The awning covered walk seems like it was made for wheelchairs. I was thinking that it was a retirement facility. There are no balconies. There are no amenities, e.g., pool, etc., that you might find at an apartment house. The building in back has that patio type structure, but there are no points of egress to the ground.
I’m stuck for a starting point though.

I had dismissed it being a retirement center due to the lack of extra handicapped parking spaces, but I revisited the idea after Dan’s comment made perfect sense to me.
