My guess would be that this is about the forfeiture and his family.
Performance on his agreement means his family finances will probably remain intact. Most of that shit was pardon-proofed in the indictments. The White House could keep Manafort out of jail, but they could not (or would not) provide for his family’s financial support.

I would say it is pretty clear now that The Republican Presidential Campaign Manager’s def team have been the source for most of the reporting in the preceding week suggesting that a plea agreement was imminent. As party to a JDA it is inconceivable that Downing would have shared with the other attorneys about any movement toward a cooperation agreement. And yet for them to have completed such an agreement means that a proffer was made in advance and that the OSC had sufficient time to review and verify it thoroughly.
Still, for any such cooperation agreement to be successful its preparation would have to be kept secret from the JDA to avoid any interference from the White House, especially the dangling of a pardon and other inducements. So the OSC would have prefaced any such plea negotiations with a media gag as well as some initial negotiations around the JDA itself. Downing would have had to agree to not disclose any details related to the preparation of a cooperation agreement to the other parties.
Had Downing’s team simply dummied up, but gone ahead with delays in the schedule and a series of private meetings with the OSC that should have been incredibly alarming to the rest of the JDA. The “featured cooperator” suddenly goes radio silent, reschedules a bunch of hearings, and starts parading in and out of the OSC offices every day, right before starting the next big criminal trial, and right after losing the last one, would set off every trip wire and alarm.
