These government failures are not merely a matter of incompetence. Louisiana and New Orleans have a long, well-known reputation for corruption: as former congressman Billy Tauzin once put it, “half of Louisiana is under water and the other half is under indictment.”
But the flood confounded the plan, and the world began to see a tide of human misery rising from the water – ragged, sick, desperate and disorderly. Some foraged for food, some took advantage of the chaos to commit crimes. All in all, they acted exactly the way you could predict people would act who have been locked up in a ghetto for generations.
The world also saw the breezy indifference with which government officials treated these tens of thousands of sick and dying citizens, even as the scope of the disaster became clear. President Bush initially shunned the Gulf Coast and headed to political fund-raisers in the West.

The local and state infrastructure was crushed.
The Bush administration bears responsibility, as does Gov. Kathleen Babineaux Blanco of LA. I would not mind seeing either properly strung up because of it, and having both strung up would sooth my shocked sensibilities.
But before we do that (or even as we do that), I would like to be sure we have saved our nation further disgrace by coming up with a better plan to care for the displaced. Stadiums and convention centers in Texas filled with refugees with no long-term solution is only a little less disgraceful than the institutionalized indifference shown by our leadership last week.

Before we get too far into the finger-pointing–and there’s plenty of blame to go around, in both parties and all levels of government–why don’t we look for meaningful ways that we can encourage government to help.
First off, there is going to be a tremendous economic impact in the region, with hundreds of thousands of people out of work. But there is also going to be an immense amount of cash from government and insurance companies, as well as individuals rebuilding with their own funds, flowing into the area in the next couple of years. It would be criminal to let this cash fall into the hands of a few while so many who call NOLA home desperately need jobs. We need our federal government to co-ordinate an effot across all of the states affected by the storm, including those housing the hundreds of thousands of refugees, to train the residents of the Gulf Coast in the trades. New Orleans was home to untold thousands of desperately poor people, many with no education and no hope of a better life. Give these people training in the places they have been evacuated to NOW, so that they will be ready to work at jobs in the trades in the near future. Then continue their training on the job as they rebuild their own cities. Train these people to be laborers, carpenters, painters, electricians, utility repair technicians, plumbers, and more.
Second, this is a golden opportunity to re-engineer NOLA to be a better city in the future. Mandate that in the recovery, all lined utilities–power, phone, cable, etc–be moved to underground conduits, so that in future hurricanes we will not have the problems that come from thousands of utility poles disappearing at once. Update the building codes so that the future homes are safer in storms of this magnitude. With entire neighborhoods sure to be razed, seize the opportunity to put a decent public transportation network in place, complete with a plan for evacuating the city when the next hurricane of this strength inevitably comes.
Given the historical corruption in these areas, I don’t think it’s unreasonable to have some federal oversight in the areas where federal money will be spent.
These are just a couple of thoughts on what we can do in the near future to mitigate this catastrophe. Any others?

Let’s take a look inside the Super Dome. They wouldn’t let the media in. Why? Did they know what was going to happen there. You can’t walk around in the Super Dome at night because you’ll step in human waste. Women are being dragged into restrooms and raped. Fires are being started. Gunshots have been reported. Fights are commonplace. On day one helicopters could have landed outside the Superdome loaded with armed National Guardsmen with orders to treat predators harshly. Didn’t happen. They searched everyone before they entered the Super Dome. No guns allowed. This left innocent people unable to defend themselves. A hurricane project, approved and financed since 1965, to protect more than 140,000 West Bank residents east of the Harvey Canal is in jeopardy.
The Clinton administration is holding back a Corps of Engineers report recommending that the $120 million project proceed. Unless that report is forwarded to the Office of Management and Budget, Congress cannot authorize money for the project, U.S. Rep. William Jefferson’s office said Thursday.
Without the improvements – a flood gate in the Harvey Canal and raised levees along the Intracoastal Waterway – a tidal surge produced by a hurricane “could result in the catastrophic loss of life and property damage,” corps officials reported. In a worst-case-scenario storm, 82 percent of the buildings east of the Harvey Canal, from The Point in Algiers to the Algiers Lock in the Industrial Canal, would be flooded, causing $2.2 billion in damage, according to corps estimates.
Gerald Spohrer, executive director of the West Jefferson Levee District, is seething. “The bureaucracy in Washington has been given a specific instruction and the way they are dealing with it is to do nothing,” he said.
If financed by Congress, the project could be started early next year, Spohrer said. Work on the Westwego to Harvey Canal Project hurricane levee, costing $90 million, is 30 percent complete, and plans are about to be drawn for the $20 million Lake Cataouatche Project, which would protect the area west of Westwego….
That project is not the only West Bank flood-control work in jeopardy. Federal budget cuts also may prevent construction of levees outside the main hurricane levee system that would protect the Jean Lafitte-Barataria area. Those levees, to cost $5 million, would not protect the area from severe hurricane surges, but could offer protection against a storm such as Hurricane Juan, which while weak, had heavy rains that caused massive flooding.

