Mortgage lenders started making risky loans back in 2003 when the traditional credit-worthy home buyers all had houses but the world had an insatiable appetite for mortgage backed bonds. At least 3 years before the Dems took over the Congress.

Throughout the ENTIRE Bush term in office, the economy did not produce nearly the jobs it did when Clinton was in office.
Bush’s policies of rewarding the rich and well-connected and wasting badly needed resources on a money pit in Iraq have completely FAILED the American people.
And that’s why Bush’s approval rating is in the twenties – lower than any President in history.

The banks that were regulated under the CRA made a very small percentage of the sub-prime loans. In general, the loans made under CRA regulations actually have a good performance record. The CRA was designed to correct the old discriminatory practice of red-lining.
At least half of the bad loans were made by mortgage lenders like Country-Wide and were not bound by the CRA. These bad loans financed McMansions and other homes in suburban sub-divisions in places like greater Las Vegas.
Fannie Mae and Freddie Mac don’t lend to the home buyer. They bundle loans into mortgage backed bonds and by doing so compete with all the other investment banks serving the once insatiable market for higher yielding bonds.
