Presidents don’t authorize the Medal of Honor, Congress does. One reason for that is the medal comes with a stipend, and Congress has to authorize spending. I won’t bother to address the merits of whether he deserves this recognition for valor in battle above and beyond the call of duty.
I will say, however — before some troll claims he was only joking — that (1) Trump doesn’t joke about anything; (2) this is of a piece with Trump wanting to award himself a Nobel Prize, and naming buildings and airports after himself (what’s next, cities?); and even if he is joking, doing so demeans and devalues the medal and those who earned it with extreme bravery and selfless sacrifice.