Hindsight is a fun game, but to compare what-ifs in this tragedy shows how ridiculous your insinuation is. The amount of resources that both Governor Blanco and FEMA had to work with dwarf anything Mayor Nagin had at his disposal. If if Mayor Nagin managed to round up enough people to leave their homes and families to drive all those buses, how would they have been able to navigate through the city after the flood waters started rising. All you would have had is a bunch of stranded buses around the city with no food or water.
Running an agency like FEMA is hard, that’s why only qualified people should do it. Please, for the sake of your country, if you’re not smart enough to understand some of these basic issues, you should shut the fuck up until you do.

It’s almost awe-inspiring to see the level of energy and coordination the Bush White House can bring to bear in a genuine crisis. Not hurricane Katrina, of course, but the political crisis they now find rising around them.
As we noted yesterday, the storyline and the outlines of the attack are now clear: pin the blame for the debacle on state and local authorities.
So, let’s get all the facts out on the table now. And let’s not be afraid to let them all fall where they may. There’s no need to make saints of Gov. Blanco or Mayor Nagin. In such a storm of error as this, it would not surprise me if they made a number of them too. But the reason you have a federal government and particularly a FEMA in cases like this is that it is in the nature of local and state authorities to be at least partly overwhelmed in disasters of this magnitude. Read what Ed Kilgore wrote a couple days ago at TPMCafe:
Anyone who’s been involved in a disaster response episode will tell you the first few days are characterized by absolute chaos. Basic logistics are fouled up; communications systems are paralyzed; a thousand urgent needs must be triaged; a vast welter of well-meaning but tunnel-visioned federal, state and local agencies, plus private charitable organizations and volunteers, rush in; local elected officials are forced in front of cameras to inform and reassure the affected population. Somebody has to be in charge of the chaos, and that’s FEMA’s job.
This is just one of the many reasons why the White House’s main excuse — that the locals didn’t tell us what to do — is such a grim joke.

Gov. Kathleen Blanco: No State of Emergency Though her state has been devastated by Hurricane Katrina and thousands are believed dead in New Orleans, Louisiana Gov. Kathleen Blanco has yet to declare a state of emergency and refuses to cede authority over rescue efforts to the federal government.
“Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans,” the Washington Post reported in Sunday editions. Gov. Blanco’s office rejected the request, the paper said – concerned that such a move would be comparable to a federal declaration of martial law.
The Louisiana Democrat has also failed to declare a state of emergency – in marked contrast to Mississippi Governor Haley Barbour and Alabama Gov. Bob Riley, who both issued emergency declarations before Hurricane Katrina struck.
State and federal officials also told the Post that Gov. Blanco did not reach out to a multi-state mutual aid compact for assistance until Wednesday – more than 24 hours after breaches in New Orleans levee system had flooded the city and killed thousands.

