    So, Texas Governor Rick Perry repeatedly offered Rosemary Lehmberg another job in exchange for dropping the multiple corruption investigations she was working against his administration. Two other District Attorneys had also been convicted of DWI during his administration and had not been asked to resign, one even receiving a major promotion in the Perry administration after his second conviction.

    The wheels of Perry’s little machine are falling off and it is going to end up in the weeds on the cinder blocks of history, like so many others before. Malfeasance seems to be a normal way for the Texas (and national) GOP to do business. It makes me wonder what someone has on Rick Perry.
    Other major felonies, probably.

    Guys like that never get to run for or hold office without someone holding a sword over their heads. George Bush is proof of that. The fact that he had his pilot’s license permanently revoked while still being obligated to his Texas National Guard enlistment is still a major question. Perry’s office said,

    The answer, of course, is this isn’t about Lehmberg’s conduct at all. It’s about who controls the Public Integrity Unit, and specifically, whether the investigation into GOP corruption continues or gets shut down.     It may take a long time to piece together exactly what happened in the confrontation between Darrell Wilson and Michael Brown, and perhaps people will never agree about what happened. But it’s beginning to appear that witness accounts of a struggle between Wilson and Brown at the patrol car, and Wilson shooting at Brown as he ran away, may BOTH be correct. Here’s an especially interesting possible piece of the puzzle:

    “Officer Wilson’s firearm went off inside the car, Mr. Brown ran away, the officer got out of his car and began firing toward Mr. Brown, and then Mr. Brown stopped, turned around and faced the officer.”

    From this (if it’s true), it appears that Wilson shot at and missed Brown when he tried to run away, and Brown was gunned down after stopping (in response to a command by Wilson) and turning to face Wilson. Which might indicate Wilson fired the fatal shots when Brown was trying to surrender. We don’t know yet.

    What’s clear is this shooting doesn’t feel right to a lot of people.

    Roger Rabbit Commentary: Years ago, St. Louis County was balkanized into dozens of tiny municipalities which fragmented and gerrymandered the black population into white-run neighborhoods. Ferguson is a good example; its population is 70% black, but its city government and police department are nearly all-white. That’s a legacy of the segregation era, and is typical of the entire county.

    According to this article, St. Louis County has at least 55 different municipal police departments. How many does our own King County have? I can think of two (I’m not counting airport and port police as a municipal department) — SPD and King County Sheriff, which provides contracted police services to several Seattle suburbs.

    As the article suggests, when you have dozens of small police departments in a single county, it’s easy to shunt violent, abusive, misbehaving, or incompetent cops to another jurisdiction. They get hired, despite poor performance, because it saves the new employer training expenses, and those little jurisdictions tend to be funding-poor. It works a lot like the teacher shuffle in some school districts.

    This system practically guarantees that bad cops will continue to be cops. Moreover, as the larger and better-heeled departments purge them, they tend to concentrate in the smaller and poorer departments, which is where the minorities are. It’s a deeply embedded flaw in St. Louis County’s municipal structure, but there’s a way to cure it, even if you can’t repair the underlying governance issues. And that’s for the authorities responsible for licensing Missouri’s cops to yank the licenses of bad cops so they can’t be cops.

    Speaking of what’s going on in the world, we have two big stories to discuss this morning.

    First, the weak do-nothing Obama administration spent last week ramping up rhetoric against ISIS, spent this week bombing ISIS, and today called the murder of journalist James Foley “a terrorist attack against the United States.” Sure sounds like the weak do-nothing Obama administration is priming the American public for a war to take out ISIS.

    Second, a Chinese interceptor provocatively buzzed a U.S. recon plane in international airspace two days ago, coming within 30 feet and barrel-rolling to display its fangs, and this is no accident; a similar stunt resulted in a collision that killed a Chinese pilot and damaged an American plane in 2001.

    But this is about much more than the Chinese fucking with American planes off their coast keeping an eye on them. Obama has been clear about shifting the U.S. strategic focus and concentration of military forces from Europe to the Far East, and most strategic analysts agree the South China Sea is well on the way toward becoming the 21st century’s prime geopolitical hotbed. (Forget the Middle East; the real action is in Asia.)

    China isn’t contemplating a war with the United States. What they want to do is control the South China Sea, through which passes the world’s busiest shipping lanes and most important trade routes, and under which lies significant and possibly vast natural resources, especially oil. Their huge but corrupt and inefficient land army amounts to squat, and will continue to amount to squat (it’s mainly for domestic control). The Chinese military modernization and buildup that matters is air force assets, naval assets, and missiles capable of threatening the U.S. Navy and specifically our aircraft carriers.

    The Chinese want to kick the U.S. Navy out of the South China Sea, and they prefer to do it without going to war, but they seem willing to exchange some shots to achieve that objective. They want hegemony in the South China Sea, with little or no U.S. interference, so they can take all the resources for themselves and bully their neighbors. To get it, they’re building fifth-generation fighters as good as our best jets, an underground sub base on Hainan Island, and 1,000 mile-range missiles (mobile, truck mounted) specifically designed to take out U.S. carriers for which we don’t have an effective countermeasure.

    This has many ramifications, including a new cold war and arms race, rearmament and nuclearization of Japan, and turning Vietnam into the next shithole third world country to seek and maybe acquire nuclear weapons.

    (The Vietnamese are eager to become a U.S. ally in order to get under our umbrella of protection. They don’t care about what we did to their country 50 years ago, partly because 90% of Vietnamese alive today weren’t living then and don’t remember it, but mainly because they’re worried about Chinese aggression.)

    It’s hard to tell whether China’s push into the South China Sea will bring about armed conflict with the U.S., but it’s hard to see how it won’t bring about growing tensions and increasing diplomatic conflict with the U.S. Our allies in the region, which nominally include Japan, South Korea, Taiwan, Philippines, Indonesia, Singapore, and Australia, are looking for us to stand firm against China’s new assertiveness. This is basically a turf battle, but a very important one to world peace and stability, not to mention our strategic interests.

    This week’s aerial hijinks wasn’t exactly “shot fired,” but came close. U.S. surveillance planes have been flying the same routes off China’s coasts for years. The Chinese have never liked it, but we have a right to do it, because our planes are in international airspace where everyone has a recognized right to fly, just as ships of all flags have a right to ply the high seas, including the South China Sea. This wasn’t some cowboy pilot playing rodeo; they get shot for that in China. The pilot was carrying out orders that came from the highest levels of China’s military establishment, if not from its political establishment. It’s the last step of escalation below firing shots.

    There will be much more of this in coming years, involving not just interceptor jets, but also submarines and gunboats, and perhaps missile exercises overflying not only Japan but also U.S. Navy fleets. They will be testing their weapons and capabilities, and goading and threatening us, hoping we back off rather than risk a war. And all of this will be red meat for conservative warmongers here at home; future Democratic candidates will find it harder to talk about cutting defense spending or seeking diplomatic solutions to the world’s tensions when faced with an increasingly pushy China and being painted as “surrender monkeys” in domestic political debate.

    Where did China, one of the world’s poorer nations, get the money to build supersonic stealth fighters, submarines and aircraft carriers, and missiles that fly off a truck-mounted launcher, scream up into outer space, then drop straight down onto the decks of U.S. carriers, untouchable by our Navy’s ship defenses? From us. Thank you, Walmart shoppers. Thank you, borrow-and-spend Republicans. You gave China trillions of our money. They’re going to use it to give us and our allies a hard time in the eastern Pacific.
