Second, Putin’s attack on Ukraine and Trump’s attack on Iran — both superpowers have now launched aggressive wars against non-nuclear states — may persuade leaders of such states that they need a nuclear deterrent to prevent that from happening to them.
We haven’t really seen countries trying to get nukes in order to assert themselves in global affairs. If current events set off proliferation, I think it will be for defensive purposes. So, I’ll go with 95% paranoia and 5% power.

Not getting a satisfactory answer the judge then asked why he shouldn’t move to a show cause contempt proceeding. And then the Government withdrew the subpoenas.
