    It’s beyond satire. U.S. Defense Secretary Robert Gates, telling The New York Times what he had learned during his long tenure under presidents Bush and Obama, explained that “I will always be an advocate in terms of wars of necessity. I am just much more cautious on wars of choice.”

    Afghanistan, by contrast, was a “war of necessity” in Gates’ terms: Official Washington believed that further bad things like 9/11 might happen to the United States if American troops didn’t go to Afghanistan to root out the al-Qaida terrorists (mostly Arabs) who had been given bases there by the country’s Taliban leadership. It wasn’t a very subtle strategy, but it was certainly driven by perceived U.S. national interest.

    Which was the point being made by President Hamid Karzai, the man whom the United States put in power after the 2001 invasion: “[The Americans] are here for their own purposes, for their own goals, and they’re using our soil for that.”

    Well, of course. The only other possible explanation for their presence would be that Washington had sent half a million young Americans to Afghanistan over the past 10 years in some quixotic quest to raise the Afghan standard of living and the status of Afghan women. That’s ridiculous. Obviously, the motive was perceived U.S. national interest.

    So how to explain the furiously emotional response of Karl Eikenberry, the U.S. ambassador to Afghanistan? Speaking at Herat University, he raged: “When Americans … hear themselves described as occupiers, told that they are only here to advance their own interest … they are filled with confusion and grow weary of our effort here.”

    So why have American troops been in Afghanistan for almost 10 years? To keep the Taliban from power, they say, but it’s unlikely that the Taliban leadership ever knew about al-Qaida’s plans for 9/11. Why would they support an action that was bound to provoke a U.S. invasion and drive them from power? Why would bin Laden risk letting them know about the attack in advance? The U.S. has probably been barking up the wrong tree for a long time.

    Even though I’m a Democratic party hack and liberal propagandist, I’m not a water carrier for ideologues or spin shops. I’m not dogmatic — I’m open to fresh ideas.

    Here’s an idea for you. Currently, the ratio of D.C. lobbyists to members of Congress is something like 300-to-1. That’s three hundred lobbyists (most of them paid by corporations) for every representative and senator! No wonder the ordinary Americans who do the work and pay the taxes get lost in the shuffle and end up being ignored.

    One of the ideas being kicked around is “tax reform” that would increase revenues by lowering tax rates but eliminating deductions and loopholes. I could go for that — even the part about eliminating corporate income taxes — if they truly eliminate all loopholes so that everyone would have to pay taxes. Right now, the already-low tax rates on millionaires that conservatives whine about so loudly whine don’t mean very much because nobody pays those rates anyway. And liberals wouldn’t give up much by agreeing to eliminate corporate income taxes because two-thirds of U.S. corporations pay no taxes anyway, thanks to loopholes.

    If you simplify the tax code by eliminating loopholes, you’ll accomplish several things. First of all, you’ll get rid of all those lobbyists because they’ll have nothing to do. Secondly, you’ll get rid of all that conservative whining, because they’ll have nothing left to whine about. Third, you’ll get rid of all the tax-engineering that distorts economic behavior, which will improve the economy.

    So, yeah, I could go along with a comprehensive tax reform that slashed rates by eliminating deductions and loopholes, provided we still have an income tax with a progressive rate structure that doesn’t worsen deficits or rob public services by further reducing revenues.

    Full disclosure: Roger Rabbit would benefit financially from the “tax reform” scheme outlined above because he would pay less taxes under a lower rate schedule, would not lose any deductions because he has no mortgage and takes the standard deduction anyway, and would get higher stock dividends if corporations had no tax liabilities and could repatriate their overseas earnings. But hey, what’s wrong with personally profiting from a public policy you support? Everyone else does it, so why shouldn’t I do it too!!

    rr @ # 66: I remember pretty well back in the mid-to-late 1970’s, when I was an undergraduate and professors in business school all thought that the problem was that executives had become too entrenched and were unresponsive to shareholder interests. The answer tauted back then was, well, to bribe them with even more money – stock options, bonuses tied to stock performance, etc. The thought was that would encourage executives to cut costs (including their own perks) and increase earnings.

    But the result wasn’t quite what the “reformers” were expecting. The first problem was that mutual funds were taking a much bigger role in stock ownership of companies, in large part because of the huge influx of cash into 401(k)’s by baby-boomers. A mutual fund manager’s decision to buy or sell a corporation’s shares did more to enfluence the stock price than any long-term plan to improve the company’s products, facilities, or market share. Since the mutual-fund managers were themselves being graded on how well their fund did in the short term, they looked to the short-term performance for the companies in their portfolio as well. The Mom & Pop & Grandma who bought stocks to hold onto for long-term performance had little influence, by comparison.

    But company executives found that this could work for them, as well. With their bonuses and the value of their stock options tied solely to the stock price of their company, anything they could do to goose the stock price would suffice. Whether or not it is in the long-term interest of the company didn’t matter, because they planned to have left the company and gone on to another one – with promises of an ever bigger payout – before the proverbial shit hit the fan. If they could time their actions so the maximum stock price hit right when their options matured, then they’ve accomplished their major goal.

    Take, for example, the Boeing CEO who preceeded Condit in the mid-1990’s. Shortly before he was to retire, he undersaw a program of massive early and forced retirements to cut back on job growth. He even forced a strike which Machinists’ officials grumbled was a waste of everyone’s efforts – he ultimately settled for the Union’s last pre-strike offer anyway. But a combination of the layoffs and the strike made Boeing’s earnings-to-assets ratio look very good, because expenses were cut while the assets remained the same. Boeings stock price went up just enough to allow him to cash in his stock options at the maximum value, shortly before retiring. He made millions. But in the long run, it hurt Boeing, which found itself unable to keep up with delivery schedules or supply existing aircraft with spare parts due to shortages. They had to hire back those forced into early retirement – at much higher “consultant” wages – to work through the problem.

    Tax fairness – it is very simple – the rich need to pay their fair share.

    Of course, this alone won’t solve the deficit – but along with closing tax loophjoles on oil companies and other loopholes (private jets) it will help. Why should the rich be the only ones NOT paying their fair share?
