After voting against repealing the estate tax, Sen. Maria Cantwell issued the following statement:

“I support repealing the estate tax for small businesses and family farms. A 55 percent tax rate is unfair for America’s small businesses and family farms; they deserve tax fairness. It’s my hope that we can find an estate tax reform compromise before this expires in 2011. The vote the Republican majority pushed today was a vote for full repeal

    I thought from past posts that the whole notion of small businesses and farms being hardest hit was specious.

    So why should Marie accept it as a valid comprimise then?

    If they want to hit the rich, hit the uber-rich. The billionaires like Kerry, Gates, Buffet, etc. But why hit the little guys who accumulated 3-5 mil over an ENTIRE life? That’s possible for many, even those in their 20’s right now who have almost nothing. Don’t lump those people in with the billionaires. It’s misguided to do so. The little guy who carefully saved all his life gets hurt more than the Kerrys and the Buffets of the world, from a practical standpoint.

    I am glad she voted this way as well and if the estate tax is really hitting family farms then it should be pretty easy to fix to accomodate that. (Though, as I recall from previous research, no family farm has ever been lost due to the estate tax.)

    On another note Goldy, I take it from your frame comment that you are referring to Luntz’s ideas here. One question I have alway had on this, is it ok to use the other guy’s frame if you are trying to communicate a specific point to folks who are used to thinking in that frame?

    In this case, Cantwell is trying to negate the presumptive charge that she is for the “DEATH TAX”. (read with big booming scary voice…)

    By arguing within their frame she can quickly communicate the idea that she is not, with the logical and reality based idea that the only problem with the estate tax is if it is hitting small businesses and family farms.

    She is taking Republican rhetoric at its word. Is it effective? Does she advance their stealth tax cuts for the uber-rich by adopting the tax reform idea? I don’t know. But I can she why she does it.

Fortunately none of us here at HorsesAss are millionaires nor do we want to be millionaires nor do we associate with millionaires nor do we want to have any close friends who are millionaires. There should be strict limits on what is attainable in America. We need folks like Goldy to set limits on the amounts of money Americans make. Without limits we get a society like, well, like contemporary America; a land without possibilities, a land that nobody wants to come to, a land full of misery and starvation and hopelessness, a land filled with sullen and angry socialists who go on the radio to rant against the rich and land that cannot support ipods…

    This is a sort of “whole loaf, half a loaf” type political stuff. If Democrats are going to be peeved by Cantwell’s statement, they oughta know that the Dems stopped the GOP in their main objective, the elimination of the Paris Hilton Surcharge. The Dems probably can’t stop a watered down bill, so they’re showing they’re willing to deal. I doubt deficit hawks like Sen. Dorgan (D-ND) are going to allow the GOP to explode the deficit even more.

    2010 will be a good year for millionaires and billionaires to die. There will be no death tax at all for people who die in 2010.

    If you die in 2006 to 2008, only $2 million is exempt from the death tax, and the remainder is taxed at 45% or 46%. If you die in 2009, only $3.5 million is exempt from the death tax, and the remainder is taxed at 45%.

    But die in 2010, and there is no death tax whatsoever.

    Wait until 2011, and the death tax exemption is only $1 million, with the remainder being taxed at 55%.

    GREGOIRE AND MALENG IGNORED CHILD SEXUAL ABUSE FOR SEVEN YEARS — CHARGES FINALLY FILED

    A Redmond man who was a foster father will be charged today with raping and molesting children — including his adopted daughter, now a 12-year-old, police said Thursday.

    The 52-year-old man, who was arrested Wednesday evening, will face two counts each of child rape, child molestation, sex with a minor and indecent liberties, along with possession of child pornography and stolen property.

    “This is just the beginning of the story,” Redmond police spokeswoman Stacey Holland said. “There’s a huge amount of evidence to go through.”

    The man adopted his daughter when she was a baby, Holland said. The other reported victims, both female, were about 11 or 12 years old when they were the man’s foster children in 1999. They are now 18 and 19. …

    Police found child pornography, videotapes, photographs and computer records, much of which contained images of the man’s daughter and foster children.

    The charges will be for alleged crimes dating back to 1999. From 1999 to 2005, several reports were made to Child Protective Services regarding the man, including sexual abuse, physical abuse and neglect.

    Tamas said complaints of the abuse were “basically ignored” by DSHS officials. Probable-cause documents being filed with King County prosecutors by Redmond police indicate 26 complaints to DSHS while the children were in Fabregas’ care.

    Spears said the allegations from 2002-04 brought forward to her agency — at least eight of which were sexual in nature — were investigated thoroughly, but that all came back with the same conclusion: There wasn’t enough evidence to substantiate the claims.

    First of all, we’re talking about two different estate taxes, WA state’s and the federal government’s.

    Second, to understand Cantwell’s statement you have to understand the way Republicans bizarrely wrote the estate tax reform back in 2001. They fazed it out over ten years, after which the tax would revert to 2000 levels, when the amount of the exemption was only $675,000.

    I think most people would agree that $675,000 in year 2011 dollars is simply two low an exemption. The proper exemption level is probably about where we are now — $2 million — adjusted for inflation.

    Yes, the first $10,000 of the estate is taxed at 18%. The next $10,000 is taxed at 20%. Total death taxes on the first $2,000,000 are $780,800, with everything over $2,000,000 taxed at 47%.

    However, there is a “credit” against the death tax in the amount of $780,800 for 2006. Which means that the first $2,000,000 is exempt from the death tax, and everything else pays 47%.

