I am still wrapping my head around Mayor Harrell’s budget. It seems certain that the high water mark of the defund movement in Seattle will be in the past as even taking parking enforcement out of the hands of the police is at least proposed to go away.

    The survey – which was taken in July and polled people who participate in 401(k) plans – reported that half of the employees said they have taken action to cope with financial strain in the past six months.

    Among those taking action, 21% say they are tapping emergency savings to pay the bills, 21% are working extra hours, 20% are looking for a higher-paying job and 6% are resorting to a 401(k) hardship withdrawal, the survey found.

    It would depend entirely on how the survey designers define “likely voter” and modify their survey panel results to better reflect that definition. In addition it would depend on what states they drawing their panel from in what numbers and how much those states may have changed their registration requirements in the last two years and to what extent registration by party may have shifted since March of this year (more than two months before Dobbs).

    “The sample was weighted according to gender, age, race, education, 2020 election turnout and Presidential vote, baseline party identification, and current voter registration status. Demographic weighting targets come from the 2019 American Community Survey. Baseline party identification is the respondent’s most recent answer given prior to March 15, 2022, and is weighted to the estimated distribution at that time (33% Democratic, 28% Republican)”

    Opt-in panel surveys are one way to spot and measure trends. But the trend analysis collapses the minute you redefine the panel. Degen is doing the same thing he accuses Democrats of doing. He’s speculating the outcome based upon what he desires, rather than what can be reliably measured in the data.

    To whatever extent the shift represents change, it is 5 points from Sept 17-20 to Sept 24-27, rather than 9, and the resulting generic is tied at 44%.

    For those not following along, if you do accounting and you take $1m out of the budget but also remove $1m in program costs the result is zero.

    So this new budget takes ‘Parking Enforcement’ from DOT and puts it back into SPD and now you’re crowing about being ‘forced’ to increase SPD funding by putting the zero sum amount from one city department back to another.
