The point of criminal trials and the procedural rules that overwhelmingly favor the accused is to reduce the chances that the people “jump the gun”.
If SCO has eyewitness testimony corroborated by supporting documentation that the President violated the law, that is by definition grounds for empaneling a House committee and convening public hearings to consider articles of impeachment.
So far, that we already know of, two eyewittnesses have given sworn GJ testimony that candidate Trump violated campaign finance laws. If the SCO provides the House with financial and communications records corroborating this testimony the House is Constitutionally obligated to open hearings. Structuring payments to misappropriate campaign expenditures and conceal those expenditures from disclosure and oversight are felony violations.
And let’s be very clear here: this is just one of no fewer than five separate criminal investigations into individual 1 by no fewer than four independent criminal prosecutors, including so far obstruction, tax evasion, wire fraud, conspiracy to solicit bribes, bank fraud and conspiracy to defraud the United States. Nixon never even came close.
And it must be emphasized that with only the exception of the criminal tax division of the NY State AG, none of these criminal prosecutors are empowered to directly investigate the President. They are limited by statute and by policy to investigate related matters only or the candidate only. Only Congress is empowered to directly investigate the President.

@39 I’m not sure what’s being discussed, but Trump just might be crazy enough to think he can coerce the Democrats into giving him his border wall money in return for nothing more than reopening the government. If so, it’s going to be a long winter.
The way politics normally work is the Democrats would write an immigration bill with some stuff for Dreamers and other things they want in it, insert some money for beefing up border security in general, and insert a down payment on Trump’s wall. In other words, no DACA, no money. In this world, you don’t get something for nothing.
I’m sure the Democrats understand they’ll have to pay for DACA. Does Trump understand he’ll have to pay for his wall? And if he doesn’t, will McConnell and some Senate Republicans make him understand it, to preserve their own hides?
It’s perfectly conceivable that Trump is so hellbent on closing our country to immigrants, period, that he’ll demand his wall and border security and make NO concessions on immigrant.
Of course, when I say “immigrants,” I mean brown-skinned immigrants. I doubt Trump has any problem with people coming from Scandinavia (i.e., Aryans) or Canada. What this is really about is preventing the browns from someday getting a voting majority in this country. Trump and his white supporters know perfectly well the browns will never vote for a white supremacist party, which is what the GOP is now. In theory, at least, it’s a lot easier to keep them out than to keep them from voting. Ultimately, this whole immigration thing is really about electoral advantage.
