Given a deeply flawed criminal justice system that convicts disturbingly large numbers of innocent people, as shown by numerous DNA exonerations, the death penalty should be applied with extreme caution; but there’s no doubt that some killers whose guilt is not in doubt deserve to be dead, whether by the hand of the state, a police bullet, or a shank in the ribcage. The problem with going after a license is as you point out, you need the “smoking gun” or more like the “smoking corpse” as the good doctor is advocating, in order to justify revocation of a license. In an effort to be ‘tougher in crime and perverts’ many states have placed such burdens on people on the list that it becomes cruel and unusual.
Once someone has served their time and parole they can’t reenter society because they can’t rent a place to live. In some states you can’t live anywhere a child might possibly be….forever. In other states parole officers are required to report to prospective employers.

Here’s how that works in real life: The people most likely to be uninsured, i.e. the working poor, can’t afford to set aside money into HSAs, and if they do, they get zero tax benefit because they don’t earn enough to owe taxes. Those in the highest tax brackets get the most benefit from HSAs. Also, the key feature of an HSA is that it’s NOT a transfer payment. In other words, the rich get to keep all of their money, and the poor get only such health care as they can pay for themselves. A Republican scheme if there ever was one. It follows that no matter what Trump and Congress come up with, it won’t solve the uninsured problem, nor will the non-rich be better off. In a world in which 8 people own more assets that half the world’s population, a system at least partly based on transfer payments ought to be a no-brainer.
