This is a bit old, but good for the state for rebuilding state route 410. And now that the precedent has been set, I assume there’s a cost overrun provision. I mean to have a cost overrun provision in a county that gets $0.62 back for every dollar it puts into state coffers, but not one that gets back 2.24, well that would be madness. So while I don’t like the idea of cost overrun provisions in general, at least we’re being fair.
What? The state only has the cost overrun provision in the King County project? Well then, I guess I’ll have to vote to Reject Referendum 1.

One is a $8m project involving very typical construction work. The other is a $3,100m project involving “—st in the world” type construction. Most simple highway projects don’t have cost overrun provisions, even the ones in king county.
You should vote against it because an unknown liability for construction on a state highway should be borne by the state. It’s not like KC wouldn’t end up paying most of it in increased state taxes(or, more realistically, reduced services) anyway.

Why does a bunch of concrete pontoons cost five times as much? Why must we spend four billion on a tunnel when less expensive options are available?

Well if you are really in a high income bracket, you do get more back.
You get a stable government and a relatively stable financial system that allows you to easily reinvest your money.
You get military and police services that protect you better than in any other country.
Try comparing your life here to elsewhere. Except for a few micro nations in Europe (where land is very, very expensive; and they freeload on the rest of Europe) you can’t come close to the deal the rich get here.

If you are referring to the poorest in this state earning $20K or less they are paying about 17.3% in state taxes while those earning over $500K pay 2.6%. Link
