will be.

Presidents have often provided signing statements in the past, but none have used them to, basically, negate the laws they were enacting with their signature.

78 million is a whole lot of routine medical care, unfortunately, I doubt that the illegal aliens received very much “care” for the millions. The biggest majority of it probably went to HMO’s and insurance companies. We are only talking about routine care here, not emergency. Emergency care is authorized by Federal law.
As for the highway system being complete, I got that from the newspaper! I have driven I-5 and I have been stuck on that “parking lot” leading to and from Seattle for hours. As a result, I don’t visit Seattle unless it is absolutely necessary.
It should be against the law for lawmakers to spend more than the revenue received in any given year.
I got supply and demand and understand the concept very well. Our “oil” problem has been created by lawmakers for the last 40 years in both parties.
The outsourcing in America began before NAFTA, CAFTA and whatever else is in the works. It began many years ago with tax breaks for businesses on money made and kept in foreign countries. The same tax break also applies to individuals who make money in foreign countries………

Roger when I was young and dumb everyone moving to the city (Chicago) for work and to raise their families. That lasted for some time until their family structures started breaking down and those who could have fix that problem lost their vision. That problem still exists today and everyone is still migrating to the suburbs while the cities still fail. That problem does not happen in Europe because they leave their Socialist countries and move to this country for a better life. The trick is to make the cities healthy for its citizens and reveres the process to bring everyone back into the cities. To do that will require a culture change for your friends running city hall. That will be the greatest challenge getting these folks (Socialist Democrats) to make the necessary changes and swallow their pride with dignity. No punt intended but they have run this state for many years and have yet to present a new vision.

Turkish Foreign Minister Abdullah Gul said Sunday that his country refused a request from the United States to attack Iran from its Air Force base in Incirlik, despite the U.S. offer of a nuclear reactor, according to a report in Al Biyan.

What a crock of troll hot air! When were you “young and dumb,” two years ago? Are you 30 yet??? Let me explain a little history for you. My grandpa and grandma were the post-Victorian generation, i.e., the generation that fought The Great War. In those days, people stayed married even if they hated each other, because they had no choice! It was economic necessity. The majority of American families still lived on small farms, in poverty by today’s standards, and every able-bodied hand was needed to keep the wolf away. They had big families because they didn’t have birth control, and they needed them because rarely did all of the children survive long enough to get killed in a war. (E.g., four of my papa’s six siblings made it to adulthood.) People of that generation didn’t concern themselves with such esoteric concepts as love or being happy. They WORKED until they dropped dead! And when there were frictions — as there always are whenever two humans gather at the same place — their parents and aunts and uncles sat them down and said, “Okay, we’re gonna sit here until this problem is solved.” Nobody got divorced because (1) they couldn’t afford to, (2) of social pressures, and (3) there was no expectation in those days of being happy.
So what happened to the social fabric of American life? Two things. One, we became more prosperous, and divorce is now an economically feasible option. Two, we became more mobile, and in addition, the jobs moved off the farms to the cities, so now the grandparents and parents and extended family were far away and no longer in a position to intervene in marital disputes.
This has nothing to do with morality or religion or any of that high-falutin’ stuff. It’s a simple function of human nature that people won’t continue to be desperately unhappy nor continue living in a conflict situation if they have a choice to leave. Affluence and mobility gave them that option, and they exercised it. People don’t have to stay in unhappy relationships anymore, so they don’t. It’s that simple.
