These July polls are mostly surveying “registered voters” as opposed to “likely voters”. As we get closer to November many polls will begin to apply a “likely voter” adjustment. Normally that narrows the field and changes the composition of those included in the polling.
But that shift can be unpredictable.

There’s no legitimate law enforcement purpose to any of that. Any readily identifiable purpose would be corrupt and unlawful. It’s unlawful in Oregon to prevent someone from recording public officials performing their duties in a public place. It’s unlawful in Oregon to engage in non-consensual detention or arrests without identification. And of course it’s unlawful in Oregon to arrest people without warrant or probable cause.
