    1. They are quarantined.
    2. They pay for their medical care.
    3. They’ll go to the bottom of the waiting list for hospital beds, ventilators, lifesaving drugs, and medical supplies in short supply.

    Allowing them to congregate and circulate in society is unacceptable. Shifting the costs of their medical care to Medicare, taxpayers, or other premium payers is unacceptable. Giving them priority over Covid-19 patients who followed the rules is unacceptable.
