More likely he was being overly possessive of the public sidewalk in front of his house, which he and his wife bought less than a year ago. But maybe there’s more to it. He accused the victim of causing trouble in the neighborhood, and he may have been doing that, or not. Maybe he’s just profiling. Much remains to be determined. But three things are clear:
1. Black people live in the neighborhood, so there should be nothing inherently suspicious about a black youth walking past his house. (There shouldn’t be anyway, under any circumstances.)
2. The cop who said he couldn’t arrest Pentland for assault is wrong. Pentland shoved the youth. That’s assault and battery.
3. Regardless of whether the victim was just minding his own business, or was “aggressing,” “picking fights,” and/or “harassing” neighbors as the Pentlands claim, Pentland had no business taking matters into his own hands. Unless the victim posed an imminent threat, and there’s no indication he did, he should’ve called the cops to deal with any situation that existed. (But if the victim was just walking home, as he told Pentland, and no “situation” existed, then Pentland had no business calling the cops, either.)
Pushing the guy is misdemeanor assault, a minor charge. The biggest consequence for him is likely to be termination of his Army career. The post’s commanding general has already condemned his actions and promised a full investigation. Pentland has enough time in service to walk away with a pension. He’d better take it while he can still get an honorable discharge.

Oddly enough, RCSD has made no indication of any further investigation of these reports or any arrest arising from them. These reports were taken on the same day that the viral video was made, which was Monday of this week.
Seems weird. Eyewitness reports of criminal sexual contact and attempted kidnapping of an infant. No arrest made.
