Like all of us do from time to time, I was reading about the Trade Expansion Act of 1962. I know, I know: You’re all bored of me talking about the Trade Expansion Act of 1962. It’s pretty much what every liberal blog, and especially every one that deals with Washington State politics, is just obsessed with. I hear you, so just this one time, and then I’ll have to go find some other thing to write about.
Anyway, I was reading about the Trade Expansion Act of 1962 and I was surprised to learn how pro-trade the Democrats were, and the Republicans weren’t, at least according to a few paragraphs in Once in a Great City, and then some Internet research.
Part of that is a strange bravado that Kennedy had with things when he said “A vital expanding economy in the free world is a strong counter to the threat of the world Communist movement. This act is, therefore, an important new weapon to advance the cause of freedom.” So sure, Democrats being cold warriors. OK. We kinda did that.
But I think part of it was an assumption that it’s pushing our values. At the time, the head of the UAW supported it. It was still an open question what post-war Europe would look like, and I think trading with us, with our then strong unions and democratic values would pass that on.
So, maybe for those of us who aren’t big on NAFTA and the WTO for labor and environmental reasons, there are lessons. Maybe we need to have those sort of protections in the trade deals. I don’t know exactly what that looks like, but if earlier liberals thought of trade as a way to improve things, we probably could too. I don’t know if that makes more sense than just rejecting them, and I don’t know what labor or environmental protections you could get 2/3 of the Senate to pass for the foreseeable future.
Anyway, how will I drag the Trade Expansion Act of 1962 into the next post is anyone’s guess.

The Berlin Wall had just gone up, Cuba had fallen into the Soviet orbit, the Bay of Pigs was a fresh memory and the missile crisis was only weeks away. 1962 was a time when the world was still digesting the recently-revealed Stalin horrors. The USSR had aggressive new leadership, and in China, Mao was slaughtering millions. In 1962, the Cold War was everything, and everyone in America was wondering who would win. No one living through that time expected the Soviet Union to collapse or the communist threat to go away in their lifetime. It was a unique period of history, and you can’t compare then with now.

In 1962 in some parts of Europe still in recovery they were eating pigeons. In England they still spread “drippings” on their toast instead of butter. I have friends who grew up in England and Germany in that period. Pretty tough compared to us in the U.S. with our “Stingray” bikes, “Dilly Bars”, and color televisions. The first thing a friend who arrived from England bought was a 74 Dodge Charger. He hung a picture of the family Vauxhall Viva from the rear view mirror as a reminder. He said his parents saved for a decade to buy the Vauxhall. It stunk like gas, the seat springs broke, and within a month of the purchase it was in the shop for two weeks. By his 16th birthday the car was nothing but rust. He and a friend took it without permission out to an old airfield for some fun. They couldn’t get it to go over 50 mph.
I’m not so sure the U.S. enjoys the same trade advantages today as in 1962.

If your going to discuss this though one has to discuss Keynesian economics which was the dominant economic theory of 1962 and was not seriously challenged until the oil shock. Of course there was that little event called WWII and it was believed policies restricting trade greatly contributed to the Great Depression and then WWII. Though one looking at trade before WWII would note strange trading partners. Did US trade policy directly provoke the Japanese to attack Pearl Harbor, the Philippines, Hong Kong and an Alaskan island more or less simultaneously?
So please please disucss Keyneisan economics with any discussion of the 1962 Trade Agreement.
