Thank you Mr. Brown…

I logged on this morning to find a huge spike in traffic, and apparently the thanks goes to former International Arabian Horse Association Commissioner of Judges and Stewards FEMA director Mike Brown. He’s currently giving live testimony before a congressional committee (synopsis: “It’s not my fault”), and I’m told he actually gave credit for breaking the story about his inadequate resume.

Thanks for the on-air plug, Mike!

I suppose he thought that the domain name would discredit the information, but the facts are basically as I originally presented them: his immediate job experience prior to joining FEMA was a decade of regulating horse show judges for the IAHA, and subsequent investigation by both me and the MSM makes it pretty damn clear that he did indeed resign under pressure.

Further investigation by the MSM also revealed that his already thin resume was intentionally padded, and that he was just as unqualified to serve as FEMA’s general counsel (his first job at the agency) as he was to serve as its director. The guy simply was not qualified for the job.

That said, listening to Brown’s testimony, I think he’s saying something very important… something that speaks to the broader ideology of the Bush administration. He’s not just blaming the state and local authorities for the chaos in the aftermath of Hurricane Katrina… he keeps repeating that various rescue and relief operations are not and should not be the responsibility of the federal government.


In response, I would just like to point out that the whole purpose of having a Federal Emergency Management Agency is to deal with regional events that are so catastrophic that state and local agencies are unable to respond. If we can’t expect that from our federal government, I wonder what purpose the Union serves?

    I guess I missed that part in the Constitution that says the Federal Govt is supposed to take over all actions in an emergency. If Bush had sent in the troops over the protest of Governor Blanco, you all would be calling for his impeachment for abuse of power and violation of the posse comitatas rule.

    Brown was in over his head, but that doesn’t excuse the behavior of the Blanco and Ray Nagin. They are the front line in disasters, and they failed miserably at it. Their actions contributed directly to the disaster. Preventing food and water to be delivered, forbidding the Red Cross and other relief agencies to enter the city, failing to evacuate the most vulnerable of citizens – these are avoidable errors.

    This is important because it addresses where we are going in the next disaster. People need to wise up and be prepared to live on their own for 3-4 days. I haven’t heard any more about Gregoire’s hearings to see how well prepared we are here, but it will be interesting to see the plans. I wonder if it involves throwing up her hands and crying because the circumstances are just to overwhelming.

    I’m not excusing FEMA. I have repeatedly said that Brown was in over his head, and actions taken by them were poorly done or just just made things worse. The same can not be said of the military. They did an exemplary job of rescue, security, and general management. The initial confusion didn’t stop the the Coast Guard from saving thousands from roof tops.

    So, I’ve admitted FEMA didn’t work. When will you admit that the local guys screwed up?

    I emailed Mike Brown after he repeatedly lied for the second day in a row, on the third day of the disaster on all the major news networks (Fox News, CNN, MSNBC, CNBC, etc.). He lied about that there was food and water on the ground in New Orleans when clearly the people hadn’t yet received any food or water. The people were starving and dying because of his blatant stupidity and lack of character! In my email I told Mike Brown that he needs to stop the lies and come clean with the American people or he will be facing a Senate subcommittee. He never did that and here we are. I think if Mike Brown is found guilty of severe incompetence, he should be federally indited for all the people that died in the New Orleans convention center and the dome just before the evacuation.     Under this law’s Section 5170b, upon the direction of the President of the United States, FEMA could have performed all of the following functions by tapping each and every Federal agency:

    Performing on public or private lands or waters any work or services essential to saving lives and protecting and preserving property or public health and safety, including–
    debris removal;
    search and rescue, emergency medical care, emergency mass care, emergency shelter, and provision of food, water, medicine, and other essential needs, including movement of supplies or persons;
    clearance of roads and construction of temporary bridges necessary to the performance of emergency tasks and essential community services;
    provision of temporary facilities for schools and other essential community services;
    demolition of unsafe structures which endanger the public;
    warning of further risks and hazards;
    dissemination of public information and assistance regarding health and safety measures;

    Was it Mr. Brown or was it the President of the United States who was not conversant with the established law of the land for providing the above critical services during the Katrina disaster. Or was it both?