    For 2005, the death tax “credit” is only $555,800 — making the first $1,500,000 exempt, the next $500,000 taxed at 45%, and everything else taxed at 47%.

    So it is MISLEADING to claim that the federal death tax starts at 18%, when all of the lower bracket tax rates are meaningless due to the death tax “credit”.

    Again, many are buying into the notion that “death” is taxed. The estate tax has been around in it’s Federal form for most of the last century. This tax didn’t seem to deter the huge economic expansion of the last 60 years.

    Why many commentors feel my child should be given “free” money, and then be able to invest it and be only taxed a 15% capital gain, is beyond me. Since I would be in the 36-39% tax bracket in order to accumulate more than 3 million dollars, (which would be taxed) why wouldn’t unearned income be taxed at the same rate?

    You republicans feel that everyone should pull themselves up by their own bootstraps, except for your kids. Those childern that could afford good neighborhoods, good schools, great higher education, already have a leg up on kids going to Cleveland High School (check the graduation rates).

    Several of the Founding Fathers’ felt that inherited wealth was the greatest threat to democracy. This Country was founded in part as a rejection of the European Feudal system. How could the sons’ of peasants compete with the sons’ of Kings?

    Taxing someone who inherits even a million dollars is fair. You would have to work for ten years making $100,000 dollara a year to get $1,ooo,ooo million dollars — and you’d be taxed every step of the way.

    How is it , then, unfair to tax someone who doesn’t even work for the money, but inherits it? So the guy who works ten years for his million gets his ass taxed off and everyone sees that as fair, but if the guy who sat on his big, fat Republican Keester gets taxed for DOING NOTHING and inheriting money then it’s unfair?

    Within hours, Ms. Coulter apologized for omitting President Kim and the Rev. Robertson but said that the omission would be corrected: “Me, Mahmoud Ahmadinejad, Pat Robertson and Kim Jong-Il: that’s the Final Four.”

Even in today’s devalued dollars, if you have a net worth of a million, you are richer than 95% of the U.S. population. Not Rolls-Royce or baronial castle or megayacht rich, but rich enough that you don’t have to work for a living or worry about how to pay for medical care.

    Getting back (AHEM!) to the original subject, the more I think about it, the more it seems there ought to be some sort of mechanism to prevent the estate tax (and maybe other things, like maybe divorces) from destroying worthwhile institutions. A lot of things I hear and read about Frank Blethen suggest he has a personality like a chainsaw on a feeding frenzy, but the man has a point–without the Blethen Family (or some local interested party) retaining majority ownership, the Times will probably become some half-assed, cookie-cutter affialite of News Corp or Gannett. I don’t mind the tax man taking a cut when someone dies and their heirs are going to each take their cut and head for the tall timber anyway, but if it means breaking up a company or foundation that serves a social or economic purpose and/or keeps a lot of employees in groceries, it would be nice to preserve it. Not to say that accomplishing this wouldn’t be messy or difficult (like how to go about determining “worthiness”), but hell, a little idealism ought to be tossed into political discourse every now and then.

    The Democrats want to remove Dollar Bill Jefferson from his committee assignments, even though he hasn’t been charged with anything.

    The normal rule is that someone is removed only from leadership positions — and not committee assignments — and that none of this is done until someone has been indicted. Dollar Bill hasn’t been indicted yet, even though his freezer was raided nearly a year ago.

    I fail to see how taxing an estate’s heirs is somehow hurting “the little guy” who “worked hard all his life.” To begin with, the tax doesn’t even kick in on an ordinary middle-class estate. I just don’t get how all the conservative “pull yourself up by your own bootstraps” rhetoric fits in with whining because a millionaire’s kids will “only” inherit half a million instead of a million. Isn’t it better to tax someone who is DEAD, who doesn’t need the money, than someone living, who can perhaps still put the money to use? What did said millionaire’s kids do to earn the money, other than exist? Why is it unfair that Paris Hilton only inherits 15 zillion dollars instead of 30 zillion? I just don’t get that.

    Wikipedia uses a $3.5 million estate divided between two heirs in tax year 2005 as an example of how the estate tax works. In this case, the heirs receive over $1.2 million each, and pay an effective tax rate of 26.9%, which is very close to the marginal tax rate on a wage earner making $40,000 a year.

    Roger, I could comprise for 26.9, that is reasonable, as a matter of fact, if it was taxed like regular income, I could go for that too!

    My problem with it is the astromical amounts that people cite, like 45 for the feds and another 40 or more for Washington State on top of it.

    My understanding of the estate tax is that it also takes top value estimates for all property too, like houses, land, art work, jewelry, etc. That’s when heirs have to liquidate all of the assets to pay the damn taxes. Washington state did exempt farms……..

    It is not about judging anyone as “inherently selfish” or “evil.” The rich pay more taxes because (1) they get a greater benefit out of a strong government and (2) poorer people must use a larger fraction of their income to meet basic needs.

    There should be no estate tax. People, when they pass on,have the absolute right to leave the entire amount of whatever they have to whatever person(s)or entiites that they stipulate in their wills. The government has a right to nothing.

    Estate taxation is just an excuse to seize wealth to fund wet-dream social programs, military adventures overseas, and a big, bloated federal government. I’m for ending estate taxes permanently. If rich white liberals think there should be an estate tax, then they’re free to will all their assets to the government. Rich neo-socialsit liberals: put you money where your mouthes are.
