Of course, the judgmentalism underlying this argument is entirely inappropriate, and the reasoning itself is logically flawed.
Lack of health coverage most severely impacts children, yet no one (at least, no reasonable person) expects children to “work hard” for their health care. Conservatives seem willing, if not eager, to punish kids for having undeserving parents.
But the whole question of “deservingness” is a red herring. This “zero sum” approach to who gets health care is unnecessary, because our country is rich enough to provide health care for everyone, and the whole system is more efficient and cost-effective if we do it that way. The conservative notion that people should be punished for not being successful enough is unethical and needlessly cruel.

People work hard for what they have, they shouldn’t have to worry about losing everything they’ve worked for because of some capricious action on the part of their health insurance provider or from a medical emergency while in between jobs.
