He’s not even a horseman. He was hired by IAHA because, as a non-horseperson, he had no dog in the fight, so to speak
So Brown went from a horse show commissioner who knew nothing about horses to a Federal Emergency Management Agency director who knew nothing about managing emergencies. At least he’s consistent.
So, what the hell am I doing reading horse fancier forums? Well, after breaking the story on our stunningly unqualified FEMA chief, I suddenly found myself in the middle of row between angry horse breeders, emailing me comments, links and press releases, from both sides of the Brown debate. For example I just received a copy of a press release from the IAHA’s successor, the Arabian Horse Association, attempting to rehabilitate Brown’s reputation:
Barbara Burck, executive vice president and chief administrator of the association added that “Mr. Brown had a long and successful career with IAHA and was regarded as upholding the highest standards of integrity and demanding excellence in all areas under his jurisdiction. His legal background and management skills enabled him to accomplish the rigors of the job with professionalism.”
“He dealt with issues related to enforcement of rules and regulations that often generated passionate dispute by advocates on both sides of his decisions,” she added. “Several of those enforcement issues resulted in litigation. Due to the nature of Mr. Brown’s duties as commissioner, he set up his own Legal Defense Fund Trust to supplement the IAHA Legal Defense Fund. Following his departure from the IAHA, the entire sum in the Michael D. Brown Legal Defense Fund Trust was transferred to the IAHA Legal Defense Fund.”
President Myron Krause stated, “Brown’s contract was not terminated by IAHA, he resigned. Furthermore, there was no due cause to terminate his contract.
Yeah… well… sure… that’s somewhat how some of my sources remember it, but certainly not the majority, and it’s contrary to how it was reported at the time. In a November 2000 newsletter, the president of the New Hampshire Arabian Horse Association specifically reported back from the national convention that Brown was “requested to resign.” And several IAHA board members, including its former president, have confirmed this account in the MSM. And according to an interview with IAHA Secretary Gary Dearth in the Nov. 2000 issue of Arabian Horse World magazine, it was apparently Brown himself who originally complained that the Executive Committee was forcing him out.
Q: Why do you feel that prior to his resignation, Mr. Brown repeatedly stated that he does “not have the support of the Executive Committee”?
A: This talk of lack of support for Mike Brown has become rather tiresome. The Executive Committee, approximately a year and a half ago, gave Mike Brown a three-year contract rather than annual contract extensions which had been the tradition in the past. When you look at concrete support and not just talk, there is no stronger support than a three-year contract. However, information that came to light at the August Board meeting

The reality that virtually no one on this blog wants to face, is that a massive response like Katrina will take 48-72 hours to mount. No party, no politician, not even the worlds best military can perform logistical magic.
One question I have for you spewing partisan venom, where were you in 1999? FEMA didn’t do much better under much less taxing conditions, when the floods that followed Hurricane Floyd left tens of thousands stranded up and down the Eastern seaboard, wondering what happened to federal rescuers.
New Jersey, Virginia, North Carolina and Florida were hit hard when Floyd slammed the coast on Sept. 16, 1999. It was the worst storm to hit the U.S. in 25 years – yet it killed only 61 people. That death toll expected to be dwarfed by Katrina.
Clinton FEMA Director James Lee Witt won high marks for hurricane preparation, but the flood that followed swamped his agency.
A full three weeks after the storm had passed, Rev. Jesse Jackson interviewed Witt on his CNN show “Both Sides Now” – and complained that flood victims were still suffering from a “misery index.”
“It seemed there was preparation for Hurricane Floyd, but then came Flood Floyd,” Jackson began. “Bridges are overwhelmed, levees are overwhelmed, whole town’s under water . . . [it’s] an awesome scene of tragedy. So there’s a great misery index in North Carolina.”
Witt explained that the storm’s devastation was unparalleled, prompting Jackson to ask what was being done for the thousands of families left homeless by Floyd.
Though nearly a month had passed since the storm first hit, Witt said his agency was just beginning to address the problem.
“We’re starting to move the camper trailers in,” he explained. “It’s been so wet it’s been difficult to get things in there, but now it’s going to be moving very quickly. And I think you’re going to see a — I think the people there will see a big difference over within this next weekend.”
The Clinton FEMA Director came in for more criticism during another CNN interview – this time for failing to do a better job with Hurricane Floyd evacuation efforts.
“I hate to do this to you so early in the morning,” host Carol Lin began apologetically.
“But I want to show you some video of Hurricane Floyd. This was the evacuation scene out of Florida last year. And you can recall, some three-million people in three different states were hitting the highways, jammed back-to-back trying to get away from the danger. And much of the local as well as the federal government was criticized for this backup. What is being done this year to prevent something like this from happening again, keeping people out of harm’s way?”
Witt explained that evacuation problems were to be expected under such dire conditions. “It was very unusual when you had multiple states all evacuating at the same time,” he told CNN. “It was the first time that that has happened that way and it did clog the highways.”
While Witt’s reputation remained largely intact after the Floyd fiasco, more than a few of the storm’s thousands of flood victims complained that the agency had failed them.
“I had heard FEMA was going to be downtown, so I got up early to get down there and get in line,” one North Carolina woman told the Associated Press, recounting her ordeal months after Floyd had passed. “The time came and nobody was there, just all these people waiting in line.”
FEMA’s sorry performance left her overwrought.
“I had been let down so many times, I just lost it,” the flood victim said. “A friend of mine came walking up, and I just started toward her. She said, ‘Robin, what in the world is wrong?’ I was just standing there in the middle of the street crying, totally disoriented, practically hysterical.”
Weeks after Floyd’s floodwaters subsided, the suffering for many had yet to be addressed.
“We passed hundreds of families sitting outside their now-uninhabitable homes, with their water-soaked possessions spread out on their lawns,” the Raleigh’s News & Observer noted on Oct. 3, 1999.
“Desperately picking through the mess for anything to salvage, most people – particularly the elderly – seemed to be in a state of shock.”
And where was FEMA?
“The larger towns had a visible FEMA and Red Cross presence,” the paper said. “But in smaller towns it looked like utter confusion and despair – no one in charge, no one knowing what to do or where to go for help.”