The terms troll and flaming originated on usenet.
A ‘Troll’ is someone who posts onto a newsgroup with something that is off topic and/or is designed to be contrary to the postion of the purpose of the group. Examples of this behavior would be to send a post to the group alt.sex.hampsters.boink.boink.boink about how much you love your cat, or posting to alt.politics.I.hate.tim.eyeman about how much you love him.
As a general rule though on a general politics group, dissention is not automatically trolling.
Flaming is the term used when someone posts a comment that the sole purpose of is to piss someone off. A post to the effect of ‘I hate you and want you to die’ with no further content, or simply restating something demonstrated to be wrong or untrue (or unproven) as fact generally is a flame.
Typing in all caps is generally considered to be yelling and is considered to be rude. If you type in all upper case you look like someone who goes through AOL though.
I don’t think it normally applies here, but including the full content of what you are replying to is generally considered rude as well, you should only include the specific parts you are replying to, or intermix your responses with the original, using something like italics to separate the contents.
Finally if you do want to emphasize, all you have to do is surround what you want emphasized with html tags. The full set of tags are not usable, this comment field (actually most blog comment fields) only appears to allow 4. Although TV correspondents covering Hurricane Katrina avoid commenting on the obvious, their cameras hold back nothing. The people who couldn’t or wouldn’t leave New Orleans are overwhelmingly poor and black. As are the looters.
The images may surprise people whose visual pictures of the city are of tipsy partiers on Bourbon Street or plump chefs in French Quarter restaurants. But the vicious winds of Katrina exposed a far different reality.
The Census Bureau reported this week that the number of Americans living in poverty rose last year to 12.7%, the fourth consecutive year the poverty rate has risen. New Orleans’ poverty rate is nearly double the national rate, and 40% of the city’s children live in poverty. More than two-thirds of the city’s residents are African-American.
Those are the people gathered in desperation at the Morial Convention Center, their shattered and messy lives on full public display. Those are the faces behind the dry statistics in the government reports.
Failure to address that reality appears to be a central reason that New Orleans’ meager and mismanaged disaster plan failed. Many of the poor lacked cars, leaving them unable to escape the city.
Lacking money, many also surely lacked places to go. Lacking education, many may not have grasped the threat. And lacking good health, many were too weak to survive.
Those shortcomings were not addressed. The result is the heartbreaking pictures coming out of the city Thursday. They were reminiscent of Third World refugee camps.
None of this, of course, excuses the looting, except perhaps to obtain food and water to survive. And it certainly doesn’t excuse the shooting. Some looters even fired shots at rescuers Thursday, interfering with their critical missions as the city descended into near-anarchy.
But lawlessness is the inevitable companion of mass poverty, and a threat to civil order should have been anticipated.
There seems little doubt that order will be restored swiftly. Police and National Guard forces headed for New Orleans certainly have the capability. And there is no doubt that Americans will respond with an outpouring of generosity to citizens in need, just as they did for the tsunami victims of Southeast Asia.
Sadly, there is also no doubt that when New Orleans eventually returns to some form of normalcy, its poor will once again become invisible. At least until the next disaster strikes.

ATLANTA, Georgia (AP) — As Valerie Bennett was evacuated from a New Orleans hospital, rescuers told her there was no room in the boat for her dogs.
She pleaded. “I offered him my wedding ring and my mom’s wedding ring,” the 34-year-old nurse recalled Saturday.
They wouldn’t budge. She and her husband could bring only one item, and they already had a plastic tub containing the medicines her husband, a liver transplant recipient, needed to survive.
Such emotional scenes were repeated perhaps thousands of times along the Gulf Coast last week as pet owners were forced to abandon their animals in the midst of evacuation.
In one example reported last week by The Associated Press, a police officer took a dog from one little boy waiting to get on a bus in New Orleans. “Snowball! Snowball!” the boy cried until he vomited. The policeman told a reporter he didn’t know what would happen to the dog.
At the hospital, a doctor euthanized some animals at the request of their owners, who feared they would be abandoned and starve to death. He set up a small gas chamber out of a plastic-wrapped dog kennel.
“The bigger dogs were fighting it. Fighting the gas. It took them longer. When I saw that, I said, ‘I can’t do it,’ ” said Bennett’s husband, Lorne.
Valerie Bennett left her dogs with the anesthesiologist, who promised to care for about 30 staff members’ pets on the roof of the hospital, Lindy Boggs Medical Center.
“He said he’d stay there as long as he possibly could,” Valerie Bennett recalled, speaking from her husband’s bedside at Atlanta’s Emory University Hospital.
On Saturday afternoon, she said she saw a posting on a Web site called petfinder.com that said the anesthesiologist was still caring for the animals.
Louisiana State Treasurer John Kennedy, who was helping with relief efforts Saturday, said some evacuees refused to leave without their pets.
“One woman told me ‘I’ve lost my house, my job, my car and I am not turning my dog loose to starve,’ ” Kennedy said.
Kennedy said he persuaded refugees to get on the bus by telling them he would have the animals taken to an exhibition center.
The Society for the Prevention of Cruelty to Animals picked up two cats and 15 dogs, including one Kennedy found tied up beneath the overpass next to an unopened can of dog food with a sign that read, “Please take care of my dog, his name is Chucky.”
The fate of pets is a huge but underappreciated cause of anguish for storm survivors, said Richard Garfield, professor of international clinical nursing at New York’s Columbia University.
“People in shelters are worried about ‘Did Fluffy get out?’ ” he said. “It’s very distressing for people, wondering if their pets are isolated or starving.”
The Bennetts had four animals, including two beloved dogs.
They moved to Slidell, Louisiana, in July when Valerie took a job at an organ transplant institute connected to Lindy Boggs. Lorne, a former paramedic, is disabled since undergoing a liver transplant in 2001.
On Saturday, as Hurricane Katrina approached, both went to the hospital to help and took all four animals with them.
They fed their guinea pig and left it in its cage in a patient room. They couldn’t refill its empty water bottle because the hospital’s plumbing failed Sunday, they said. They poured food on the floor for the cat, but again no water.

