I don’t know what to make of that number. I can’t find a numbered list of schools, and I’m not sure there is such a thing. I found a list of school districts that suggests “District 31” is the Mill A elementary school in Cook, Washington, located along Highway 14 on the Columbia River, but the aerial photo doesn’t match.

I think it is a non-school government building of some sort. I looked at a bunch of army and air force bases, but I didn’t see any roof tops with numbers. I know that the buildings are all numbered, but they aren’t painted on the roof.
I checked a couple of prisons, but didn’t see one with building numbers painted on top.

@3 You may be onto something. The arrows painted on the driveway are a clue, too. That’s not typical of parking lots. Maybe one of the juvenile prisons?

Looks like an airport on the west side of the state.

@5 No, not at all. That’s a ballfield with bleachers to the right, and a driveway from a parking lot at center, with what looks like a typical elementary or middle school building at left. Nothing in this picture says “airport”.
