    Roger Rabbit Commentary: Usually the cops kill these shooters, or they kill themselves. Not sure why this one survived to be taken into custody.     The fundamental nature of all governments, regardless of type, is to claim (and try to enforce) a monopoly on force. That, and levying and collecting taxes (which would be impossible without threat of force), is what differentiates government from all other forms of organization.

When we allow them to use the term “civilian” to describe the genraral population, we are tacitly supporting this misuse of the term and dishonoring those who actually served in the military.

    As for these legal settlements, if the funding for payment came from the police pension fund and/or the policemen’s salaries, the cops might be a little more careful about shooting first without asking questions first.
