Oversight has unusually broad authority compared to most House committees. That’s what makes it a plumb committee. Nobody knew who fuckwits like Trey Gowdy, or Jason Chaffetz, or Darrell Issa were until they took that gavel and used it to create hundreds of hours of sound bite clips perfectly crafted for the modern era of hot take media. The committee staff and lawyers are plenty eager to obtain a dispositive ruling on that authority as early as possible in the term so they can get on with their own show without bothersome constraints.
It would be a trivial thing for committee lawyers to offer a concrete legislative purpose for these inquiries. But they don’t want to give anything away that they don’t have to. Remember Gowdy and Chaffetz spent four years investigating BENGHAAAZIII!! with no constitutional authority to initiate legislative action regulating the President’s conduct of diplomatic missions abroad. Article II, sec 2 is a great big spider hole that president sundowner has every intention of crawling into if he can.
