WA-08 update

Both King and Pierce Counties updated their returns for WA-08, and while the margins have started to tighten, Dave Reichert continues to maintain about a 2,700 vote lead.

That said, there are many more ballots left to count in King than in Pierce, which historically only accounts for about 19 percent of the district’s total vote, and if this race follows the usual pattern, we should expect to see the margin continue to tighten as the votes come in, with Burner gradually eating away at Reichert’s lead. Whether she gains enough to overtake Reichert, well… that’s where the drama is.

You’ll notice that both campaigns have been pretty quiet today, not wanting to play the expectations game. I’m guessing that’s because neither campaign really knows which way this one’s going. Provisional ballots tend to substantially favor Democrats, and those will be the last to be counted, so don’t be surprised to see a sudden swing of several hundred votes towards Burner during the final days of the count.

I’m smelling a recount.

UPDATE:
Just to clarify: we don’t know exactly, because ballots are still coming in, but we’ve only counted about 60 percent of the ballots thus far, maybe less. So this thing is far from over.

    CAN DEMOCRATS WIN MORE SENATE SEATS IN 2008?

    The raw numbers say yes, simply because the GOP has more seats up for election in 2008 than the Democrats. First, though, let’s review the 2006 results.

    2006 election – total Senate seats 33; breakdown – 17 Democrats, 15 Republicans, 2 independents; results – Democrats 22, Republicans 9, independents 2.

    2008 election – total Senate seats 33; breakdown – 12 Democrats, 21 Republicans, 0 independents.

    The Democratic seats are in Arkansas, Delaware, Illinois, Iowa, Louisiana, Massachusetts, Michigan, Montana, New Jersey, Rhode Island, S. Dakota, and West Virginia.

    The Republican seats are in Alabama, Alaska, Colorado, Georgia, Idaho, Kansas, Kentucky, Maine, Mississippi, Minnesota, New Mexico, Nebraska, New Hampshire, N. Carolina, Oklahoma, Oregon, S. Carolina, Tennessee, Texas, Virginia, and Wyoming.

    I figure only a couple of the Democratic seats (at most) might be in play, whereas several of the Republican seats could be in play.

    Looks like an opportunity for Democrats to add 3-5 more in 2008 if things go their way, whereas Republicans have almost no chance of regaining a Senate majority in 2008.

    I think http://vote.wa.gov/Elections/general/Turnout.aspx has the info you’re looking for.

    The county-by-county numbers are there for, among other things, “registered voters”, “ballots counted”, “ballots left to count” (a projected number, as it reflects number of mail-in ballots in the mail, not yet received). Also the last & next tabulation date & time.

    I notice King County has 13 precincts not yet reporting. Is this Carnation/Duvall, where the ballots were held up by the flooding?

    For King County, they estimate that only 39% of the ballots cast have been counted to date; for Pierce, only 35%.

    Thanks, Wes, but that doesn’t quite help. The 8th District doesn’t cover all of King Co, nor does it cover all of Pierce Co. I was hoping to find a precinct-by-precinct breakdown, though I suppose that’s a little difficult to do with absentee ballots.

    I find it odd that pretty much every single election discrepancy over the past six years has benefitted the Republicans. I find it even odder — but much nicer — that this time out even any fraud they may have had in mind wasn’t enough to turn away the wrath of the pissed-off American voter.

    2008 SENATE SEATS IN PLAY

    Republicans don’t have strong prospects for any of the 3 Democratic seats that might be in play; disregarding long shots, Democrats could make a play for 10 GOP seats but realistically have attractive prospects for around 4 to 6.

    Where Democrats might capture Republican seats:

    1) Colorado – Wayne Allard barely won both of his elections, and may retire; the likely Democratic candidate, Mark Udall, is a formidable contender.
    2) Georgia – Democrats have several strong potential candidates against Saxby Chambliss.
    3) Kansas – A long shot but could be in play if Pat Roberts retires and the state’s popular Democratic governor runs.
    4) Minnesota – Democrats will target Norm Coleman.
    5) Mississippi – Another long shot but could be in play if Thad Cochran retires.
    6) New Hampshire – State is leaning increasingly Democratic, and Democrats have strong candidates to run against John Sununu.
    7) New Mexico – Pete Dominici isn’t raising money for a 2008 race, indicating he plans to retire, in which case this state is certain to have a competitive race.
    8) North Carolina – Elizabeth Dole might be taken out by popular Democratic governor Mike Easley if he runs.
    9) Oklahoma – This state is strongly Republican, but incumbent Jim Inhofe is unpopular and may retire, and Democrats have two strong potential candidates, including the governor.
    10) Oregon – Gordon Smith is vulnerable and Democrats have strong potential candidates.
    11) Tennessee – confiscating Lamar Alexander’s seat will be uphill but Democrats have two strong potential candidates in Harold Ford and the governor.
    12) Texas – a long shot, but John Cornyn might be vulnerable.
    13) Virginia – John Warner may retire, and Democrat Mark Warner could be a strong contender for his seat.