Mayor C. Ray Nagin ordered law officers and the military late Tuesday to evacuate all holdouts – by force if necessary. He warned that the combination of fetid water, fires and natural gas leaks after Hurricane Katrina made it too dangerous to stay.
In fact, the first government tests confirmed Wednesday that the amount of sewage-related bacteria in the floodwaters is at least 10 times higher than acceptable safety levels. Dr. Julie Gerberding, chief of the Centers for Disease Control and Prevention, warned stragglers not to even touch the water and pleaded: “If you haven’t left the city yet, you must do so.”
As of midday, there were no reports of anyone being removed by force. And it was not clear how the order would be carried out.
Active-military troops said they had no plans to use force. National Guard officers said they do not take orders from the mayor. And even the police said they were not ready to use force just yet. It appeared that the mere threat of force would be the first option.
“We have thousands of people who want to voluntarily evacuate at this time,” Police Chief Eddie Compass said. “Once they are all out, then we’ll concentrate our forces on mandatory evacuation.”

As far as the topic. I happen to agree with the blogger. Mike Brown does need to go, but unless he’s got it in for Brown, I don’t see why he’s not also calling for Nagin and Blanco to go. There are hundreds of articles and now even CNN, ABC, etc. that make it pretty clear that the Governor Blanco and Mayor Nagin have at least as much a share in this disaster as anyone at FEMA.
I think most that comment here are simply angry with Bush and willing to say or do anything to attack him. That’s sad, because as much as you want to believe it, Bush did not cause the hurricane, nor did he handcuff 20% of New Orleans to their homes so they could not leave. Even in the absolute best case scenario, it would take FEMA 24 to 28 hours to get in after a hurricane. But what matters in hurricanes and other known impending disasters is what happens before the disaster hits. In that regard, Mayor Nagin failed his citizens miserably. There is a lot of blood on his hands.
I understand the frustration that many on the left have with Bush. But the over the top irrationality does not help the case. You can say a lot of bad things about Bush, but implying that he actively hates Americans and wants to kill them is just beyond the pale. Seek counseling.

I agree with a lot of the social policies of the left, and I think there are some good, well intentioned people on the left that are fighting for some important issues. But when I see outright attacks on the President that are largely undeserved, such as accusing him of hating black people and holding back FEMA to kill more black people, and you wanting to fight your own countrymen in some kind of crazed civil war, it certainly does not make me want to run out and vote straight ticket Democrat.

