The one “wealth” tax I’d support is the elimination of stepped-up basis for inherited equities. There are two reasons for this:
1. The deceased would have owed taxes on the gain had there not been a croaking event. Those taxes should be paid.
2. A lower basis for inherited shares would increase the likelihood that those shares are donated @ 67 so that the gain, and the taxation of the gain, can be avoided.
I’m reminded of the time 10 or so years ago that Goldy shared on HA a draft of a letter he planned to send to the Seattle Times, which had published a story about a Redmond farm owner who was doing a real estate transaction in order to avoid the death tax liability that his children would otherwise bear.
One of Goldy’s criticisms of the farmer’s pre-emptive estate planning effort to avoid taxation upon his death was that the man was not yet dead.