    Where Democrats will face competitive races:

    1) Louisiana – the GOP will target this seat in 2008 but don’t have a strong candidate against Mary Landrieu.
    2) New Jersey – Frank Lautenberg is in his 80’s and already retired once, and is expected to leave in 2008; although uphill for Republicans, the Democrats have had some problems in this state that could drag down their candidate.
    3) West Virginia – Could be in play if Jay Rockefeller retires; Bush carried this state twice.

    That’s only King County. There are still absentee ballots to count in Pierce and King counties. Reichert is about 2600 ahead right now. Gonna be tough to pull this one out of the fire.

    In 2008, Democrats will defend 6 governorships, Republicans 5. Two of the Democrats will leave because of retirement or term limits, and two of the Republicans are considered vulnerable because of controversies or unpopularity.

    That’s a lot of work you put in on that Senatorial list. I guess it behooves all of us to press the issue. I think sooner rather then later. Whatever it takes, we have to make the best of our opportunities to widen the Democratic majority in ’08.

    Observer slots are gonna be open in King County. Dem party members, contact your district chair to get the info on who, when and how to sign up. If a recount happens there will be even more.

    Note: Being polite to the repub observers is required but don’t expect it to be returned. Whatever you do, don’t expect them to be fair or honest when no one is looking. Also, don’t expect them to follow the rules about no cellphones since most will be real estate agents and mortgage spammers.

    Actually there may have been some problems that favored Republicans. The fact that the people that voted for Democrats was so overwhelming, they couldn’t make it up with fraud. Read Brad Blog.com if you want more info. I am sure he will find out about the scamming of our democracy.

    RR’s list of the ’08 Senate was very helpful. It does give me some hope. But personally, I can’t wait until the 2010 elections, when the “class of ’92” is up for grabs.

    But we need to remember that next time around, it will be harder. Democrats were helped considerably this time around by the Republicans shooting themselves in the foot, what with the Delay, Foley, Haggart, and other scandals, as well as the continued drag of the war in Iraq and Bush’s refusal to accept the reality of that war. The Presidential race in 2008 will change the landscape some – Republicans who decided not to vote in disgust in 2006, will probably vote in 2008, just to cast a vote against Hillary.

    It may be harder next time around. The Republicans will try to blame the Democrats for their inability to quickly solve in two years the problems which the Republicans spent six years in the making, and over which the Congress has only limited control while Bush is still President (deficit, Iraq war).

    So unless the Republicans do something really stupid over the next two years, the Democrats will need to start preparing immediatly for those contests. Yesterday was good for celebrations, perhaps today also, but by tomorrow we have to get back to work.

    * Don’t spend a lot of time (and NO money) moving and re-decorating offices – that will be a PR bonanza for the Republicans.

    * Within the next two weeks, set up an internal ethics proceedure to root out and resolve Democratic ethics problems long before they become public issues.

    * Get an immediate accounting of the REAL budget shortfalls, and make sure it is public as soon as possible. Otherwise the Republicans will try to argue that the Democrats created it. Then quickly agree on a Democratic plan to balance the budget, and put it in place. Bush probably will veto it, but that’s okay. Keep passing it every month, make Bush keep vetoing it every month, until public pressure makes him give in.

    * Agree to speak with one voice on the Iraq war.

    * Put an effective mentorship program in place for freshmen Congressmen, one that deals heavily with ethics compliance.

    * Start recruiting candidates for ’08 Congressional seats now, put their organization and fundraising plans in place, and have them do “soft campaigning” – lots of public face time with the big shots.

    What is really sad is the fact that we don’t see people in the streets demanding Bush be held accountable for lying us into a war. Oh, I forgot. You probably believe he was 100% honest in building support for the war. You probably still believe we invaded Iraq to keep America safe from Saddam’s WMD’s right?

    One question for the wingnuts. If Bush lied to take the country to war, should he be held accountable, or should we just ignore treason because it was committed by a Republican?

    Oh, and I read a post from one of the far-righties talking about someone stuffing “flood ballots” into an accu-vote. Considering that the flood ballots are not machine readable, I’m just wondering what that would accomplish, aside from jamming the machine.

