    DSHS stands for Department of Social and Health Services. DSHS is an agency of the State of Washington. It is run by a Secretary, Robin Arnold-Williams, who is appointed by the Governor (Christine Gregoire) and serves at the pleasure of the Governor.

    The decision to go to the Court of Appeals and fight against having responsibility for dangerous, mentally ill children was clearly a policy decision on the part of DSHS. It isn’t like some typical story of human failings where some case worker screws up and people are hurt. Instead, this is a policy matter that was so important to DSHS that it went to court and won a precedent-setting published opinion from the Court of Appeals.

    Your ilk has blamed President George W Bush for decisions and failings at all levels of his administration. If it is fair to attribute FEMA’s response to Hurricane Katrina to Bush (even though Bush basically forced former FEMA Director Mike Brown to resign over this), then it is certainly appropriate to attribute this DSHS policy decision to Gregoire (especially when Gregoire shows no signs of apologizing for it, changing it, or getting rid of Arnold-Williams).

    It is much more appropriate to accuse Christine Gregoire of “depravity” and “mendacity” than to accuse me of this.

    13 year old boy. Spent over a year in in-patient psychiatric hospital. Lives with his mother. Is bigger and stronger than mother. Father lives elsewhere and apparently wants nothing to do with parenting him — otherwise judge could have tried placing the boy with his dad. Child’s “illness grew so severe and his outbursts were escalating — in addition to the speaker wire, he had eaten coins and erasers, and he had tried to strangle and hang himself”. Two hospitals won’t allow child on their premises due to his violence. Child keeps assaulting mother. Court orders child to stay away from mother as part of criminal sentence to protect the victim (i.e. mother).

    DSHS doesn’t want to provide treatment or a home for this child. Presumably, this is a matter of financial priorities for the Gregoire administration — they want to make sure there is enough money to provide public benefits to illegal aliens, so mental health services for citizen children are cut to nearly nothing.

    I would propose a better solution to this problem. The judge should order the 13 year old placed with Mike and Christine Gregoire. The Gregoire’s children are grown, so they should be able a foster child. The kid happens to be white, and so are the Gregoires. (If he were black, this might not be in the child’s best interest, due to Christine’s aversion to blacks when she was younger.) Hopefully, Mike could handle the boy. If not, I am sure the boy is also considerably bigger and stronger than Christine. Hopefully, nothing bad happens to our new foster mother. But if it does, no great loss.

    What that means is, the Republican party knew they were caging people in the military. The way it is made effective among the service population would be the same method as used with felon lists.     Concerning Democrats doing the same thing, while it may be that some rogue local party operation could be dicovered doing caging in this way, it is most assuredly not an operation engaged in by the Democratic National Party.
