An unlikely wild throw on this one, since parking garages all look remarkably alike, but i’ll hazard that this refers to Detroit’s plan to privatize its city parking and declare that this alley looks a lot like one associated with Port Atwater Parking Garage in southeast Detroit
It looks like downtown Seattle to me, but maybe all downtowns look alike now.
