The CEO of TransCanada has agreed publicly with the Reuters report that only 50-90 permanent jobs will be gained by construction of Keystone XL. Better yet, those inderect jobs? Well the steel used for construction is already under contract….in India.
This is republican math. Longshoreman who already have jobs will have jobs when the steel is unloaded so those people who are already employed will get jobs from Keystone construction. Railroad employees who are currently delivering goods all over the nation will now make a stop somewhere near the pipeline route so those workers who currently have jobs count as new jobs created by the pipeline.

In the meantime, republicans are already swinging at a potential horse corpse. According to WSJ reports and Bloomberg oil needs to be somewhere above $75/barrel to make shale oil profitable. Oil closed today at $75.64 meaning tapping all that oil in Canada is now barely worth doing. And the prognosticators suggest Russian recession which seems likely will push oil under $70.
By the time the President gets a chance to veto the not jobs producing project, the oil may cost more to get out of the ground than it can be sold on the international market. The companies in the Bakkan oil field may be begging the President to veto in order to not further bust their investment in American shale oil.

So OPEC expects oil to remain above the price at which it’s reasonable to extract from oil sand/shale for a long, long time. The pipeline would require two years to construct, and things may be very different two years from now.
Things to consider:
1. For whatever reason Saudi Arabia is not cutting production, as would be expected in a falling-price market. What happens to prices if the Saudis revert to their norm?
2. Oil price spikes such as that which worsened the economic crisis in 2008-9 would be less likely if there were a more broadly based supply.
3. Halliburton apparently sees this price pullback as a buying opportunity

Obamacare is unpopular. Amnesty is unpopular. At some point there might be a reason for Democrats to get behind something that more of the public supports.

The biggest issue undercutting that argument. If Canadian shale comes online the Saudis will have to go to drastic cuts to prop up the price per barrel. But Saudi oil is much much cheaper to drill.
The other action they could take is to do nothing. Let the price per Barrell hang at $70 for an extended period and see how many shale drillers are willing to go into bankruptcy hoping that the market will turn around. The Saudis can continue to earn profits even as low as $50/barrel and some analysts are predicting it may go that low in 2014. North American shale…not so much at $50.
Of course republicans in Congress will push for greater tax incentives and maybe even outright subsidies to the oil sector to something something….free market…something…supply and demand…capitalism…something…socialism is bad for America but good for Oil….something.

Keystone will not help us be self sufficient. It is singularly designed to move foreign oil to the international commodities market. In the meantime any external costs (healthcare, spills, loss of farmland) will stay in America.
Now stop and think about the cost of production. If the Chevron refinery in Richmond CA can receive raw crude from the middle east at $60/barrel shale producers will either need to produce at great loss to match that price or the U.S. Taxpayer will have to subsidize production in the Bakkan field to remain competitive. Fracking costs vary among companies, but currently average around $62-$65. The most efficient frackers can stay in business with oil at $70 or $75, no problem. Plus, they’re getting more efficient, and a couple of the big frackers say they’ll have costs low enough to survive $50 oil in a year or so.
Canadian oil sands is different. Their costs are around $65 and unlike the frackers they don’t have much prospect of being able to lower them. If oil goes to $60 or $50, they lose money, which means Keystone would have no oil to transport. Obviously, even if Keystone eventually gets approved, TransCanada won’t build it in a $50 or $60 oil market.
Keystone might get another, and more successful, vote next year. But there are still hurdles to building it. Obama could veto it, and it’s very doubtful GOPers would round up enough Democratic senators to override. But even if Keystone were approved today, it still would be held up by route selection litigation in Nebraska courts, probably for another year or two.

Pundits are divided on whether oil is bottoming in the $70s or will go lower. They’re divided over what’s causing the price decline, and how long it will last. My guess is it’ll eventually stabilize in the $80s or $90s, which is high enough to support U.S. fracking, and also high enough to support Canadian tar sands and Keystone.
Keystone has nothing to do with Bakken or domestic fracked oil. It’s sole purpose is to transport Canadian tar sands oil to the Gulf coast for export. It’ll create a couple thousand temporary construction jobs for a couple years, and about 50 permanent jobs. (Pipelines are largely automated these days.) The type of local economic booms that accompany pipeline construction always disrupt the communities they go through. The high-paying construction jobs go to outsiders, transient oilfield and construction workers with relevant skills, not locals. What local communities mainly get from it is overwhelmed public services, housing shortages, and inflation.
