If passed, Initiative 933 would cost taxpayers billions. Up to $9 billion to be exact. According to the state Office of Financial Management’s (OFM) fiscal impact statement:
Initiative 933 is estimated to cost state agencies $2 billion to $2.18 billion over the next six years for compensation to property owners and administration of the measure. In the same time period, the initiative is estimated to cost cities $3.8 billion to $5.3 billion, based upon number of land-use actions since 1996, and is estimated to cost counties $1.49 billion to $1.51 billion. Costs are derived from the requirement that, with specific exceptions, state agencies and local governments must pay compensation when taking actions that prohibit or restrict the use of real and certain personal property.
The OFM also found that I-933 is “more expansive than Measure 37,” the Oregon developer’s initiative that is wreaking havoc in the Beaver State. The result? Hundreds of millions of dollars in litigation costs.
This is a bad initiative, poorly written and ill-conceived. No wonder its biggest backer is New York real estate tycoon Howard Rich, while farmers, environmentalists, labor and even many local business interests are aligning against it.

The word is getting out to rural property owners that I-933 will mostly burden their communities in Washington, leaving the urban counties, and particularly big cities like Seattle largely unscathed, and unaffected.
As a Seattle resident, I’m not if sure why I should care about the fate of “fly over” communities in Washington.

September 15 was an important day for the Imperial Federal Government of the United States. It was the day that quarterly tax payments are due. This is one of four times a year when businesses have to pay their estimated taxes. And what a haul it was for the Feds…in fact, they raked in so much money, they set a record.
$85.8 billion dollars was taken in…all in one day. This is a 20% increase over last year….twenty percent! And to think some people actually think the government doesn’t have enough money. We gotta “pay off” the deficit you know. The fact that so much money flowed into the treasury at once is important for a few reasons.
One, the economy continues to go like gangbusters. We are right in the middle of an historic economic boom. Don’t let the mainstream media or the Democrats tell you otherwise…we’ve never had it so good. Add on top of that falling gas prices and we’ve got a great economic situation. In addition, the fact that tax receipts jumped 20% shows us that the Bush tax cuts are working just as they intended.
Second, the fact that so much money was confiscated by the federal government in a single 24 hour period tells us something else. The government is too big…and it’s become so large under a Republican administration and a Republican Congress. The Reagan Revolution is official dead among “conservative” politicians.
Wait! One more thing! What about those horrible Bush tax cuts? I thought the government was starving for the money it needed because the rich were getting away with murder! Well, once again we see that cutting taxes on the productive class actually leads to higher government tax revenues. That’s a lesson the left will never learn.

CASTLE ROCK, Colo. (AP) — A man was arrested in the gruesome dragging death of a woman after a stained and tattered photograph of him was found at the crime scene, police said Wednesday.
Jose Luis Rubi-Nava, 36, was arrested Tuesday night on suspicion of murder and jailed without bail. Investigators said they were still trying to identify the victim, who was dragged behind a vehicle with a rope, leaving a trail of blood more than a mile long.
Authorities did not immediately respond to questions about how the photograph ended up near the woman’s body, which was discovered Monday in a suburban neighborhood about 20 miles south of Denver.
The photo had been released to the public, and Sheriff Dave Weaver said tips from citizens helped lead to the arrest, but he did not elaborate.
Weaver offered no motive for the killing.
The picture shows a couple who appear to be in their 30s, with the man leaning his arm on the woman’s shoulder. Investigators did not say whether the woman in the picture was the victim.
Immigration and Customs Enforcement spokesman Carl Rusnok said agents believe Rubi-Nava is an illegal immigrant from Mexico. […………..Just another illegal [Democrat-to-be] doing the felonies that Democrat welfare hacks are to lazy to do!]

