    The American people deserve a Supreme Court that is accountable to basic, minimal ethical standards for their professional conduct. This court, under CJ Roberts, continues to fail in rising to meet that basic obligation. Again and again scandals arise to darken the court’s reputation and erode public confidence. The court shows itself to be ungoverned, and increasingly ungovernable. But under Robert’s failed leadership nothing happens to right the sinking ship. There is no debate that the overwhelming majority of Americans, regardless of their political ideology or partisan allegiance, believe that the Supreme Court should be accountable to a professional code of conduct.

    Time will run out. It must if we are to preserve the institution of the Supreme Court.

    The Senate will vote out of committee legislation that would impose a code and an accountability mechanism before the August recess. It would also give Roberts a deadline to allow him and the others to develop and implement their own internal ethical professional conduct code. This legislation will be overwhelmingly approved by the vast majority of Americans regardless of their voting history or political persuasion.

    Republicans will oppose it as if their lives depended upon that opposition.

    Since according to existing Senate rules such legislation would be subject to being blocked by the corrupt Republican minority, I’m confident it will be blocked. However I believe the rules committee should adopt rules for this bill that would require all current members to cast a vote to sustain or terminate any filibuster offered by the minority. Every Senator facing the voters in 2024 should be forced to declare how they stand.
