It was specifically targeted financial aid during and after college, aimed at students of limited family means and aimed at assisting specific individuals who served as teachers and in other professions following their education
Contrast that with Biden’s planned across-the-board handouts to everyone below a certain income level, whether they needed the money or not, without Congressional authorization and, as it turned out (and as was pointed out even before he did it, including by Biden himself), in violation of the US Constitution.