Let me be clear, the feds must share responsibility, but disaster planning comes first from the local and state level, and any plan isn’t going to work if you don’t follow it, which happened on the local level.

I am reminded of an article written by liberal columnist Ted Rall after 9/11. He was talking about the sound principle of what goes up, must come down. Simply put, why rebuild the WTC if we have been humbled by our own defective engineering? He was for rebuilding it, but the question was a good one to mull over.
The answer is simple: we were attacked, and the Towers would not likely have fallen otherwise in this century without such a violent action. New Orleans was spanked by mother nature, as all things done under the hubristic umbrella of human engineering eventually falls victim to. It is only natural to question why we would attempt to flaunt nature again by rebuilding below the water level. I don’t know if that is what Hastert meant, but that is how I view it.
Seriously, we would not be the United States, and Louisiana would cease being Louisiana, without it. Let’s just make sure most of it is above sea level.
I think you are crazy to think that Louisiana, hampered as it was by the storm, should have been able to bootstrap its way out of trouble.
There were massive problems, and even well after the storm passed people were dying from really basic stuff, like lack of water and food. Medicines would obviously be more complicated.
President Bush has repeatedly lied to Americans about the state of affairs, which makes him look NOT like a leader, but by a butt-covering politician.
The last thing we needed, apparently, were Bush’s visitations.

School has been in session in LA since the 15th of August. Be that as it is, once the word came to get out of the city, it would have been tough to find qualified drivers for them…

Absolutely, we all deserve better. The biggest problem with what happened there this past week is that the rest of the world looks at that and thinks, “And these guys think they can take care of Iraq?” We used to have a strong mystique about our ability to solve difficult problems. That’s slowly being chipped away by this Administration, and it will make people realize how much our leadership in the world translated to a very comfortable existence at home (once we no longer enjoy it).

Okay that’s great but I think what we all want is a tax system that treats everyone fairly. Our current tax structure places too high of a burden on the poor in this state. This past legislative session was highlighted by new taxes that will further penalize the poor (gas tax, beer tax and the soda tax)
This state needs an income tax but, as Ron Sims can tell you that dog won’t hunt in this state. Neither the Democrats or the Republican are willing to tackle that issue. As long as this issue remains unsolved neither party can claim that it is the “progressive party” within this state.

How exactly have you come to that conclusion? I have relatives in Israel. I believe that both sides in the Israeli-Palestinian conflict share the blame for the mess that they’re in. Rachel Corrie did not speak for me, and I don’t speak for her. She was an individual who felt she was fighting for oppressed people. And despite the fact that my dad’s cousin is a fucking nurse in Tel Aviv, I understand that there is a reason for Palestinians to be upset with how they’ve been treated. Get a goddamn clue.

