The Congress has no authority whatsoever to interfere with diplomatic efforts on the part of the Executive. Their job where relationships with foreign governments is, to advise and consent. To openly attempt to undermine the executive branch in such a way meets the requirements of felony under the Logan Act.

It basically said it’s OK to seize private property if the city thinks it can make more money by taking the property and selling it to high rollers for condos and trendy little shops, thereby garnering more tax reveneus for the city.
