Remove regulations on taxi operators. Open the market up completely to the “invisible hand” magic. That removes the disparate treatment and maximizes the stated legitimate objective – “fostering a diverse’ transportation-for-hire market” – bicycle rickshaws, cargo trailers, skate boards, Iditarod sleds, piggyback rides, whatever.

Dr. Harold Baumgarten, 91, died on Christmas Day of 2016, a month ago yesterday. Tom Brokaw called him “one of the greatest of the greatest generation.”
Baumgarten, who grew up in New York City, was a 19-year-old Army private in one of the first waves to land on Omaha Beach. Before the invasion, he sewed a large yellow Star of David onto his field jacket so the Nazis would know he was a Jew.
Of the 30 men in his landing craft, he was one of only 2 survivors. A key reason he made it was because he didn’t eat breakfast that day, and wasn’t seasick like most of his buddies. He was wounded 5 times in 32 hours of fighting before being evacuated to a hospital ship.

We all know the WW2-era U.S. military discrimination against blacks.