Ken Pollack was the man who wrote the book “The Gathering Storm,” which was used as a primary justification for why we had to invade Iraq. Yet, even he explains that Carter and Clinton were two of the better American Presidents in dealing with the Middle East. Sorry, your fantasy world doesn’t quite match up with reality. Try again.

I look forward to real solutions from our elected leaders, not national embarrassments. While with a healthy dose of understanding that the feds can’t do everything, and that the city of New Orleans and the state of LA should have made better plans, it was clear last Tuesday (at the latest) that the situation required immediate resolution. The local and state infrastructure was crushed.
The Bush administration bears responsibility, as does Gov. Kathleen Babineaux Blanco of LA. I would not mind seeing either properly strung up because of it, and having both strung up would sooth my shocked sensibilities.
But before we do that (or even as we do that), I would like to be sure we have saved our nation further disgrace by coming up with a better plan to care for the displaced. Stadiums and convention centers in Texas filled with refugees with no long-term solution is only a little less disgraceful than the institutionalized indifference shown by our leadership last week.

Before we get too far into the finger-pointing–and there’s plenty of blame to go around, in both parties and all levels of government–why don’t we look for meaningful ways that we can encourage government to help.
First off, there is going to be a tremendous economic impact in the region, with hundreds of thousands of people out of work. But there is also going to be an immense amount of cash from government and insurance companies, as well as individuals rebuilding with their own funds, flowing into the area in the next couple of years. It would be criminal to let this cash fall into the hands of a few while so many who call NOLA home desperately need jobs. We need our federal government to co-ordinate an effot across all of the states affected by the storm, including those housing the hundreds of thousands of refugees, to train the residents of the Gulf Coast in the trades. New Orleans was home to untold thousands of desperately poor people, many with no education and no hope of a better life. Give these people training in the places they have been evacuated to NOW, so that they will be ready to work at jobs in the trades in the near future. Then continue their training on the job as they rebuild their own cities. Train these people to be laborers, carpenters, painters, electricians, utility repair technicians, plumbers, and more.
Second, this is a golden opportunity to re-engineer NOLA to be a better city in the future. Mandate that in the recovery, all lined utilities–power, phone, cable, etc–be moved to underground conduits, so that in future hurricanes we will not have the problems that come from thousands of utility poles disappearing at once. Update the building codes so that the future homes are safer in storms of this magnitude. With entire neighborhoods sure to be razed, seize the opportunity to put a decent public transportation network in place, complete with a plan for evacuating the city when the next hurricane of this strength inevitably comes.
Given the historical corruption in these areas, I don’t think it’s unreasonable to have some federal oversight in the areas where federal money will be spent.
These are just a couple of thoughts on what we can do in the near future to mitigate this catastrophe. Any others?

You can’t walk around in the Super Dome at night because you’ll step in human waste. Women are being dragged into restrooms and raped. Fires are being started. Gunshots have been reported. Fights are commonplace. On day one helicopters could have landed outside the Superdome loaded with armed National Guardsmen with orders to treat predators harshly. Didn’t happen. A hurricane project, approved and financed since 1965, to protect more than 140,000 West Bank residents east of the Harvey Canal is in jeopardy.
The Clinton administration is holding back a Corps of Engineers report recommending that the $120 million project proceed. Unless that report is forwarded to the Office of Management and Budget, Congress cannot authorize money for the project, U.S. Rep. William Jefferson’s office said Thursday.
Without the improvements – a flood gate in the Harvey Canal and raised levees along the Intracoastal Waterway – a tidal surge produced by a hurricane “could result in the catastrophic loss of life and property damage,” corps officials reported. In a worst-case-scenario storm, 82 percent of the buildings east of the Harvey Canal, from The Point in Algiers to the Algiers Lock in the Industrial Canal, would be flooded, causing $2.2 billion in damage, according to corps estimates.
Gerald Spohrer, executive director of the West Jefferson Levee District, is seething. “The bureaucracy in Washington has been given a specific instruction and the way they are dealing with it is to do nothing,” he said.
If financed by Congress, the project could be started early next year, Spohrer said. Work on the Westwego to Harvey Canal Project hurricane levee, costing $90 million, is 30 percent complete, and plans are about to be drawn for the $20 million Lake Cataouatche Project, which would protect the area west of Westwego….
That project is not the only West Bank flood-control work in jeopardy. Federal budget cuts also may prevent construction of levees outside the main hurricane levee system that would protect the Jean Lafitte-Barataria area. Those levees, to cost $5 million, would not protect the area from severe hurricane surges, but could offer protection against a storm such as Hurricane Juan, which while weak, had heavy rains that caused massive flooding.

Hindsight is a fun game, but to compare what-ifs in this tragedy shows how ridiculous your insinuation is. The amount of resources that both Governor Blanco and FEMA had to work with dwarf anything Mayor Nagin had at his disposal. If if Mayor Nagin managed to round up enough people to leave their homes and families to drive all those buses, how would they have been able to navigate through the city after the flood waters started rising. All you would have had is a bunch of stranded buses around the city with no food or water.
Running an agency like FEMA is hard, that’s why only qualified people should do it. Please, for the sake of your country, if you’re not smart enough to understand some of these basic issues, you should shut the fuck up until you do.

A ‘Troll’ is someone who posts onto a newsgroup with something that is off topic and/or is designed to be contrary to the postion of the purpose of the group. Examples of this behavior would be to send a post to the group alt.sex.hampsters.boink.boink.boink about how much you love your cat, or posting to alt.politics.I.hate.tim.eyeman about how much you love him.
As a general rule though on a general politics group, dissention is not automatically trolling.
Flaming is the term used when someone posts a comment that the sole purpose of is to piss someone off. A post to the effect of ‘I hate you and want you to die’ with no further content, or simply restating something demonstrated to be wrong or untrue (or unproven) as fact generally is a flame.
Typing in all caps is generally considered to be yelling and is considered to be rude. If you type in all upper case you look like someone who goes through AOL though.
I don’t think it normally applies here, but including the full content of what you are replying to is generally considered rude as well, you should only include the specific parts you are replying to, or intermix your responses with the original, using something like italics to separate the contents.
Finally if you do want to emphasize, all you have to do is surround what you want emphasized with html tags. Although TV correspondents covering Hurricane Katrina avoid commenting on the obvious, their cameras hold back nothing. The people who couldn’t or wouldn’t leave New Orleans are overwhelmingly poor and black. As are the looters.
The images may surprise people whose visual pictures of the city are of tipsy partiers on Bourbon Street or plump chefs in French Quarter restaurants. But the vicious winds of Katrina exposed a far different reality.
The Census Bureau reported this week that the number of Americans living in poverty rose last year to 12.7%, the fourth consecutive year the poverty rate has risen. New Orleans’ poverty rate is nearly double the national rate, and 40% of the city’s children live in poverty. More than two-thirds of the city’s residents are African-American.
Those are the people gathered in desperation at the Morial Convention Center, their shattered and messy lives on full public display. Those are the faces behind the dry statistics in the government reports.
Failure to address that reality appears to be a central reason that New Orleans’ meager and mismanaged disaster plan failed. Many of the poor lacked cars, leaving them unable to escape the city.
Lacking money, many also surely lacked places to go. Lacking education, many may not have grasped the threat. And lacking good health, many were too weak to survive.
Those shortcomings were not addressed. The result is the heartbreaking pictures coming out of the city Thursday. They were reminiscent of Third World refugee camps.
None of this, of course, excuses the looting, except perhaps to obtain food and water to survive. And it certainly doesn’t excuse the shooting. Some looters even fired shots at rescuers Thursday, interfering with their critical missions as the city descended into near-anarchy.
But lawlessness is the inevitable companion of mass poverty, and a threat to civil order should have been anticipated.
There seems little doubt that order will be restored swiftly. Police and National Guard forces headed for New Orleans certainly have the capability. And there is no doubt that Americans will respond with an outpouring of generosity to citizens in need, just as they did for the tsunami victims of Southeast Asia.
Sadly, there is also no doubt that when New Orleans eventually returns to some form of normalcy, its poor will once again become invisible. At least until the next disaster strikes.

They wouldn’t budge. She and her husband could bring only one item, and they already had a plastic tub containing the medicines her husband, a liver transplant recipient, needed to survive.
Such emotional scenes were repeated perhaps thousands of times along the Gulf Coast last week as pet owners were forced to abandon their animals in the midst of evacuation.
In one example reported last week by The Associated Press, a police officer took a dog from one little boy waiting to get on a bus in New Orleans. “Snowball! Snowball!” the boy cried until he vomited. The policeman told a reporter he didn’t know what would happen to the dog.
At the hospital, a doctor euthanized some animals at the request of their owners, who feared they would be abandoned and starve to death. He set up a small gas chamber out of a plastic-wrapped dog kennel.
“The bigger dogs were fighting it. Fighting the gas. It took them longer. When I saw that, I said, ‘I can’t do it,’ ” said Bennett’s husband, Lorne.
Valerie Bennett left her dogs with the anesthesiologist, who promised to care for about 30 staff members’ pets on the roof of the hospital, Lindy Boggs Medical Center.
“He said he’d stay there as long as he possibly could,” Valerie Bennett recalled, speaking from her husband’s bedside at Atlanta’s Emory University Hospital.
On Saturday afternoon, she said she saw a posting on a Web site called petfinder.com that said the anesthesiologist was still caring for the animals.
Louisiana State Treasurer John Kennedy, who was helping with relief efforts Saturday, said some evacuees refused to leave without their pets.
“One woman told me ‘I’ve lost my house, my job, my car and I am not turning my dog loose to starve,’ ” Kennedy said.
Kennedy said he persuaded refugees to get on the bus by telling them he would have the animals taken to an exhibition center.
The Society for the Prevention of Cruelty to Animals picked up two cats and 15 dogs, including one Kennedy found tied up beneath the overpass next to an unopened can of dog food with a sign that read, “Please take care of my dog, his name is Chucky.”
The fate of pets is a huge but underappreciated cause of anguish for storm survivors, said Richard Garfield, professor of international clinical nursing at New York’s Columbia University.
“People in shelters are worried about ‘Did Fluffy get out?’ ” he said. “It’s very distressing for people, wondering if their pets are isolated or starving.”
The Bennetts had four animals, including two beloved dogs.
They moved to Slidell, Louisiana, in July when Valerie took a job at an organ transplant institute connected to Lindy Boggs. Lorne, a former paramedic, is disabled since undergoing a liver transplant in 2001.
On Saturday, as Hurricane Katrina approached, both went to the hospital to help and took all four animals with them.
They fed their guinea pig and left it in its cage in a patient room. They couldn’t refill its empty water bottle because the hospital’s plumbing failed Sunday, they said. They poured food on the floor for the cat, but again no water.
“I just hope that they forgive me,” Valerie Bennett cried.

I am reminded of an article written by liberal columnist Ted Rall after 9/11. He was talking about the sound principle of what goes up, must come down. Simply put, why rebuild the WTC if we have been humbled by our own defective engineering? He was for rebuilding it, but the question was a good one to mull over.
The answer is simple: we were attacked, and the Towers would not likely have fallen otherwise in this century without such a violent action. New Orleans was spanked by mother nature, as all things done under the hubristic umbrella of human engineering eventually falls victim to. It is only natural to question why we would attempt to flaunt nature again by rebuilding below the water level. I don’t know if that is what Hastert meant, but that is how I view it.
Seriously, we would not be the United States, and Louisiana would cease being Louisiana, without it. Let’s just make sure most of it is above sea level.

School has been in session in LA since the 15th of August. Be that as it is, once the word came to get out of the city, it would have been tough to find qualified drivers for them…

Okay that’s great but I think what we all want is a tax system that treats everyone fairly. Our current tax structure places too high of a burden on the poor in this state. This past legislative session was highlighted by new taxes that will further penalize the poor (gas tax, beer tax and the soda tax)
This state needs an income tax but, as Ron Sims can tell you that dog won’t hunt in this state. Neither the Democrats or the Republican are willing to tackle that issue. As long as this issue remains unsolved neither party can claim that it is the “progressive party” within this state.
