    Democrats nationally – or at least one of them – proposed a (long term) federal capital gains top-rate increase to 28%. I assume that’s exclusive of the Obamacare tax, so with that 3.8% assessment on top of that the top rate would total 31.8%. In 2012 the top rate totalled 15%.

    Given that at the federal level, Democrats essentially have proposed a doubling-plus of the highest capital gains tax rate compared with what it was only 25 months ago, what does this mean to Inslee’s proposal to tax capital gains on the highest earners in WA state? Because to them, a 15% combined rate in 2012 would become 38.8% if Obama and Inslee each got what they wanted. That’s a tax increase to some of more than 150%.

    What would HA types think about the wisdom of using a very inconsistent capital gains revenue stream to fund a consistent increase in needed spending in education in this state? Sales taxes are more consistent than cap gains taxes, and yet Goldy expressed concern about the sales tax revenue stream continuity when it applied to funding Metro. Shouldn’t there be even greater concern about continuity of a revenue stream if it is to be used to fund education?

    What would HA types think about the wisdom of Inslee’s plan to drain money from the WA state reserve fund in order to help meet Inslee’s current spending proposals? That reserve fund needs to be there so it can be tapped when the economy is contracting, not when it’s expanding.

    Is it really up to the WA GOP to suggest an alternative, or could a fiscally conservative Democrat/progressive in this state also point this out, and begin to propose an alternative him/herself? Duncan Hunter’s already looking at lowering Inslee’s proposed cap gains tax rate and possibly making it apply to people like Roger Rabbit, and not just people like Nick Hanauer and Jeff Bezos (OK, broadening it – I inserted the names). It’s a start.

    It might be hard for a partisan to discuss the reality of passing such substantial tax increases, given current legislative composition at the WA state and federal levels. Probably wouldn’t be boring to try.

    Remember back in July when Mayor Murray, Uber, Yellow cab and Eastside For Hire were singing Kumbaya after the Mayor’s 60 day mediation supposedly produced an agreement between all the parties? The Seattle City Council bought it and pushed through Uber’s bill regulating TNCs, Taxis and For Hires.

    That was so last year! Now Uber’s bought-and-paid-for boy in the state Senate, Cyrus Habib, has introduced legislation prohibiting local regulation. Other than Mike O’Brien, Murray and the City Council should be feeling pretty stupid right now.
