“With such a narrow margin, it is likely the race may not be decided for days. Mail-in votes from domestic voters can still be counted if they were postmarked by Tuesday and are received by counties by 5 p.m. Wednesday.”

That sounds to me like “outstanding votes we don’t know about.” Also, recounts usually pick up some votes missed in the first round. Of course, all these votes could go either way.
This is the breakdown by county, and it shows that votes for both candidates appear to be highly concentrated in pockets, rather than evenly spread through the district:

So if you get, for example, a batch of mail-in ballots coming into Bexar County, they’re probably going to break heavily for Cisneros, and the reverse in Webb County — those are the two big counties. Where there are ballots still in the mail, and how many, of course are question marks.

Right now, as I type this there is more than one Republican legal challenge regarding ballot curing in that very state. The new Texas ballot has confounded a significant percentage of (generally older) Texas voters who failed to properly affix the required thumb print in placental blood on the inside flap of the security envelope as instructed in 3 point font.
My guess is the race won’t be decided for months.

I obviously believe this is wrong, especially with regard to Degen’s projected flip of 50 house seats and a takeover of the Senate. I still expect Republicans to win a majority in the House. But owing in large part to the court’s overturning of not only Roe but also Griswold, I think we will see unexpected turnout in suburban districts that will deviate from the historically based projections.
But mostly I think this proclamation by Republicans, especially as it regards this House race, reveals a fundamental weakness in their thinking born up mostly by the usual racism. We know that Roman Catholic voter’s views about the role of abortion birth control policy in politics has evolved a lot since the 1960s and 1970s. And that has partly been because of the church itself, but also because of the role the issues have played in our political debates. When it comes to politics and public policy, many Roman Catholic voters have been forced to choose between the church’s views on abortion and marriage equality, and the church views on social welfare, capital punishment, warfare, poverty, childcare, and healthcare. Roman Catholics do not align politically with the Evangelical Republican base.
But this Republican analysis of Cuellar’s district (and the valley in general) presumes that Latino Roman Catholics are fundamentally different from all other Roman Catholics. There is some solid data to suggest that they do differ. But mostly around immigration. Republicans in general ague that Latino Roman Catholics are intellectually less capable of navigating nuanced political views.
Obviously very large majorities of American Roman Catholics are not particularly doctrinal in their own lives when it comes to the church’s various prohibitions. They engage in sex outside of marriage (just like a Roman Catholic Priest!). They use birth control. They eat cheeseburgers on Friday. They masturbate. There’s scant evidence that Latino American Roman Catholics are any less inclined to perform these same maneuvers either politically or in their daily lives.
