Their failure to belt him in was deliberate. The refusal of his requests for medical aid also was deliberate. In short, the cops deliberately inflicted the injuries that led to Gray’s death; that’s why the charges against them include murder, manslaughter, assault, and misconduct in office.

However, this assumes there is a one to one job swap. Job A goes away and Job B is created. Automation and Algorithms don’t’ work that way. There is some ratio like for every 20 jobs lost, there is 1 job created for someone with a @#$% load of specialized training.
This assumes they have the resources to learn the new skills. Who’s going to pay for it if they don’t?
I also don’t however see why improving one’s skills is mutually exclusive for advocating for a living wage at the they currently have.
Your cheap labor argument has been consistently that advocating for a living wage will accelerate Automation and Algorithms. IMHO, it wouldn’t matter how little people worked for, companies will replace them with Automation and Algorithm, for factors outside of pay scale. Machines are reaching the point where they are more effective than humans in some tasks. Automation and Algorithm don’t get pregnant, or need time off for parent teacher conferences or sick children or take their parents to the Alzheimer’s day care. The machines can work 24 a day, they don’t take holidays or vacations or file for workman’s comp.

Baltimore has some previous experience with what’s variously known as “cowboy ride,” “screen test,” paddywagon mayhem, etc., to wit:
