Gregoire and the Democrat Legislature are going to get blasted for this one:
OLYMPIA — A Snohomish County judge ruled Friday the Legislature violated the voter-approved spending limit last year by manipulating the state budget to avoid having voters consider $250 million in tax increases.
Superior Court Judge James Allendoerfer in Everett said voters must have their say if the state wants to continue collecting the increased taxes on cigarettes, alcohol and self-service laundries, among other things.
The immediate effect on consumers is unclear.
The judge said lawmakers and state officials “exploited a loophole with the express purpose of artificially increasing the limit,” according to Dick Stephens, the attorney for the group of organizations that sued the state.
Allendoerfer said the Legislature manipulated the budget “to avoid a vote of the people” on the tax increases for the current two-year budget, according to Jason Mercier, senior budget analyst for the Evergreen Freedom Foundation.
The lawsuit was filed last year by the Evergreen Freedom Foundation along with the National Federation of Independent Business, the Building Industry Association of Washington, the Washington Farm Bureau and the Washington State Grange.
The judge made his ruling in part based on e-mails between legislative and budget staff for Gov. Chris Gregoire’s administration that laid out a road map for the complicated maneuvers that would allow the limit to be pumped up and avoid a public vote on taxes.
The state had argued that the e-mails should be protected by legislative privilege. Allendoerfer ruled in January that he would allow some of the e-mails to be entered as evidence, and he quoted from several Friday.
Gregoire, a defendant in the case, said she had not been briefed on the court ruling and could not say what the immediate financial impact will be.
Those e-mails are DAMNING and clearly show the manipulative attitude of the Gregoire Administration to ignore the will of the people.

Why bother spending billions of dollars on big corporate mainstream media reporters when they could just as easily have the Pentagon supply the stories and footage directly?
They already do in most cases.
Take the breathlessly “covered” air attack in Iraq. “Largest Air Attack in Iraq War Launched Against Insurgents,” read one big city headline we saw. And television was right there, providing lead stories on the massive “air attack.”
Only, of course, it turned out to be a PR stunt to boost Bush’s poll ratings at home and divert attention from the civil war in Iraq, as if the U.S. presence was accomplishing something.
It turned out that this air blitz was just a bunch of helicopters that flew up to a pretty sparsely populated area, where 40 poor shlubs that happened to be around were detained. There was no shooting, no injuries, no deaths. It was all just show time.
But did the mainstream media expose the stunt? Are you kidding? They just dutifully reported it as if it were some vital military strategic assault.
Soviet propaganda fulfilled the same function as “reporting” like this. The mainstream press has been lobotomized by a corporate culture that doesn’t want to “upset” the administration by practicing actual journalism.
Most television news and print coverage fulfill the same role as public relations agencies for the administration, with some exceptions for whistleblowing stories that are shoved in the media’s face.
But the “massive air attack” fell into the former category. The mainstream media might as well have had the Pentagon press office or Karl Rove’s shop writing their material. Maybe they did.

You have an excellent point about the hideous deficits that George W has run up on our credit card. Maybe he wouldn’t be there right now if the Democrats had come up with a credible solution for this problem.
Despite having close to 50% in each house, the Democrats in Congress didn’t propose any alternatives. Nor did their 2004 candidate, John Kerry — who certainly had plenty of opportunity to do so sitting in his safe Senate seat from Massachusetts.
People may be disgusted enough with Bush to vote in Democrat majorities in both houses of Congress — in spite of the Democrats still not presenting any credible alternative. If the Democrats could come up with something like the “Contract With America” (the concept, not the same issues of course), they might be able to pull off double digit gains in the Senate and 50 seats or so in the House.
By the way, what were the points in the “Contract With America”, and how well have the Republicans fulfilled them after 12 years?

1. THE FISCAL RESPONSIBILITY ACT: A balanced budget/tax limitation amendment and a legislative line-item veto to restore fiscal responsibility to an out- of-control Congress, requiring them to live under the same budget constraints as families and businesses.

Basically, the tax relief promised consisted of: (1) $500 per child tax credit, (2) elimination of marriage penalty, (3) Roth IRA accounts (as they were later called), (4) raise Social Security earnings limit for retired workers, (5) repeal increases in taxes on Social Security benefits, (6) tax deduction for nursing home insurance, (7) cut capital gains tax by 50% and index capital gains for inflation, and (8) allow deduction of first $25,000 business investment each year (instead of depreciation over time).
I would think this might have even sounded halfway weasonable to a wabbit back in 1994. We certainly didn’t get what we voted for — at least not in fiscal policy.
RP, it did sound reasonable back in ’94. But once again it only proves that RepubliCONS are great at campaigning, and inept at governing.
Actually, the promise on fiscal policy was kept for several years, since the GOP did hold the line on spending while Clinton was President. Fiscal policy went out the window after George W became President.

How dumb of me. I should have recognized that cutting capital gains taxes in half would have benefited the working poor the most, and have little or no effect on the rich? So many of my blue-collar friends are fretting about the unfair tax burden they will face when they cash out their huge stock portfollios! Well, the Democrats should have. Democrats have had nearly 50% of the seats in both houses in each Congress during the last 12 years. Back when the Democrats controlled both houses of Congress, the percentage of Republicans was considerably less than the numbers the Democrats have had in any of the last 12 years.
For example, in 1993-94, there were only 176 Republicans in the House. By contrast, the Democrats have always had at least 200 members of the House, and currently have 203 (including Bernie Sanders). Likewise, in 1993-94, the Republicans had only 43 Senators. The Democrats have always had at least 45 Senators since 1995 — i.e. the present breakdown of 44 Democrats and James Jeffords.
In the 1993-94 Congress, the Republicans were able and willing to block many of Clinton’s massive spending ideas, even though they were a decided minority. This kept Clinton from spending the nation into bankruptcy.
However, the Democrat minority in Congress has never shown any interest in cutting back on spending. So when Bush and the Republicans decided to spend the nation into bankruptcy, the Democrats in Congress have gleefully joined the party, rather than trying to prevent these massive deficits.
Bush isn’t very popular. The Republicans in Congress aren’t very popular. However, the Democrats are not an extremely credible alternative. But they will probably still pick up a lot of seats, since the Republicans are really unpopular.
Like I said, the Dems will win back the whole shooting match!

At the same time, the Democrat Congress will have absolutely nothing to offer the country either. Reform minded Republicans will insist on spending discipline. Bush might actually veto something for a change.
In 2008, the GOP nomination will end up being a contest between John McCain and Mitt Romney, either one of whom will have broad appeal among the American public. The Democrats will be overconfident and nominate Hillary Clinton. The GOP nominee will win by the biggest margin of any presidential contest in at least 20 years. The GOP will also regain a majority in Congress.

By law, a corporation is a “person.” This means it owes income taxes, can sue and be sued, lobby Congress, etc. When a corporation breaks the law, the corporate “person” is liable, not the human beings who actually broke the law — they have legal sanctuary behind the “shield” of corporate identity.
And when Republicans are in power, corporations can break the law to their heart’s content, because NOBODY WILL DO ANYTHING ABOUT IT.
How do you throw a corporation in jail? You can’t. The only way to punish a corporation is with monetary penalties, which are no punishment at all unless the corporation pays them.
Well, guess what? Environmental laws and individuals’ constitutional rights aren’t the only thing the bush regime isn’t enforcing. From the Associated Press:

Well, I think for starters, if say Diebold gets fined for criminal behavior and doesn’t pay the fine, then Diebold shouldn’t be allowed to vote more than once in Ohio until it pays the fine.
And, if say Sequoia gets fined for crminal behavior and doesn’t pay the fine, then Sequoia shouldn’t be allowed to vote more than once in Snohomish County until it pays the fine.
Etc.

Am I the only person who thinks it’s strange that, in Snohomish County, poll votes cast on Sequoia electronic machines went for Rossi in a much higher percentage than did absentee ballots cast on paper ballots?
But the bright side is that in Snohomish County, the military folks not only got to vote, they each voted 5 times!
It works kind of like Class A and Class B shares in a corporation. You know — a Class A share gets 10 votes per share, a Class B share gets 1 vote per share. The Class B shareholders provide all the capital, and the corporate insiders get all the Class A stock.
This shouldn’t be too hard for us to understand, because our “democracy” works the same way. Three Republican-owned companies … Diebold, Sequoia, and ES&S … own all the Class A shares, and we the people get the Class B shares. That means the folks who own those companies pick our government, and us Class B shareholders provide money for them to spend.
It’s the OPM principle — we provide the money and take the risk, and they get all the profits, but if there are no profits they take our capital. If there are profits, they take the profits AND our capital.
Here’s an example of how OPM works. Let’s say QWest files a $250 million rate increase with the Washington Utilities and Transportation Commission. QWest says it needs the money to install new equipment and phone lines for growing communities (i.e., to capitalize its corporate growth in Washington state).
Because a Democrat governor appoints the UTC, a majority of the commissioners are Democrats, so they reject the rate increase, saying something like, “It’s QWest’s responsibility to provide capital for its business operations. However, if you can raise $250 million from your shareholders or by borrowing, we’ll give you a $25 million rate increase for ROI (return on investment), as your investors are entitled to a reasonable return on their money for putting up capital so QWest can expand its services in our state.”
But let’s suppose Rossi had succeeded in stealing the election, and had installed three former phone company lobbyists on the UTC. What do you think would have happened then? It doesn’t take much imagination …