    Still, while we’re on the subject of voting security, I’ll put forward an additional item for the list of things we should be doing. A paper trail for any electronic voting machines. Perhaps we can also include some sort of voter verification that doesn’t look like a poll tax, just to take that issue away from the Republicans. (And Roger, if we can incorporate an inexpensive defense from falling UFOs without disenfranchising anyone, and if that takes a talking point away from the Republicans, I’d be in favor of that too. ;-) )

    I’m hoping that Ms. Pelosi does reach out to the honest Republicans still in DC. Even in this election, they represent almost half of the country, and we cannot afford to yield to the temptation to give them some “payback”.

    It’s important to hold those that have abused their positions accountable (and we should be no less vigilant with our own) but where our differences are honest differences in perspective, we should make every effort to bring those folks into the debate and honestly listen to them.

    I don’t like the idea of electronic voting machines to begin with. In addition, if you create a paper trail, you eliminate the secrecy of the ballot. The paper trail records votes in the order that they are cast. And the order in which votes are cast can readily be determined by the order in which people sign in at the polls. This would enable specific voters to be matched with specific votes.

    If we go to “all mail” voting, what would be the purpose of the electronic voting machine? Unless, of course, we delivered a voting machine to every voter, instead of a paper scannable ballot.

    One problem with the “all mail” voting is that it eliminates polling places and therefore makes casting a provisional ballot nearly impossible.

    When you have polling places, and don’t get your ballot in the mail, you can go down to the polls on election day, and cast a provisional ballot.

    If you don’t have polling places because of “all mail” voting, and don’t get your ballot in the mail, you have to travel all the way down to the county seat, pay for parking in many counties (such as downtown Seattle), and visit the county auditor’s office to cast your provisional ballot.

    Not very many people will be motivated to travel to the King County Courthouse to cast a provisional ballot. It would be difficult enough for a city dweller in Ballard or the Rainier Valley. A single mom on welfare in Skykomish or Enumclaw certainly is unlikely to make the trip.

    If King County had “all mail” voting in 2000, Slade Gorton would have been re-elected Senator. If King County had “all mail” voting in 2004, Dino Rossi would have be our Governor today.

    This is because over 30,000 provisional ballots were cast in King County in 2004, and a similar number were cast in 2000. King County votes very heavy Democrat, and the provisional voters tend to be even more Democrat in their voting.

    Stefan Sharkansky is a really clever fellow. He has been extremely obsessive in pointing out the evils of “all mail” voting. He has mobilized Republicans into opposing “all mail” voting, and made Democrats believe that “all mail” voting is something that would actually hurt the Republicans.

    If we get “all mail” voting, Republicans will be able to win many close races that might have otherwise gone to the Democrats.

    King County used Diebold touch screen voting machines in the 2006 primary for the first time. All pollworkers assigned to these machines were required to re-take the training before the Nov. 2 election. Why? Because there were a few problems in the primary. 15 problems, to be exact. What I’m referring to is the 15 pollworkers who “tested” the touch screen machines after setting them up by voting on them to see if they worked. (I assume KCRE didn’t count these votes, as they obviously knew about them, and such votes would be easy to identify — they’d be the first ones recorded on the paper trail on each of those machines.) Betcha these idiot pollworkers were ALL Republicans … just betcha they were.

    I share your distrust of electronic voting machines, although at least one that I’ve heard of actually generates a paper ballot, which is then checked by the voter and deposited into a separate counting machine.

    That does seem to be rather silly, but it would eliminate one set of potential ballot errors (and generate a whole new set).

    I rather like the method Pierce County uses, with its “complete the arrow” optical scanner ballots. You deposit it in the machine, and if your ballot is not scannable for some reason, it spits the thing back immediately and lets you check it for problems.

    Of course, I’m one of those old-fashioned reactionaries that actually roust myself on voting day and vote in person. My polling place is the local Lutheran Church, and the pre-school parents always have a great bake sale on election day. Pumpkin bread. Yum! (They also had carrot cupcakes for Roger.)

    Hey, if that is what they need in order to feel secure that we aren’t bringing in freighter loads of illegal aliens just for the day in order to “steal” the elections, then bring on the Reynolds Wrap!

    There are too many easy, cheap methods to ensure that the person casting a vote is a legal voter (or at least leave a definitive evidence trail to go after anyone dumb enough to cast a fraudulent vote).

    Provisional ballot? No ID? Please place your right thumb in this box and sign the book. Thank you, here’s your ballot. Total cost to voter, thirty seconds time, including the time it takes to wipe the ink off. Total cost to state, ten cents for the wipe (to clean off the ink) and a couple of bucks per polling place for the ink pad (let’s splurge and buy two – after all we are “free-spending Democrats”).

    If we save even an hour of the legislature’s time by making this issue go away, the program will have paid for itself.

    I’ll even help fold the tinfoil hats, if it makes them happy.