I mean really, No Wonder, look at what kind of leaders they vote for — Dick Cheney, 5 deferments, never served; George Bush, AWOL from National Guard during wartime; virtually none of the Republicans in Congress served in the military, and many went out of their way to evade the draft to avoid Vietnam — not the kind of personal record that’s very compatible with the values most military folks purport to profess.
On the other hand, Republicans do not hesitate to savage actual veterans when it suits their political purposes — McCain, Cleland, Kerry, etc.
No Wonder, the conclusion is inescapable that military people who vote Republican do so because they’re Republicans, not because they’re military people. They vote Republican DESPITE the fact the Republican leaders they vote for have sorry personal records of draft avoidance and non-service to their country, and DESPITE the anti-military voting record these people have in Congress.
But you are probably mistaken to assume that all military people vote Republican. At the Democratic county caucus last year, I met a young soldier just returned from Iraq who told me the officers and NCOs are heavily Republican but in the enlisted ranks it’s about 50-50. That was my experience in Vietnam, as well — we had some real conservative, real gung-ho guys who came into the military as Republicans and left the military as Republicans, but certainly not everyone in my unit’s ranks was a military lifer, a southern conservative, a Republican, or pro-war. Only some of them were.
In my opinion, being a Republican is nothing to be proud of. Being an ultra-nationalist, being willing to go to foreign lands and kill people there just because our country can, is nothing to be proud of. Systematically torturing innocent civilians of those countries — and then defending such a policy when you’ve been caught — is nothing to be proud of. Thinking we have a right to take oil or other resources from other peoples by force, simply because we want it, is nothing to be proud of. Lying is nothing to be proud of. Calling your fellow Americans “traitors” is nothing to be proud of. Sending our young people into battle with little or no armor is nothing to be proud of. Supporting a policy of railroading wounded soldiers into early discharges so the military won’t be responsible for their medical care is nothing to be proud of. Cutting veterans benefits is nothing to be proud of.
Republicans have brought shame and dishonor to themselves and our country. I don’t understand why anyone would admit to being a Republican, much less brag about it, or pretend to be proud of it. Being a Republican is NOTHING TO BE PROUD OF, it’s dishonorable.

Good question, and I’m glad you asked.
What do Americans do when fuel is cheap? They burn it frivolously. They buy gas guzzlers and drive them on late-night hops to the convenience store for a pack of cigarets or a 6-pack of beer. They move to the exurbs, build big houses that need a lot of heating, and commute, 1 person to a vehicle, long distances every day.
The problem with this is that America doesn’t have enough oil to feed this frenzied demand. Not nearly enough. We have to buy 60% of our oil (the percentage rises every year) from foreigners, and no small part of it from our enemies.
A decade ago, Al Gore was mocked by people on your side for suggesting a 50-cent federal tax on gasoline to curb demand. Our country didn’t do that, and guess what — since then, oil producers have imposed a $2.00 private tax on the same gasoline. That money is not going into federal coffers to reduce a government deficit that will lead to higher interest rates, higher unemployment, and higher inflation. It’s going to foreigners, who use it to make themselves the owners of our companies, our real estate, and our economy. More and more Americans are working for them, instead of American business owners. Some of it is going to our enemies, who are using it to finance wars and terrorism against us.
How smart is that?
When demand for a commodity exceeds the supply, prices will rise until consumers reduce their demand to fall in line with supply, or increased investment increases supply to meet demand, or a combination of the two.
Right now, the limit to gasoline supply is two-fold: Limited refining capacity, and a ceiling to the world’s oil pumping capacity, which now for the first time in history is at 100% production with no usable excess capacity anywhere in the world to meet increased demand. This means gasoline prices will rise until consumers limit their consumption. It’s immaterial whether the price increase is government taxes or oil refiner profits. The supply-demand imbalance determines the pump price; whether government taxes gasoline simply determines who gets what portion of the pump price determined by market forces.
If Al Gore’s mocked-and-reviled 50-cent gas tax were in place, that’s 50 cents a gallon less that would be going to oil producing countries and refining/distributing companies, and 50 cents more that would be going into a federal treasury that’s running half-trillion-dollar deficits.
Al Gore was right; his critics were wrong.

Bush isn’t supporting the troops with what they need, and he isn’t asking the home front to do squat for the troops. Part of the demand side of the equation is the Iraq war is soaking up large amounts of fuel — wars are oil gluttons. What’s needed is for American consumers to cut back on their wartime fuel consumption. If they don’t, prices will rise, until high prices forces consumers to adjust their consumption to the available supply.
I have very little sympathy for the people complaining about high gas prices, even though I’m hurt by it, too. Americans brought the high gas prices on themselves with their profligate consumption behavior when gas was cheap. Ironically, it’s high gas prices that will be the political undoing of the GOP. Americans have this arrogant notion of possessing a God-given right to cheap gas, and will turn on the politicians they think took it away from them. What a stupid reason to vote out a party that has given us so many good reasons for voting them out, but if the GOP loses, it will be because of gas prices. How ironic.

Louisiana National Guard Offers Help By Phone From Iraq
BAGHDAD—The 4,000 Louisiana National Guardsmen stationed in Iraq, representing over a third of the state’s troops, called home this week to find out what, if any, help they could offer Katrina survivors from overseas. “The soldiers wanted to know if they could call 911 for anyone, or perhaps send some water via FedEx,” said Louisiana National Guard spokesman Lt. Col. Pete Schneider. The Guardsmen also “would love to send generators, rations, and Black Hawk helicopters for rescue missions,” but, said Schneider, “we desperately need these in Iraq to stay alive.” Defense Secretary Donald Rumsfeld praised the phone support, but noted that it would take months to transfer any equipment from Iraq to New Orleans, saying, “You fight a national disaster with the equipment you have.”