    Only an independent commission can satisfy the public’s right to know if laws were followed during this national disaster. Only an independent commission can determine if the elderly and poor drowned in New Orleans because neither the President nor his political appointee took the time to read the governing law of America on national disasters.

Well heck I’m just one of the citizens of dysfunctional Louisiana and I had a vested interest to keep tabs on the news and I heard her issue it. Yes, we already know Gov.Blanco should have followed the hurricane plan of Louisiana. She has readily admitted her mistake. Mayor Nagin, well he can’t figure out who is to blame yet, but we know it is not him – just ask him. To clarify, there were National Guardsmen in the Superdome approximately 500 then 750 before Katrina hit. The convention center was NEVER a designated shelter. Although I am not a Bush Baby supporter, he also declared a state of emergency before Katrina hit and that in turn gave FEMA the power to move forward. It was NOT the state of Louisiana that kept the Red Cross or any other aid from getting to anyone – it was FEMA that was stopping volunteers and responders. If you are not sure on this there are a whole host of individuals from across the United States that came to help but were stopped from entering the areas hit by Katrina. This not only happened in my state but also in Mississippi. There were people along the coast that were begging for help from anyone and FEMA was the last to arrive. Lets face it, Brownie could not handle it. So what if Blanco cried. I’m glad to see she has feelings. Next time she can stack the bodies up and crawl on top with a bullhorn and give a rousing speech. Oh and let us not forget the wonderful person that told Cheney “go f**k yourself” – that was a Mississippi hurricane victim. Hmmm…could he have been angry at the goverment? Gee, I wonder.

    Brown said that New Orleans was excluded from the list of disaster areas that were discussed 3 DAYS before landfall. The letter you just posted was written on August 27.

    I just pulled out a calendar. August 27 was Saturday, the day before Katrina hit.

    First, Katrina made landfall on Monday, August 29, not Sunday the 28th.

    Second, please note the following two paragraphs from the press release:

    Under the provisions of Section 501 (a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5206 (Stafford Act), and implemented by 44 CFR § 206.35, I request that you declare an emergency for the State of Louisiana due to Hurricane Katrina for the time period beginning August 26, 2005, and continuing. The affected areas are all the southeastern parishes including the New Orleans Metropolitan area and the mid state Interstate I-49 corridor and northern parishes along the I-20 corridor that are accepting the thousands of citizens evacuating from the areas expecting to be flooded as a result of Hurricane Katrina.

    In response to the situation I have taken appropriate action under State law and directed the execution of the State Emergency Plan on August 26, 2005 in accordance with Section 501 (a) of the Stafford Act. A State of Emergency has been issued for the State in order to support the evacuations of the coastal areas in accordance with our State Evacuation Plan and the remainder of the state to support the State Special Needs and Sheltering Plan.

    The 26th is three days before the 29th.

    Now, either Brown was simply mistaken about when the letter was written, or he was intentially trying to mislead Congress, or he is referring to some mysterious letter sent the 26th but of which no copy exists anywhere. Based on his demonstrated competence level, I’m inclined to believe the first explanation is most likely, but I’m not ruling out the second. The third is least likely. If LA had sent a formal request on Aug. 26 and such a letter did exist, the Bush administration would have their propagandists in the media touting it on every right-wing talk show and blog they could.

    Maybe this letter is with Bush’s missing TANG documents. More likely, the state and the feds were communicating informally throughout the lead-up to Katrina’s landfall, and someone in FEMA screwed up in writing the formal Statement of Federal Emergency Assistance, leaving out the southeastern parishes.

    Regarding your other next post, some related comments:

    If you read the letter dated Aug. 28, you’ll see that Blanco once again points out that the statewide state of emergency was declared on Aug. 26.

    But, of course, none of this is actually relevant. Brown is not referring to this letter in his testimony. He’s claiming there is another request that was transmitted from the state of LA to the feds on Aug. 26. If you could direct me to this document, I would love to take a look at it.

    Most likely, the Aug. 28 letter was just one of many communications between LA and the feds, and it doesn’t appear to be what Brown was referring to. Perhaps he was confusing the request that LA sent with the Statement of Federal Emergency Assistance the White House actually issued:
