Thousands of these beds — approximately half — were taken offline due to COVID. Staffing was also reduced to put it on par with the new reduced capacity. This was sufficient for the prior administration — so this is how we got here — because they were expelling children, in addition to families and single adults.
We decided, as you all know, that we will be more humane about how we approach this. There wasn’t operational capacity built. The prior administration also did not consider that there were other mitigation efforts like masking, improved ventilation, cohorting, and other measures that would contain the spread of COVID. There’s now revised CDC guidance, which means there’s greater capacity in these facilities where we can expedite children — expedite getting children into them. There are — we are taking steps to ensure that when kids come to the border, we look and see if they have a phone number in their pocket so we can call the family member and get them to those family members as quickly as possible.
These are the steps that we’re taking at this point in time. Our policy continues to be: We’re not going to send a 10-year-old back across the border. That was the policy of the last administration. That’s not our policy here.

There were no “police on scene”. More than twenty four hours after the incident that was recorded on Tri-Met security cameras took place, the “victim” contacted police on the non-emergency dispatch line to report a hit and run. During that 24 hour period the “victim” reports that she spoke to multiple persons privately about what she claims to have seen. Included among the “persons” she spoke to about the incident were people with law enforcement access to DMV records. Those “persons” supplied her with detailed information about Jo Ann Hardesty including her physical home address and the year, make, model, and color of a vehicle previously registered to Hardesty.
At that point, armed with that information, the “victim” contacted the police to report the “hit and run”.
It’s absolutely possible that some “all those people look alike” is at work here. But clearly there is much more going on than what police are including in their reports. Whoever the fuck the “victim” is, she is conveniently very well acquainted with police or law enforcement employees. Those employees supplied her with specific details in order to make Hardesty a target of the investigation. The actual vehicle involved in the incident as identified later on a Tri-Met security video was a silver, newer, Honda Civic operated by a driver wearing a hood. After spending more than a day in conversation with people who could access law enforcement DMV records, the “victim” reported an older, gold Volvo driven by a woman in dreadlocks. Keep in mind, at this point neither the victim nor the police new the Tri-Met video existed.
Stop being naive about police. There’s almost certainly much more going on here than a confused white lady misidentifying the nearest negro. And much more to it on the police side than the union president libeling a public official.