Burns, Frist, Santorum Top List of Corrupt Pols
By Justin Rood – September 20, 2006, 10:56 AM
What do Sens. Conrad Burns (R-MT), Bill Frist (R-TN) and Rick Santorum (R-PA) have in common?
The three men are the most corrupt senators in Congress, according to a new list of the most corrupt lawmakers in Washington.
It’s the second year now that Citizens for Responsibility and Ethics in Washington (CREW) has released its list of 20 muckiest senators and congresspeople.
Although the group names the trio as “most corrupt,” it doesn’t rank the 17 House members they finger.
The group also identified five “members to watch” — that is, folks with muck in their past that could be a harbinger of muck to come.
The list, in no particular order, is after the jump.
Here’s the list:
Members of the Senate:
Conrad Burns (R-MT)
Bill Frist (R-TN)
Rick Santorum (R-PA)
Members of the House:
Alan Mollohan (D-WV)
Roy Blunt (R-MO)
Marilyn Musgrave (R-CO)
Ken Calvert (R-CA)
Richard Pombo (R-CA)
John Doolittle (R-CA)
Rick Renzi (R-AZ)
Tom Feeney (R-FL)
Pete Sessions (R-TX)
Katherine Harris (R-FL)
John Sweeney (R-NY)
William Jefferson (D-LA)
Charles Taylor (R-NC)
Jerry Lewis (R-CA)
Maxine Waters (D-CA)
Gary Miller (R-CA)
Curt Weldon (R-PA)
Five Members to Watch:
Chris Cannon (R-UT)
J.D. Hayworth (R-AZ)
Dennis Hastert (R-IL)
John Murtha (D-PA)
Don Sherwood (R-PA)

Is it known campaign contributions from slimy organizations? Breath wasted bloviating in behalf of particular lobbyists? (That last one would have to put Katherine Harris at the top of the list.)

Senate Race Summary for Sept. 20:
We’ve added 14 new Senate polls to the Election Scorecard database since last Friday, yet our overall Senate “momentum meter” continues to point in the Democratic direction. You can see the trend at the state level: Seven states currently indicate recent momentum to the Democratic candidate, while only one (New Jersey) trends toward the Republican. Remarkably, this shift has occurred over the same month in which George W. Bush’s approval rating has improved a few percentage points.

More like it , would be , ” BILLIONS IN LAND STOLEN FROM TAXPAYING OWNERS ” . By definition something has been taken worth billions from taxpaying landholders , with no attempt to compensate owners a penny .
What is the matter with paying for these set asides , as far as I can tell the only argument is that it costs to much to pay for what has been taken . It is not just greedy out of stateras that are being affected . You wouldn’t put up with this if the city “liberated” your bank account , just because they needed the money .
Why have a series of legislatures and governors promised then ignored the landholders since 1996 when it comes to set asides .
Theft by the masses is still theft .
JDB spews:

It is not theft. One of the reasons the price of land has gone up is because the regulations prevent people from ruining this great state and making it into the Los Angeles Basin.

Wow, the President’s power continues to fade. Now he can’t even control the wingnuts in the House:
WASHINGTON (Reuters) – In a rebuke of President George W. Bush, a U.S. House of Representatives panel on Wednesday rejected his plan for interrogating foreign terrorist suspects. The bill, however, will still go to the full House for consideration.
The House Judiciary Committee, in a surprise move, rejected the measure 20-17. The Republican-led panel had been widely expected to back the bill pushed by Bush while he battles with some key Republicans in the Senate for similar authority.
Bush wants the authority from Congress to allow a program of CIA interrogations and detentions that critics have said amount to torture. The White House denies the program involves torture.

YOU MUST BE A RIGHTIE THEN BECAUSE YOU ARE MONUMENTALLY STUPID:
The median household income of Wal-Mart shoppers is under $40,000.
Wal-Mart, the most prodigious job-creator in the history of the private sector in this galaxy, has almost as many employees (1.3 million) as the U.S. military has uniformed personnel.
A McKinsey company study concluded that Wal-Mart accounted for 13 percent of the nation’s productivity gains in the second half of the 1990s, which probably made Wal-Mart about as important as the Federal Reserve in holding down inflation.
By lowering consumer prices, Wal-Mart costs about 50 retail jobs among competitors for every 100 jobs Wal-Mart creates.
Wal-Mart and its effects save shoppers more than $200 billion a year, dwarfing such government programs as food stamps ($28.6 billion) and the earned-income tax credit ($34.6 billion).
People who buy their groceries from Wal-Mart — it has one-fifth of the nation’s grocery business — save at least 17 percent. But because unions are strong in many grocery stores trying to compete with Wal-Mart, unions are yanking on the Democratic Party’s leash, demanding laws to force Wal-Mart to pay wages and benefits higher than those that already are high enough to attract 77 times more applicants than there were jobs at this (Evergreen Park IL) store.
